Indian banking sector reported 12,533 frauds worth Rs 18,170 crore in 2016-’17, says report.

Proxy advisory firm Institutional Investor Advisory Services said that the Bank of Maharashtra reported as many as 3,893 frauds.

The Indian banking sector reported 12,533 frauds worth Rs 18,170 crore in the 2016-’17 financial year, proxy advisory firm Institutional Investor Advisory Services said on Thursday. It said the high number of frauds could be attributed to weak internal controls at banks.
The IIAS said the Bank of Maharashtra reported the highest number of frauds at 3,893, followed by ICICI Bank and HDFC Bank. The Punjab National Bank, which is embroiled in a scam exceeding Rs 13,000 crore, reported fraudulent transactions worth Rs 2,810 crore, the Bank of India Rs 2,770 crore, and the State Bank of India Rs 2,420 crore.
The IIAS report said the quantum of frauds at the Bank of Maharashtra was 1.02% of its total assets. “Added to gross non performing assets of 19%, this means that more than one-fifth of the asset size is at risk every year due to weak controls and lack of adequate due diligence,” the firm said.
The report said the high audit fees in public sector banks were the result of a large number of branches, higher number of physical audits and implementation of interest rates prescribed by the Reserve Bank of India. “Yet, despite paying high audit fees, the quantum of fraud in public sector banks tend to be much higher,” the IIAS said. This indicated that the quality of audits needs to improve, the report said.
The proxy advisory firm added that on the other hand, the quantum of fraud at some banks such as IDFC, Dhanlaxmi Bank and DCB Bank, was less than 0.01% of their total assets.

Russia on Friday tested an intercontinental ballistic missile called the RS-28 Sarmat, which the North Atlantic Treaty Organisation nicknamed “Satan 2”, CNN reported.
The missile, which was first test-fired in December 2017, was launched from the Plesetsk spaceport in northern Russia. It will replace the Soviet-built Voevoda intercontinental ballistic missile, which is approaching the end of its service life, the Sputnik news agency reported.
The RS-28 Sarmat can cross the South Pole as well as the North Pole, the shortest route between Russia and the United States, CNN reported. Russian state-run news agency TASS reported in 2016 that the missile would have a range of more than 11,000 km and its warhead would weigh 100 tonnes.
The Russian military will start producing the missile in 2020 and induct it into service by 2021, TASS reported. “The first regiment armed with this missile is to enter duty in the Uzhur-based division,” an unidentified defence official said.
The RS-28 Sarmat was among the missiles that Russian President Vladimir Putin had claimed can hit almost any point in the world without being intercepted. (Source: Scroll.in)

Mohenjodaro was likely the world’s largest settlement of its time, finds latest analysis of cores.

A fresh study of cores drilled in the Sindh region found ‘portions of the settlement buried beneath many metres of flood deposit’.

The preliminary analysis of cores obtained from Mohenjodaro in Pakistan in 2015-’16 suggested that the site in present-day Sindh was likely the world’s largest settlement of its time between 2600 and 1900 BC, the Dawnreported on Friday.
“Interpretations offered strong indications that the site was considerably larger than formerly acknowledged by archaeologists, and that the sediments that blanketed the terrain near the known city centre were both deep and of alluvial [floodplain] origin,” said Syed Sardar Ali Shah, the minister for culture, archives and heritage of Pakistan Sindh province. “Based on earlier fieldwork and remote imagery, it was hypothesised that major [and intact] portions of the settlement lay buried beneath many metres of flood deposit.”
Around 60 cores were drilled in Mohenjodaro in 2012 as part of a Unesco-commissioned study, Shah said, adding that several sets of cores were excavated over the years but not analysed in detail. Michael Jansen of the University of Technology in Muscat and other experts partially studied these samples and came to the newest conclusion about Mohenjodaro.
The Sindh minister said the aim of the latest study was to identify how and when the region flooded, which may have “accounted for technical innovations” that “probably allowed for permanent settlement within the proximity of the Indus” valley. Countries exchange loan agreements worth $1.4 billion India is Japan’s “most important” partner in its “Free and Open Indo-Pacific Strategy,” said Japanese Foreign Minister Taro Kono, as both countries agreed to step up cooperation in their “Special Strategic and Global Partnership” during annual consultations and exchanged yen loan agreements for $1.4 billion.

“Our Free and Open Indo-Pacific Strategy and India’s Act East Policy should be further merged,” said Mr. Kono, in remarks that appeared to target China’s actions in the South China Sea.
“Our growing convergence on economic and strategic issues is important for peace, stability and prosperity in the Indo-Pacific region,” said External Affairs Minister Sushma Swaraj.
Ms. Swaraj and Mr. Kono discussed a wide range of bilateral issues during the 9th India-Japan Strategic dialogue in Tokyo, while setting the agenda for the visit of Prime Minister Narendra Modi to Japan for the annual summit with PM Shinzo Abe.

Decision: The Payment of Gratuity (Amendment) Bill, 2018 has been passed by Lok Sabha on 15th March, 2018 and by the Rajya Sabha on 22nd March, 2018, has been brought in force on 29th March, 2018.

Background: The Payment of Gratuity Act, 1972 applies to establishments employing 10 or more persons. The main purpose for enacting this Act is to provide social security to workman after retirement, whether retirement is a result of superannuation, or physical disablement or impairment of vital part of the body. Therefore, the Payment of Gratuity Act, 1972 is an important social security legislation to wage earning population in industries, factories and establishments.
2. The present upper ceiling on gratuity amount under the Act is Rs. 10 Lakh. The provisions for Central Government employees under Central Civil Services (Pension) Rules, 1972 with regard to gratuity are also similar. Before implementation of 7th Central Pay Commission, the ceiling under CCS (Pension) Rules, 1972 was Rs. 10 Lakh. However, with implementation of 7th Central Pay Commission, in case of Government servants, the ceiling has been raised toRs. 20 Lakhs.
3. Therefore, considering the inflation and wage increase even in case of employees engaged in private sector, this Government decided that the entitlement of gratuity should also be revised in respect of employees who are covered under the Payment of Gratuity Act, 1972. Accordingly, the Government initiated the process for amendment to Payment of Gratuity Act, 1972 to increase the maximum limit of gratuity to such amount as may be notified by the Central Government from time to time. Now, the Government has issued the notification specifying the maximum limit to Rs. 20 Lakh.
4. In addition, the Bill also envisages to amend the provisions relating to calculation of continuous service for the purpose of gratuity in case of female employees who are on maternity leave from ‘twelve weeks’ to ‘such period as may be notified by the Central Government from time to time’. This period has also been notified as twenty six weeks.
Major Impact: The Bill as passed by both the Houses of Parliament, andassented to by the Hon’ble President and notified by the Government. This will ensure harmony amongst employees in the private sector and in Public Sector Undertakings/ Autonomous Organizations under Government who are not covered under CCS (Pension) Rules. These employees will be entitled to receive higher amount of gratuity at par with their counterparts in Government sector. (Source: PIB)

In a bid to study the deep interior of the Red Planet and find traces of how it was formed, NASA is all set to send a first-ever such mission to Mars.

Scheduled to launch on May 5, NASA's Interior Exploration using Seismic Investigations, Geodesy and Heat Transport (InSight) -- a stationary lander -- will be dedicated to explore Mars' deep interior.
It also will be the first NASA mission since the Apollo moon landings to place a seismometer, a device that measures quakes, on the soil of another planet, the US space agency said in a statement on Friday.
Bruce Banerdt is the principal investigator for InSight at the Jet Propulsion Laboratory (JPL) in Pasadena, California.
"In some ways, InSight is like a scientific time machine that will bring back information about the earliest stages of Mars' formation 4.5 billion years ago," Banerdt said.
"It will help us learn how rocky bodies form, including Earth, its moon, and even planets in other solar systems," he added.
InSight carries a suite of sensitive instruments to gather data and, unlike a rover mission, these instruments require a stationary lander from which they can carefully be placed on and below the Martian surface.
Looking deep into Mars will let scientists understand how different its crust, mantle and core are from Earth.
Several European partners have contributed instruments and key components to the InSight mission.
France's Centre National d'Etudes Spatiales led a multinational team that built an ultra-sensitive seismometer for detecting marsquakes.
The German Aerospace Centre (DLR) developed a thermal probe that can bury itself up to 16 feet underground and measure heat flowing from inside the planet.
"InSight is a truly international space mission," said Tom Hoffman, project manager at JPL.
"Our partners have delivered incredibly capable instruments that will make it possible to gather unique science after we land," he added.
InSight currently is at Vandenberg Air Force Base in California undergoing final preparation before launch.
In April, the spacecraft will be mounted to its rocket, connections between them will be checked and the launch team will go through a final training.
"This next month will be exciting," Banerdt said. "We've got some final work to do, but we're almost ready to go to Mars." (Source: The Business Standard)

The Union Cabinet chaired by Prime Minister Narendra Modi on Wednesday approved the signing of a Memorandum of Understanding (MoU) between India, the United Kingdom and Northern Ireland regarding cooperation and exchange of information for the purposes of combating international criminality and tackling serious organised crime.
As per a Union Government press release dated March 28, India and the United Kingdom already have a 1995 agreement in place concerning the investigation and prosecution of crime and tracing, restraint and confiscation of the proceeds and instruments of crime, currency transfers and terrorist funds.

NITI Aayog has come up with a mechanism under which 101 most underdeveloped districts of the country termed as 'aspirational' would be competing with each other in terms of performance and they will be ranked on 49 indicators based on various data points.
The 49 indicators on 81 data points will cover five development areas of health and nutrition, education, agriculture and water resources, financial inclusion and skill development and basic infrastructure.
From the beginning of next fiscal year from April 1, this real-time data collection and monitoring will be open for public viewing.
India cannot grow at a high rate on a long run until these districts catch up, whatever high are the GDP number, it has no meaning until the benefit of growth percolates down to very basic level, NITI Aayog CEO Amitabh Kant said while announcing the launch of ranking for the "Aspirational Districts'.
The ranking of districts follows the launch of 'Transformation of Aspirational Districts' by Prime Minister Narendra Modi in January with an aim to quickly and effectively transform some of the most underdeveloped districts in the country.
This will converge the central and state schemes, collaborate central, state and district collectors to strengthen these districts by identifying the low-hanging fruits for immediate improvement, measure progress and then rank the district by getting the data on a real-time basis.
All the states -- except West Bengal and Kerala -- are on board in this ranking initiative; however, these states are expected to join soon, Kant said.
As per the baseline ranking, Vizianagaram in Andhra Pradesh is ranked highest with score of 48.13 per cent while Mewat in Haryana tails at the end with 26.02 per cent.
Among others, Asifabad (Telengana), Singrauli (Madhya Pradesh), Kiphire (Nagaland), Shrawasti, Siddarthnagar and Balrampur (Uttar Pradesh), Namsai (Arunachal Pradesh), Sukma (Chattisgarh) are ranked at bottom of the list.
While on top of the list among others include Rajnandgaon (Chhattisgarh), Osmanabad (Maharashtra), Cuddapah (Andhra Pradesh), Ramanathapuram (Tamil Nadu), Udham Singh Nagar (Uttarakhand), Mahasamund (Chhattisgarh), Khammam (Telangana), Visakhapatnam (Andhra Pradesh).
NITI Aayog and the Andhra Pradesh government have created a dashboard for monitoring the real-time progress of the districts.
From April 1, these 101 districts will start entering data and from May onwards, they will be ranked based on progress made (delta ranking) on a real-time basis.

Most Indians prioritise happiness and health over money with 72 per cent respondents in a survey defining success as 'being happy'.
According to a survey by professional networking site LinkedIn, about 72 per cent Indians chose the option of 'being happy' as their ultimate definition for success. For others, good health (65 per cent) and a healthy work-life balance (57 per cent) stood as the important indicators of success.
Amongst the countries surveyed, Indian professionals ranked third in feeling successful, just after the UAE in the first spot and Brazil in the second.
Contrary to the popular perception of relating more money with more success, the survey found that only 22 per cent attribute success to a 'rise in paycheck', while 36 per cent define success in terms of 'earning a six-figure salary'.
The LinkedIn survey, carried out online between October 12 and November 3 last year, considered 18,191 adults across 16 countries - Australia, China, France, Germany, Hong Kong, India, Indonesia, Ireland, Italy, the Netherlands, Singapore, Spain, Brazil, the UAE, the UK and the US.
"The growing optimism in India's macroeconomic environment shines through in the confidence professionals feel towards achieving success. While success means many different things to different people, it is heartening to see indicators like work-life balance, family time and health taking precedence over a six-figure salary," LinkedIn head of communications for India Deepa Sapatnekar said.
The survey also said that despite building pressures of a competitive job economy and rising inflation, one in 10 Indians (10 per cent) feel optimistic about achieving success within one year, double the global average of 5 per cent.
About 79 per cent Indians felt that education plays a positive role in their ability to achieve success, along with other factors like age (61 per cent), gender (56 per cent), and the career they have chosen (68 per cent).
Around 30 per cent Indians think achieving social success is more important than achieving professional success, higher than the global average of 22 per cent.
The survey also revealed that Indians recognise success today with having good friends, getting opportunities to travel and finding time to cultivate new hobbies. (Source: The Business Standard)

RBI monetary policy: Is flexible inflation targeting working well in India?.

It will soon be two years since RBI’s monetary policy shifted to flexible inflation targeting. What has been the record till now?

The six members of the monetary policy committee of the Reserve Bank of India (RBI) are scheduled to meet next week to decide the future trajectory of interest rates. Most expect the committee to keep the cost of money at current levels. This column asks a broader question. It will soon be two years since Indian monetary policy shifted to flexible inflation targeting. What has been the record till now?
There is little doubt that consumer price inflation has come down sharply over the past two years. However, some deeper changes in Indian inflation dynamics have been highlighted in a new paper by Ravindra H. Dholakia of the Indian Institute of Management, Ahmedabad, and Virinchi S. Kadiyala of ICICI Bank (Changing Dynamics Of Inflation In India, Economic And Political Weekly, 3 March 2018). Dholakia is also perhaps the most dovish member of the committee that sets Indian policy interest rates. These deeper changes in inflation dynamics deserve more public attention.
There was a sharp debate preceding the shift to a flexible inflation target about which measure of inflation the Indian central bank should target. India was then in the midst of an inflation crisis. Steep increases in food prices had spilled over into the general price level after 2010. The Urjit Patel committee pointed out in its 2014 report that food or fuel price inflation quickly gets generalized because of inflation expectations. The committee suggested that Indian monetary policy should thus target headline inflation rather than core inflation.
Many countered by pointing out that the Indian consumer price index is dominated by food prices, and the prices move because of supply shocks rather than monetary policy. This column had argued in October 2013 that India was already moving towards a monetary policy framework that focused on core inflation . Some, such as Harish Damodaran, also argued that the policy of targeting headline inflation implicitly led to deflation in farm prices, and thus hurt farmers. The government suppressed farm prices to help the RBI keep headline inflation near target (there is also good reason to ask whether the central bank in a developing economy should also be sensitive to other factors such as exchange rates and financial stability).
The Dholakia and Kadiyala paper reopens some of these debates. The economists make two central points.
First, inflation persistence has decreased in recent years. Shocks to core inflation dissipate in some time rather than leading to a higher level of inflation.
Second, sudden movements in food and fuel prices do not lead to permanent changes in headline inflation. The reason: Inflation expectations are now anchored. Headline inflation reverts to core inflation. It was the other way around earlier, when core inflation would either rise or fall to come closer to headline inflation.
Both these profound changes are likely explained by the fact that inflation expectations are more stable since the introduction of flexible inflation targeting two years ago, or that citizens are not changing their assessments of future inflation based on every shift in volatile items such as food prices. It also means that the credibility of Indian monetary policy has been rebuilt to some extent, even though inflation expectations are still higher than the inflation target. However, these are still early days, and the new monetary policy framework has not yet been severely tested.
There are several important lessons from the change in Indian inflation dynamics over the past few years.
First, as inflation expectations stabilize, it makes sense for the RBI to look past sudden shock to core inflation such as the price impact of the move to the goods and services tax (GST) or a hike in the house rent allowance (HRA) paid to government employees. The case of food or fuel price shocks is more complicated, but monetary policy need not hastily respond to temporary price shocks, either by increasing or slashing interest rates. Dholakia and Kadiyala warn that a “strong response to volatile prices would run the risk of time inconsistency, and also ultimately result in expanding the output gap”.
Second, policymakers should be giving greater weightage to core inflation than before, not just in policy discussions but also in forecasting models. The RBI’s own inflation forecasting model—the Forecasting and Policy Analysis System—has parted ways with standard central bank forecasting models by taking a disaggregated look at food, fuel and core inflation.
Third, there are two equal halves of the economy—a food sector with flexible prices and a non-food sector with sticky prices. Managing the two with a common monetary policy is a tricky job. Even the motivations of the people in these two sectors are different. Producers in the non-farm economy look ahead to make their decisions while producers in the farm economy look back (think of the cobweb model taught to undergraduate economics students).
Flexible inflation targeting seems to have scored some important early victories in India. The stabilization of inflation expectations as well as the growing credibility of monetary policy means that monetary policy need not respond frantically to every unexpected shift in price levels. In fact, the pressure on the RBI to react to every unexpected move in inflation usually shows a profound lack of understanding of what flexible inflation targeting is all about. (Source: Livemint)

The 27-hour countdown began on Wednesday for the launch of Isro’s GSLV-F08 mission carrying the GSAT-6A communication satellite from the space port of Sriharikota, about 110 kms from Chennai.
The countdown for the mission to be launched tomorrow started at 13.56 hours following clearance from the Mission Readiness Review committee and Launch Authorisation Board, Isro said.
The Launch of GSLV-F08, planned from the Second Launch Pad in Satish Dhawan Space Centre, Sriharikota at 16.56 hours tomorrow marks the 12th flight of Geosynchronous Satellite Launch Vehicle GSLV-F08 and sixth flight with indigenous Cryogenic upper stage.
GSAT-6A, is similar to GSAT-6, a high power S-band communication satellite built on I-2K satellite bus with a mission life of about ten years, it said.
A key feature of the satellite is providing mobile communication to India through multi beam coverage facility. The satellite will also provide a platform for developing technologies such as demonstration of 6 m S-Band Unfurlable Antenna, handheld ground terminals and network management techniques that could be useful in satellite based mobile communication applications.
GSLV-F08, weighing 415.6 tonnes with a height of 49.1 metre comes with notable improvements like induction of High Thrust Vikas Engine, electromechanical actuation system in place of electro-hydraulic actuation system. (Source: Livemint)

Indians diaspora is the largest in the world, more than 15 mn live abroad.

The Indian diaspora is the highest as compared to the countries all over the world. Over 15 million migrants from India are living abroad, as reported in a study conducted by the UN Population Division. International migration data shows Indians make up the biggest population living outside their country of birth.

Mexicans, Russians and Chinese are the next big settlers of the lot after Indians. Pakistan remains among the top countries for Indian settlers because of the large post-Partition influx. It is because of India’s largest number of migrants abroad that the country receives the largest amount of remittance, noted to be 68.91 billion dollars. The report further stated that the largest migration corridor from India is to the United Arab Emirates, where in 2015 nearly 3.5 million Indians were residing.
The United States of America was noted to be the top destination for migrants all over the world in 2015, with 46.6 million migrants moving to the US in that year. It is rather disturbing to note that 51 percent of the total refugee population comprised of the people under the age of 18 years. (Source: The Times of India).

ISA and India sign the Host Country Agreement - Pragnya IAS academy - News Analysis

ISA and India sign the Host Country Agreement.

The International Solar Alliance (ISA) and the Ministry of External Affairs (MEA), signed the Host Country Agreement here, today. The Agreement will give ISA a juridical personality and gives it power to contract, to acquire and dispose off movable and immovable properties, to institute and defend legal proceedings. Under this agreement, ISA shall enjoy such privileges, applicable tax concessions and immunities as are necessary for ISA’s Headquarter to independently discharge its function and programmes. ISA shall be deriving its status, privileges and immunities as per Article 10 of Framework Agreement.

The agreement was signed by General (Dr.) V.K. Singh, Minister of State, Ministry of External Affairs and Shri Upendra Tripathy, Interim Director General, ISA in the gracious presence of Shri R K Singh, Union Minister of State (IC) Power and New & Renewable Energy.
Congratulating the signatories, Shri R.K. Singh said that ISA has potential to change developmental paradigm in the world. He said that energy will now be available to less developed tropical countries at affordable rates and in an easily deployable manner. The Minister also mentioned that many countries have shown interest to learn from India’s experience in renewable energy. He emphasized the need for our industry to go and set up infrastructure in these countries and talked about doing necessary de-risking in this regard.
General (Dr.) V.K. Singh also congratulated ISA and stated that ISA has an onerous task at hand to mobilise over US $ 1000 billion of investment into the Solar Sector and deploying over 1000 GW of Solar capacity. He also stated that ISA need to firm up financial partnership deals with more multilateral and bilateral donor agencies in order to meet its stated objectives.
Shri Upendra Tripathy called the signing of Host Country Agreement an important milestone and thanked the Government of India for its wholehearted support.
Secretary, MNRE; Secretary (ER), MEA were among the dignitaries present at the event.
Background:
The International Solar Alliance is an initiative jointly launched by the Prime Minister of India and President of France on 30th November 2015 at Paris, in the presence of the Secretary General of the UN, on the side lines of COP21 UN Climate Change Conference. The main objective of ISA is to undertake joint efforts required to reduce the cost of finance and the cost of technology, mobilize more than US $ 1000 billion of investments needed by 2030 for massive deployment of solar energy, and pave the way for future technologies adapted to the needs of 121 countries lying fully or partially between the Tropics.
ISA has presently four ongoing programmes: Scaling Solar Applications for Agricultural Use, Affordable Finance at Scale, Scaling Solar Mini Grids and Scaling Solar Rooftop catering to the needs of solar energy in specific areas.
The Framework Agreement coming into force on 6th December 2017, the ISA became the first international intergovernmental treaty based organization to be headquartered in India. ISA celebrated its founding day on 11th March, 2018. (Source: PIB)

India ranks 109th globally in mobile download speeds at 9.01 mbps: Report.

Norway is positioned at the top with an average download speed of 62.07 mbps India, the largest consumer of mobile data in the world, ranks 109th when it comes to mobile Internet download speeds, a report said on Monday.

The average download speed over the mobile increased to 9.01 mbps in February from the 8.80 mbps in November last year, but the country's rank continued to stay at 109th, Ookla's Speedtest index said.
Norway is positioned at the top with an average download speed of 62.07 mbps.
The findings of the report come amid a massive increase in data connections by the over one billion mobile phone customers in the country and an increased thrust on connectivity by policymakers.
Niti Aayog chief executive Amitabh Kant had in December claimed that the country is the highest data consumer in the world at 150 crore gigabytes, which is more than the US and China's put together.
The country, however, fared better on the fixed broadband front, according to Ookla, with its rank improving to 67 at the end of February, against 76 last year.
Singapore leads in the fixed broadband front, with a download speed of 161.53 mbps.
India last year had reported the biggest increase in fixed broadband download speeds among the world's most populous countries, it said.
The Speedtest index compares Internet speeds data from around the world monthly using data from tests taken by real people, Ookla said in a statement, adding there are 439 Speedtest servers in the country at present. (Source: The Business Standard)

Indian Space Research Organisation’s Chandrayaan-2 mission, which was "originally scheduled for the April 23" will now be launched in the "first week of October".Explaining the reason for postponing the lunar mission, Isro chairman Dr K Sivantold TOI, "Our panel of eminent space scientists comprising former Isro chairmen, top space experts and IIT professors has praised our preparations for the Chandrayaan-2 mission. However, keeping in mind the complexities involved in the mission as for the first time Isro is experimenting with a orbiter, a rover and a lander, the panel recommended postponing the launch till we complete all tests and are confident of a perfect mission."
Dr Sivan said, "The original targeted date for the launch was kept on April 23. However, as the ongoing tests for the lunar mission will take 20 more days, the April 23rd date could not be met. Therefore the panel decided to defer the launch. Unlike, other satellite launches where Isro could easily defer the launch by a day or two to get a perfect mission, Isro can’t do the same in this mission. This is because the ideal date for the moon launch comes only once in a month. If we skip that date of the month, we have to plan the launch next month. After skipping the April date, if Isro launches the mission in the months from May to September, we won’t be able to utilise the full lunar day (14 Earth days) for experiments on the moon because of eclipses and other reasons. Therefore, Isro will launch the mission in the first week of October."
The Rs 800-crore Chandrayaan-2 mission is a totally indigenous mission. Once the GSLV-F10 put the spacecraft in the 170 km x 20,000 km elliptical orbit, the orbiter would be manoeuvred towards the 100-km lunar orbit by firing thrusters and then the lander housing the rover will separate from the orbiter. After a controlled descent, the lander will soft-land near the south pole of the lunar surface and deploy the rover.
During the 14 Earth days, the six-wheeled rover will have the power to move around 100-200 metre. The instruments, including a high-intensity camera, on the rover will observe the lunar surface and take images of the moon. It will send back data to the Earth via the orbiter within 15 minutes that will be useful for analysis of the lunar soil. Payloads of the 3,290kg Chandrayaan-2 spacecraft will collect scientific information on lunar topography, mineralogy, elemental abundance, lunar exosphere and signatures of hydroxyl and water-ice.
Soft-landing on the lunar surface is the most challenging part of the mission. Till now, only the US, Russia and China have been able to soft-land spacecraft on the lunar surface.
Gsat-6A launch on March 29: With the Chandrayaan-2 mission launch deferred, Isro is currently focusing on the launch of its communication satellite Gsat-6A by GSLV-F08 rocket on March 29. Gsat-6A, with a life span of 10 years, is a high-powered S-band communication satellite weighing 2,140 kg that will provide a platform for developing technologies that will be useful for satellite-based mobile communication.(Source: The Times of India).

he world's longest sandstone cave named Krem Puri was recently discovered in Meghalaya. It has a staggering length of 24.5 km, almost three times the height of Mount Everest, and contains some dinosaur fossils from 66-76 million years ago as well.
'Krem' means 'cave' in Khasi language. The cave system which is 24,583 metres long was discovered in near Laitsohum village, located in the Mawsynram area in Meghalaya's East Khasi Hills district.Though Krem Puri had been discovered in 2016 itself, its actual length was mapped only recently when the Meghalaya Adventurers' Association (MAA) took a 25-day expedition to this end.
The dinosaur fossils in the longest sandstone cave in the world include those of the Mosasaurus, believe palentologists. It was a carnivorous aquatic lizard that resided on Earth around 66-70 million years ago.
KREM PURI CAVE SYSTEM IS 6000 METRES LONGER THAN PREVIOUS RECORD HOLDER
The previous world record holder in the longest sandstone cave category was Venezuela's Cueva Del Saman in Edo Zulia. This is an 18,200-metre (18.2km) long quartzite sandstone cave.
Meghalaya is also home to India's longest cave in the general category - the Krem Liat Prah-Umim-Labit limestone cave system located in Jaintia Hills. It measures over 31 km in length.
Krem Puri is now the second longest cave system in the general category after this.
EXPEDITION BY MMA
The 25-day expedition by the Meghalaya Adventurers' Association was carried out by a team of four Italian scientists from La Venta, 30 experienced cave explorers from UK, Ireland, Austria, Romania, Switzerland, Poland, the Netherlands, and the rest of the members from MAA.
This expedition, which took place from February 5 to March 1, 2018, explored almost the entirety of Krem Puri. Only a few leads have been left open.
MEGHALAYA IS HOME TO 1650 CAVES AND CAVE SYSTEMS
The North-Eastern Indian state of Meghalaya is renowned for its complex cave systems underneath the many hills. It has more than 1650 known caves and cave locations of which 1000 have been partially or fully explored. Official data says 491 kilometres of caves have been already surveyed while many more remain to be explored.
There are so many cave systems in Meghalaya located in the areas of Cherrapunjee, Shella, Pynursla, Nongjri, Mawsynram and Langrin, that the explored caves amount to only five per cent of the total caves in the state.
General Secretary of MAA and founding member, Brian Khapran Daly, informed HT that 22.8 km of new cave passages were mapped in this expedition leading to the exploration of the world's longest sandstone cave, which included nine more partially and newly explored caves. Khapran has been exploring and mapping Meghalaya caves since the early 90s and also received the Tenzing Norgay National Adventure Award in 2002. (Source: Indiatoday)

UIDAI dismisses report of data leak, says Aadhaar remains safe.

The UIDAI refutes the reports about a fresh data leak of Aadhaar holders, and asserted that there has been ‘absolutely no breach’ of its database.

The Unique Identification Authority of India (UIDAI) on Saturday refuted reports about a fresh data leak of Aadhaar holders, and asserted that there has been “absolutely no breach” of its database.
The statement comes after ZDNet, a technology news portal cited a security researcher’s claim to state that a system of state-owned utility firm was allegedly leaking information on Aadhaar holders.
In a statement issued here, UIDAI, the Aadhaar-issuing body, said: “there is no truth in this story as there has been absolutely no breach of UIDAIs Aadhaar database. Aadhaar remains safe and secure”. It termed the data breach claims as “totally baseless, false and irresponsible”.
“UIDAI today has refuted reports in a certain section of media sourced from the news website ZDNet which has quoted a person purportedly claiming to be a security researcher that a state-owned utility company has vulnerability which can be used to access a huge amount of Aadhaar data including banking details,” UIDAI said in its statement.
The UIDAI has argued that even if the report claims were taken to be true, the security related concerns should be around the database of utility company in question. It has “nothing to do with security of UIDAIs Aadhaar database”, it said.
Going by the logic of the report, since the utility company’s database also had bank account numbers of its customers, would bank databases also be considered to have been breached, UIDAI questioned. “The answer would obviously be in negative,” it added.
UIDAI argued that mere availability of Aadhaar number with a third person “will not be a security threat to the Aadhaar holder” nor will it lead to financial or other fraud. This is because a transaction is contingent upon a successful authentication through fingerprint, Iris or OTP of the Aadhaar holder, UIDAI said.
The ZDNet report had claimed that “a data leak on a system run by a state-owned utility company can allow anyone to download private information on all Aadhaar holders, exposing their names, their unique 12-digit identity numbers, and information about services they are connected to, such as their bank details and other private information.”
The report of the alleged security lapse comes at a time when a Constitutional bench of the Supreme Court is hearing a clutch of petitions challenging the Aadhaar Act and the use of biometric identifier in various government and non-government services.
Earlier this week, UIDAI CEO Ajay Bhushan Pandey had made a powerpoint presentation in the Supreme Court to defend the government’s ambitious Aadhaar scheme. He had said that breaking Aadhaar encryption may take “more than the age of the universe for the fastest computer on earth.” (Source: Livemint)

The Indian Space Research Organisation (Isro) has entered into a technology transfer agreement (TTA) with Bharat Heavy Electricals Limited (BHEL) under which it will pass on the technology for the manufacture of space grade Li-Ion cells.
The TTA was signed at Isro Headquarters in Bengaluru on March 22 in the presence of Isro Chairman K Sivan and BHEL Chairman & Managing Director Atul Sobti.Isro uses Li-Ion batteries as a power source for satellite to launch vehicle applications due to their high energy density, reliability and long cycle life.
Isro’s Vikram Sarabhai Space Centre (VSSC) in Thiruvananthapuram has successfully developed the technology to produce space grade Li-ion cell and demonstrated the performance of the cell under various testing conditions, establishing its cycle life characteristics in an accelerated mode. These cells are currently being used for various satellite and launch vehicle applications.This Li-ion cell technology transfer will enable BHEL to produce space grade Li-Ion cells to help meet the country’s space programme requirements.
This technology can also be adopted to cater to the Li-Ion cell requirement for other national needs.
GSAT-6A launch on March 29
Isro is gearing up to launch the GSAT-6A, a high-power S-band communication satellite on March 29.The satellite, with a life span of around 10 years, will be put into orbit by Indian rocket Geosynchronous Satellite Launch Vehicle (GSLV-F08), said Isro.
The rocket is expected to take off from the second launch pad at Sriharikota rocket port in Andhra Pradesh at 4.56 p.m on March 29.Isro said the GSAT-6A satellite was similar to GSAT-6.
The satellite would provide a platform for developing technologies like demonstration of 6m S-Band Unfurlable Antenna, handheld ground terminals and network management techniques. These are useful in satellite-based mobile communication applications.GSAT-6A would be followed by the launch of navigation satellite next financial year.In the Union Budget for 2018-19, the Department of Space has been tasked with preparing three earth observation spacecraft ready for launch; four Polar Satellite Launch Vehicle (PSLV) flights, besides one GSLV MkII and Mk III each. India is among 20 nations that have pledged a total of about $100 million to the UN relief agency charged with the well-being of Palestinian refugees across the Middle East.
UN Secretary-General Antonio Guterres voiced gratitude for the generous pledges of approximately $100 million made at the Extraordinary Ministerial Conference in Rome on March 15 titled 'Preserving Dignity and Sharing Responsibility Mobilizing Collective Action for UNRWA'.
Almost 20 donors pledged additional contributions, including Qatar, Norway, Turkey, Canada, India and Switzerland. Giving details of the pledges made by the nations, Guterres's spokesman Stephane Dujarric told reporters here yesterday that the Emir of Qatar pledged $50 million in new contributions, while Norway pledged $13.6 million, Turkey $10 million and a doubling of their food aid, Canada $7.7 million, India $5 million and Switzerland $4.2 million.
He said the ministerial conference was an "exceptional demonstration" of high-level support for UNRWA's mandate and a recognition for the continued necessity of its work in support of over five million Palestine refugees.
Dujarric added that the pledges made in Rome represent an important first step, yet a lot of work remains to fully close the critical shortfall.
"The Secretary-General encourages all Member States and the private sector to provide support to UNRWA in order to close the still critical funding shortfall. He reiterates that the services provided by UNRWA to Palestine refugees are essential and contribute to bring stability to the region," the spokesman said.(Source: The Business Standard)

‘First Indian Sign Language Dictionary of 3000 Words’ has been Launched by the Union Government.

“First Indian Sign Language Dictionary of 3000 words” was launched by Shri Thaawarchand Gehlot, Union Minister for Social Justice and Empowerment at a function here today.

The dictionary has been developed by Indian Sign Language Research & Training Centre(ISLR&TC) under Department of Empowerment of Persons with Disabilities (DEPwD), M/o Social Justice & Empowerment. Ministers of State for Social Justice and Empowerment Shri Krishan Pal Gujar and Shri Ramdas Athwale and Shri Krishan Pal Gurjar were also present on the occasion.
Addressing on the occasion, Shri Thaawarchand Gehlot said that the basic aim of developing the ISL Dictionary is to remove communications barriers between the deaf and hearing communities as it is focused on providing more information in Indian sign language. Its aim is to give Deaf people the constitutional right to speech and opportunity of freedom of expression and also bringing them into the main stream of the society. He said that soon many new words will be added in this dictionary. The ISL dictionary has focused on providing more information in Indian Sign Language. He hoped that more and more people use this dictionary and get the benefit of learning Indian Sign Language.
ISLR&TC has been working on its dream project of developing the Indian Sign Language Dictionary for last one and a half years. As per the census 2011, there are 50, 71,007 Deaf people and 19, 98,535 with speech disability in India. ISLRTC, New Delhi realized the gravity of the situation and issues being faced by the large number of Deaf people in common communication.
Therefore, ISLRTC has developed an ISL Dictionary for Deaf people and Hearing people, offering them the maximum words to learn and expressing their feelings, ideas etc. ISL dictionary consists of various categories of words for example legal terms, medical terms, academic terms, technical terms and daily use words. The videos are subtitled.
The English and Hindi terms for the dictionary will also help deaf children to learn English. The ISL dictionary consists of words of five categories:
1. Everyday Terms - This category includes terms that are used in everyday communication. The videos contain the sign and the corresponding English term.
2. Legal Terms – This category includes videos for 237 legal terms help explain complicated legal terminology like “Affidavit”, “Acquittal”, etc. That are used in various legal situations.
3. Academic Terms - To help deaf children understand complex academic concepts, the academic dictionary contains explanations for terms like “Nervous System”, “Rotation” and “Revolution”, etc. The words are from various subjects like Physics, Geography, Biology, Maths, etc. This category contains 229 videos for 212 terms.
4. Medical Terms – This category includes 200 sign videos for 200 medical terms will help the deaf community to better understand medical terminology used in hospitals and in medical situations.
5. Technical Terms - This category has 206 videos of sign and explanations in ISL for 204 technical terms that are used in vocational training or in computer courses. (Source:pib)

Cabinet approves Agreement for the Avoidance of Double Taxation and Prevention of Fiscal Evasion between India and Iran

The Union Cabinet, chaired by Prime Minister Shri Narendra Modi has approved an Agreement for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with respect to taxes on income between India and Iran.

The Agreement will stimulate flow of investment, technology and personnel from India to Iran & vice versa, and will prevent double taxation. The Agreement will provide for exchange of information between the two Contracting Parties as per latest international standards. It will thus improve transparency in tax matters and will help curb tax evasion and tax avoidance.
The Agreement is on similar lines as entered into by India with other countries. The proposed Agreement also meets treaty related minimum standards under G-20 OECD Base Erosion & Profit Shifting (BEPS) Project, in which India participated on an equal footing.
In so far as India is concerned, the Central Government is authorized under Section 90 of the Income Tax Act, 1961 to enter into an Agreement with a foreign country or specified territory for avoidance of double taxation of income for exchange of information for the prevention of evasion or avoidance of income-tax chargeable under the Income-tax Act, 1961.(Source:PIB)

India ranks 78th on WEF Energy Transition Index; Sweden tops the list

India has been ranked at 78th, lower than its emerging market peers like Brazil and China, among 114 countries on the World Economic Forum's Energy Transition Index that was topped by Sweden.
The report titled "Fostering Effective Energy Transition", ranks countries on how well they are able to balance energy security and access with environmental sustainability and affordability.
According to the report India has taken "bold measures" to improve energy access, energy efficiency, and to improve the deployment of renewable sources of energy.
However, energy transition in the country will require "large investments, and an enabling environment and robust regulatory frameworks to support the transition".
"India is at the crossroads in its energy transition journey. Ranking 78th on the Energy Transition Index," the report said. Among its emerging market peers Brazil stood at the 38th place, Russia at 70th and China at 76th place.
The overall list was topped by Sweden, followed by Norway at the 2nd position and Switzerland at the 3rd rank.
Other countries on the top 10 include Finland (4th), Denmark (5th), the Netherlands (6th), the UK (7th), Austria (8th), France (9th) and Iceland (10th).
On India, the report said, energy needs in the country are primarily met by fossil fuels with implications for environmental sustainability and increasing energy import costs.
Furthermore, a considerable share of India's population still lacks access to electricity and clean cooking fuel, it noted.
"In the Energy Transition Index (ETI), India ranks in the third performance quartile and third readiness quartile, making it an emerging country that is approaching the leapfrog category," the WEF report said.
Interestingly, between 2013 and 2018, India improved its performance score by 5.6 percentage points, mainly with improved energy access, reduced subsidies and reduced import costs, the report noted.
"Recent initiatives to improve electricity access have experienced some success and the outlook is positive; however, the road to continuous access to power and clean cooking fuel for all is long," it added.
India has the largest government-mandated renewable energy programme, with a target of 175 GW renewable energy capacity by 2022, and it announced plans to shift completely to electric vehicles by 2030.(Source: The Business Standard)

As per a survey conducted by network security firm Sophos, around 67 per cent of Indian organisations were hit by ransomware and 38 per cent twice.
Amid the increasing number of ransonware attacks, organisations in the country are finding themselves more vulnerable as India was the most targeted country.
As per a survey conducted by network security firm Sophos, around 67 per cent of Indian organisations were hit by ransomware and 38 per cent twice. Infact, Indian organisations median cost stood at USD 1.17 million to rectify the impact of ransomware.
The survey, conducted in October and November 2017, covered 300 businesses in India across Delhi, Mumbai, Bangalore, Hyderabad, Kolkata and Chennai. Overall, the survey polled more than 2,700 IT decision makers across mid-sized businesses in 10 countries, including the US, Canada, Mexico, France, Germany, UK, Australia, Japan, South Africa and India.
The survey concludes that despite the intensity and magnitude of attacks, Indian businesses are still not prepared to defend itself against determined attackers. "Unlike lightening, ransomware can strike again and again to the same organisation. We're aware of cybercriminals unleashing four different ransomware families in half-hour increments to ensure at least one evades security and completes the attack," Sunil Sharma, Managing Director Sales at Sophos India and SAARC said.
According to those impacted by ransomware last year, the median total cost of a ransomware attack was USD 133,000. Indian organisations median total cost stood at USD 1.17 million, the highest, in rectifying the impacts of ransomware. This extends beyond any ransom demanded and includes downtime, manpower, device cost, network cost, and lost opportunities.
The attack methodology combined with the growth in ransomware-as-a-service and anticipation of more complex threats along with the resurgence of worms like WannaCry and NotPetya puts businesses in serious need of a security makeover, the survey said.
"In fact, more than 90 per cent of Indian IT decision makers surveyed impacted by ransomware were running up to date endpoint protection, confirming that traditional endpoint security is no longer enough to protect against today's ransomware attacks," it added.(Source: The Business Standard)

The first-ever multi-nation naval exercise at sea, MILES-18, began at the Andaman sea. 11 naval ships of 8 countries and nine Indian ships are participating in the three-day exercise.
Apart from enhancing inter-operability, the exercise aims to hone search and rescue procedures, maritime interdiction operations, core operational skills and exercise a variety of maritime security scenarios.
The MILES-18, first-ever multi-nation naval exercise at sea was held at the Andaman sea. The three days exercise was conducted as part of 10th edition of MILAN 2018. Russia said today it successfully launched a hypersonic missile which President Vladimir Putin called "an ideal weapon" as he unveiled a new array of next-generation arms earlier this month.

The high-precision Kinzhal (Dagger) missile was launched from a MiG-31 supersonic interceptor jet that took off from an airfield in the South Military District in Russia's southwest, the defence ministry said.
"The launch went according to plan, the hypersonic missile hit its target," the ministry added.
The ministry released video footage showing two pilots gearing up for a flight and then running towards a jet with a large missile slung beneath its underbelly.
Set to rousing, patriotic music, the video then shows a missile detaching from the airborne plane and gliding across the dark sky, leaving a fiery trail behind.
The Kinzhal missile was one of an array of new weapons Putin unveiled in his state-of-the-nation address earlier this month, ahead of a presidential election on March 18 that he is all but guaranteed to win.
Putin said the missile flies at 10 times the speed of sound and can overcome air-defence systems.
The missile has been deployed in the Southern Military District since December 1, he added.
Deputy Prime Minister Dmitry Rogozin said on Facebook that work had also been done to modernise the "unique" MiG-31 supersonic jet that will carry the missile.
Since the start of the year, more than 250 sorties have been carried out by the aircraft to perfect the work of the missilesystems, the defence ministry said. (Source: The Economic Times).

International Solar Alliance: ISA-ADB, NDB, GCF, AFDB and AIIB joint declarations of Financial partnership

The International Solar Alliance (ISA) has signed a joint partnership agreement with the International Energy Agency (IEA) to deepen cooperation in the field of renewable energy.

The ISA has also inked joint financial partnership declarations with the African Development Bank (AfDb), the Asian Development Bank (ADB), the Asian Infrastructure Investment Bank (AIIB), the Green climate fund (GCF), and the New Development Bank (NDB).
"The objective of the agreements is to deepen their cooperation in support of renewable energy. The previous three partnerships were signed by ISA with the World Bank, the European Investment Bank and the European Bank for Reconstruction and Development," an official statement said.
The agreements were signed in the presence of Finance Minister Arun Jaitley and Power and New and Renewable Energy Minister R K Singh.The statement said the International Renewable Energy Agency (IRENA) will sign a joint partnership declaration tomorrow.
The ISA is working for deployment of over 1,000 GW of solar energy and mobilising more than USD 1 trillion into solar energy by the year 2030.Singh said the ISA today had 60 signatories and 30 parties already had ratified solar alliance.
Together with the ISA, AfDb would work on mobilisation of concessional financing through existing, notably the Bank's Sustainable Energy Fund for Africa and the Facility for Energy Inclusion.ISA and ADB have joined hands for promotion of Solar Energy in Asia and the Pacific, including solar power generation, solar based mini-grids, and transmission systems dedicated for integrating solar energy into the grids and any other future programs launched by ISA, the statement said.
AIIB and ISA have collaborated for promotion of solar energy in prospective ISA member countries where AIIB operates.
Besides, ISA and GCF will promote development of affordable, reliable and sustainable solar energy as an important way towards a sustainable and inclusive economic growth.

India has won the "Best Exhibitor Award " at ITB – Berlin on its last day. ‘ITB- Berlin World Tourist Meet’ was convened at Berlin, Germany from 7th March to 10th March, 2018.

For 17 years now, the Best Exhibitor Award (BEA) is considered as a quality indicator for an attractive performance at ITB. This year, the BEA was awarded to India at the Palais am Funkturm.
India was represented by the Minister of State (Independent charge) for Tourism Mr K. J. Alphons along with couple of Tourism Ministry officials.
“India has truly arrived on the international stage. Congrats to the entire team that’s been working their hearts out to showcase India as the best destination in the world,” said Alphons KJ, Minister for Tourism after receiving the award.
More than 10,000 exhibitors are divided into a total of 11 categories, each of which is evaluated on the basis of a detailed catalog of criteria. As part of the ITB 2018, a team of Cologne Business School tourism students evaluate all 11,000 trade fair stands during the trade visitor days on the basis of a sophisticated list of criteria and reward the best exhibitors at the major award show in the Palais am Funkturm.
More than 100 countries participated in the ITB- Berlin meet with their respective Tourism Ministers.
India's Incredible India (Ministry of Tourism) presented a short film named "Yogi of the Racetrack " in the meet. The said short film has got 3.2 million hits in 60 hours. (Source: PIB)

India, France ink 14 agreements

India and France sign 14 pacts in areas ranging from defence to nuclear energy after extensive talks between PM Narendra Modi and French President Emmanuel Macron.

India and France on Saturday outlined concrete steps to broaden the scope of their 20 year-old strategic partnership, signing 14 pacts in areas ranging from defence, security, nuclear energy to the protection of classified information besides agreeing to hold biennial summits between top level leaders of the two countries and an annual bilateral defence dialogue.
The two sides also resolved to deepen cooperation in the Indo-Pacific region, signing a pact on the provision of reciprocal logistics support between their armed forces.
To boost economic ties, India and France were looking at holding an annual ministerial dialogue to deepen cooperation in the economic and financial sectors, a joint statement said.
These followed talks between Indian Prime Minister Narendra Modi and French President Emmanuel Macron in New Delhi on Saturday. Macron, who arrived in India late Friday, is on his first visit to Asia’s third largest economy since his election as president of France last year.
Describing France as one of India’s most trusted defence partners, Modi said that the pact on reciprocal logistics support between the armed forces of the two countries was a “golden step” in bilateral defence cooperation.
In his remarks, Macron said that the interests of India and France were “aligned.” “We want India as our first strategic partner here, and we want to be India’s first strategic partner in Europe, and even in the western world,” he further added.
On defence ties, Macron noted that “India had made a sovereign decision in this respect (buying Rafale fighter jets from France) and we are monitoring the progress in the field. We very much want to continue the programme. It is a long-term contract which is mutually beneficial. I personally consider it as the heart of the strategic partnership.”
India had signed a government-to-government deal with France in 2016 to buy 36 Rafale fighter jets at a cost of about the Rs58,000-crore. The main opposition Congress party has been demanding details of the deal, alleging that the deal negotiated when it was in government between 2004-2014 was much cheaper than the contract signed by the Modi government.
On maritime security, Macron said noted that the two countries would have “unprecedented” level of cooperation to ensure peace and stability in the Indian Ocean and the Pacific. The space agencies of both countries will have a joint monitoring mechanism for developments in the maritime sphere, while navies of India and France will share intelligence and contact their respective military bases for any requirement.
Macron also said effectively containing threats of terrorism and radicalisation are going to be key elements in the strategic cooperation between the two countries. He particularly talked about the threat of Islamist terrorism.
Among the agreements signed was one that provides for a way forward in implementing the Jaitapur nuclear power project. The two countries also inked pacts for cooperation in other areas, including railways, environment, solar energy, maritime awareness and checking trafficking of narcotic drugs and psychotropic substances.
A joint statement released after the Modi-Macron talks said the two leaders had agreed to deepen the strategic partnership and take it to a new level by “agreeing to hold biennial summits between the Prime Minister of India and the President of the French Republic.” “Both sides also agreed to create an annual defence dialogue at the ministerial level,” the statement said adding the pact on “the Exchange and Reciprocal Protection of Classified or Protected Information” reflected the high level of strategic trust between the two countries.
On cooperation in the Indian Ocean region, the statement said, “this cooperation will be crucial in order to maintain the safety of international sea lanes for unimpeded commerce and communications in accordance with the international law for countering maritime terrorism and piracy, for building maritime domain awareness, for capacity building and for greater coordination in regional/international fora in the region.”
Modi and Macron welcomed the signing of the agreement for the “provision of reciprocal logistics support between their Armed Forces,” which seeks to extend logistical support on reciprocal access to respective facilities for Indian and French armed forces, the statement said. “The agreement is symbolic of the strategic depth and maturity reached in India-France defence ties,” it added.
Modi and Macron looked “forward to continue their discussions to expand and deepen the ongoing defence manufacturing partnerships,” the statement said. “They acknowledged that the Make-in-India initiative offers a valuable opportunity for Indian and French defence enterprises to enter into arrangements for co-development and co-production of defence equipment in India, including through transfer of know-how and technologies to the mutual benefit of all parties,” it said.
On civil nuclear cooperation, the statement said “the two leaders reiterated the goal of commencing works at the Jaitapur site around the end of 2018” and encouraged their respective companies “to accelerate the contractual discussions in that respect.”
“Once installed, the Jaitapur project will be the largest nuclear power plant in the world, with a total capacity of 9.6 GW (gigawatt),” the statement said.
Modi and Macron also emphasized the need for the “project to generate cost-effective electricity; economical and competitive financing package from the French side; reliable, uninterrupted and continued access to guaranteed fuel supply for the lifetime of the Jaitapur Nuclear Power Plants; and collaboration on transfer of technology and cost-effective localization efforts of manufacturing in India. The latter includes transfer of rights on technology to be mutually agreed,” it added.
The statement also welcomed the signing of a bilateral partnership agreement on migration and mobility, “which will facilitate student and professional mobility between France and India by simplifying the conditions for entry and long term stay in the two countries.”
On economic exchanges, the statement said that both sides had set a target of €15 billion for trade in goods by 2022. “They encouraged SMEs and mid-cap companies to play a growing role in the economic and commercial exchanges between the two countries,” the statement said. (Source: Livemint)

The World Health Organization (WHO) has launched new guidelines on the role that tobacco product regulations can play in reducing tobacco demand, saving lives and raising revenues for health services to treat tobacco-related diseases, in the context of a comprehensive tobacco control.
The new guide, titled ‘Tobacco product regulation: Building laboratory testing capacity’, and a collection of country approaches to regulation of menthol in tobacco products, presented in the publication, titled ‘Case studies for regulatory approaches to tobacco products– Menthol in tobacco products’, were launched at the 2018 World Conference on Tobacco or Health recently.
Many countries have developed advanced policies to reduce the demand for tobacco, which kills over 7 million people annually, but governments can do much more to implement regulations to control tobacco use, especially by exploiting tobacco product regulation.
Dr. Douglas Bettcher, WHO’s Director of the Department for the Prevention and Control of Noncommunicable diseases (NCDs), said: “The WHO Framework Convention on Tobacco Control (WHO FCTC), a global treaty established under the auspices of the WHO to combat the tobacco epidemic, has played a critical role in tobacco control. The launch of these important publications will further aid the implementation of Articles 9 and 10 of the WHO FCTC, contributing to building tobacco product regulation capacity in WHO member states”.
He further said: “Tobacco product regulation is an under-utilised tool which has a critical role to play in reducing tobacco use. The tobacco industry has enjoyed years of little or no regulation, mainly due to the complexity of tobacco product regulation and lack of appropriate guidance in this area. These new tools provide useful resource to countries to either introduce or improve existing tobacco product regulation provisions and end the tobacco industry’s ‘reign’.”
“Only a handful of countries currently regulate the contents, design features and emissions of tobacco products,” said Dr. Bettcher. “This means that tobacco products are one of the few openly available consumer products that are virtually unregulated in terms of contents, design features and emissions.”
Most countries hesitate to implement policies, due in part to the highly technical nature of such policy interventions and the difficulties in translating science into regulation, explained Dr. Vinayak Prasad, who leads WHO’s Tobacco Free Initiative.
“Failure to regulate represents a missed opportunity as tobacco product regulation, in the context of comprehensive control, is a valuable tool that complements other tried and tested tobacco control interventions, such as raising taxes, and ensuring smoke-free environments,” he added.
The new guidelines provide practical, stepwise approaches to implementing tobacco testing. Such guidance is relevant to a wide range of countries in various settings, including those with inadequate resources to establish a testing facility.
This laboratory guide is a useful resource for countries, and provides regulators and policymakers with comprehensible information on how to test tobacco products, what products to test, and how to use testing data in a meaningful way to support regulation. (Source: The Hindu)
