State of India’s environment: Quality of air, water, land worsened in India’s industrial clusters.

A new monitoring mechanism is indicating that industrial pollution levels continue to worsen in India. An evaluation of 88 industrial clusters identified by central and state pollution control boards (CPCB and SPCBs) as polluted industrial areas has thrown up a bleak picture of air, water and land contamination in the country, said the 2021 State of India’s Environment (SoE) report.

SoE is an annual publication brought out by Down To Earth in association with Centre for Science and Environment (CSE), a Delhi-based non-profit. The report will be released February 25, 2021 at an online event by over 60 environmental thinkers and activists, journalists and academics from across India.

In 2009, the Central Pollution Control Board had developed the Comprehensive Environmental Pollution Index (CEPI), which characterises the environmental quality of a location and identifies severely polluted industrial areas. According to CEPI data, air pollution worsened in 33 of the 88 industrial clusters between 2009 and 2018.

In Delhi’s Najafgarh drain basin, the CEPI air quality score went up from 52 in 2009 to over 85 in 2018. Mathura (Uttar Pradesh) had a score of 48 in 2009, which shot up to 86 in 2018.

The Bulandshahr-Khurja area in Uttar Pradesh nearly doubled its score, from 42 in 2008 to over 79 in 2018. Gajraula (Uttar Pradesh) and Siltara (Chhattisgarh) scored over 70 in 2018.

The quality of water deteriorated in 45 of the 88 clusters in this same period. Sanganer (in Rajasthan) and Gurugram (in Haryana) had a CEPI water quality score of more than 70 in 2018. Tarapur (Maharashtra), Kanpur (Uttar Pradesh) and Varanasi-Mirzapur (Uttar Pradesh) — all indicated scores that were 80 or above.

The comparison of CEPI 2009 and 2018 data shows that land pollution has increased in 17 of the 88 clusters. The worst performer here has been Manali, whose CEPI score went to over 71 in 2018 from 58 in 2009.

In terms of overall CEPI scores, 35 of the clusters have indicated a rise in environmental degradation. Tarapur (in Maharashtra) has had the ignominy — says the SoE — of the highest overall CEPI score of over 96 in 2018. (Source: downtoearth)

Environment damage behind a quarter of premature deaths, diseases: UN report.

It calls for immediate changes in the way the world eats, gets its energy and handles its waste.

A quarter of all premature deaths and diseases worldwide are due to manmade pollution and environmental damage, the United Nations said on Wednesday in a landmark report on the planet’s parlous state.
Deadly emissions, chemicals polluting drinking water, and the accelerating destruction of ecosystems crucial to the livelihoods of billions of people are driving a worldwide epidemic that hampers the global economy, it warned.
The Global Environment Outlook (GEO) — a report six years in the making compiled by 250 scientists from 70 nations — depicts a growing chasm between rich and poor countries as rampant overconsumption, pollution and food waste in the developed world leads to hunger, poverty and disease elsewhere.
As greenhouse gas emissions continue to rise amid a preponderance of droughts, floods and superstorms made worse by climbing sea levels, there is a growing political consensus that climate change poses a future risk to billions.
But the health impacts of pollution, deforestation and the mechanised food-chain are less well understood.
Nor is there any international agreement for the environment close to covering what the 2015 Paris accord does for climate.
Health emergencies
The GEO compiles a litany of pollution-related health emergencies.
It said that poor environmental conditions “cause approximately 25% of global disease and mortality” -- around 9 million deaths in 2015 alone.
Lacking access to clean drinking supplies, 1.4 million people die each year from preventable diseases such as diarrhoea and parasites linked to pathogen-riddled water and poor sanitation.

Chemicals pumped into the seas cause “potentially multi-generational” adverse health effects, and land degradation through mega-farming and deforestation occurs in areas of Earth home to 3.2 billion people.
The report says air pollution causes 6-7 million early deaths annually.
The report called for a root-and-branch detoxifying of human behaviour while insisting that the situation is not unassailable.
Food waste for instance, which accounts for 9% of global greenhouse gas emissions, could be slashed. The world currently throws away a third of all food produced. In richer nations, 56% goes to waste.
It also called for a rapid drawdown in greenhouse gas emissions and pesticide use to improve air and water quality. (Source: The Hindu)

Environment Ministry notifies CRZ Regulations 2019; replaces CRZ norms of 2011.

The Central Ministry of Environment Forests and Climate Change notified new Coastal Regulation Zone (CRZ) norms to replace the existing CRZ Notification of 2011 on January 18.

The MoFCC said that the new CRZ notification, issued under Section 3 of the Environment Protection Act, 1986 seeks to "to promote sustainable development based on scientific principles taking into account the dangers of natural hazards, sea level rise due to global warming" and "to conserve and protect the unique environment of coastal stretches and marine areas, besides livelihood security to the fisher communities and other local communities in the coastal area".

Salient Features:

No Development Zone Reduced For CRZ-III (Rural) areas, two separate categories have now been stipulated as below:

(a) CRZ-III A - These are densely populated rural areas with a population density of 2161 per square kilometre as per 2011 Census. Such areas shall have a No Development Zone (NDZ) of 50 meters from the HTL as against 200 meters from the High Tide Line stipulated in the CRZ Notification, 2011. The reduction is made on the ground that densely populated areas have similar characteristics as urban areas.

(b) CRZ-III B - Rural areas with population density of below 2161 per square kilometre as per 2011 Census. Such areas shall continue to have an NDZ of 200 meters from the HTL.

FSI Norms Eased

As per CRZ, 2011 Notification, for CRZ-II (Urban) areas, Floor Space Index (FSI) or the Floor Area Ratio (FAR) had been frozen as per 1991 Development Control Regulation (DCR) levels. In the CRZ, 2019 Notification, it has been decided to de-freeze the same and permit FSI for construction projects, as prevailing on the date of the new Notification.

Tourism infrastructure permitted in coastal areas

Temporary tourism facilities such as shacks, toilet blocks, change rooms, drinking water facilities etc. have now been permitted in Beaches. Such temporary tourism facilities are also now permissible in the "No Development Zone" (NDZ) of the CRZ-III areas as per the Notification. However, a minimum distance of 10 m from HTL should be maintained for setting up of such facilities.

CRZ Clearances streamlined:

The procedure for CRZ clearances has been streamlined. Only such projects/activities, which are located in the CRZ-I (Ecologically Sensitive Areas) and CRZ IV (area covered between Low Tide Line and 12 Nautical Miles seaward) shall be dealt with for CRZ clearance by the Ministry of Environment, Forest and Climate Change. The powers for clearances with respect to CRZ-II and III have been delegated at the State level with necessary guidance.

No Development Zone (NDZ) of 20 meters for all Islands:

For islands close to the main land coast and for all Backwater Islands in the main land, in wake of space limitations and unique geography of such regions, bringing uniformity in treatment of such regions, NDZ of 20 m has been stipulated.

Pollution abatement :

In order to address pollution in Coastal areas treatment facilities have been made permissible activities in CRZ-I B area subject to necessary safeguards. The Notification contains provisions for defence and strategic projects.

Critically Vulnerable Coastal Areas (CVCA)

Sundarban region of West Bengal and other ecologically sensitive areas identified as under Environment (Protection) Act, 1986 such as Gulf of Khambat and Gulf of Kutchh in Gujarat,Malvan, Achra-Ratnagiri in Maharashtra, Karwar and Coondapur in Karnataka, Vembanad in Kerala, Gulf of Mannar in Tamil Nadu, Bhaitarkanika in Odisha, Coringa, East Godavari and Krishna in Andhra Pradesh are treated as Critical Vulnerable Coastal Areas (CVCA) and managed with the involvement of coastal communities including fisher folk who depend on coastal resources for their sustainable livelihood.

Background:

In June 2014, the Ministry of Environment, Forest & Climate Change constituted a Committee under the Chairmanship of Dr. Shailesh Nayak (Secretary, Ministry of Earth Sciences) to examine the various issues and concerns of Coastal States/UTs and other stakeholders for recommending appropriate changes in the CRZ Notification, 2011. The Shailesh Nayank Committee held wide ranging consultations with State Governments and other stakeholders and submitted its recommendations in 2015. The recommendations were further examined in consultation with Members of Parliament of Coastal States and Union Territories besides other concerned Ministries of Government of India. A draft notification was issued in April, 2018 for inviting comments from public at large. In December 2018, the Union Cabinet accorded approval to that draft notification.

As stated by the Government in a PIB press release, the changes brought about in the CRZ Notification will help creating additional opportunities for affordable housing and sustainable development activities. Science& Technology, Earth Sciences; Environment, Forest & Climate Change Minister Dr Harsh Vardhan unveiled a state-of-the-art Air Quality and Weather Forecast System– SAFAR (System of Air Quality and Weather Forecasting)at ChandniChowkin Delhi today. The giant true colour LED display gives out real-time air quality index on 24x7 basis with colour coding alongwith 72-hour advance forecast.

The system, first of its kind in the country, was developed indigenously in record time by Indian Institute of Tropical Meteorology, Pune and operationalized by India Meteorological Department (IMD).
The minister said based on the Air Quality Index on a particular day, Health advisory and related precaution will be notified to prepare citizens well in advance. Dr. Harsh Vardhan, further added that in addition to monitoring and forecasting of regular air quality and weather parameters, the ChandniChowk air quality station will also measure sun’s UV-Index and will provide measurement of online automatic ultrafine particles PM1 and Mercury, both of which have direct relevance to human health. Based on UVI, skin advisories will be issued on display.
“Our mission model project SAFAR is implemented in four cities of India – Delhi, Pune, Mumbai and Ahmedabad as an operational service. Accordingto a preliminary economic assessment of the benefits of the system, if 5% of people suffering from air-pollution related diseases take advantage of the advisories and precautionsin Delhi alone, it would result in a saving of nearly Rs. 2,500 crores in terms of health-related cost benefit,” said Dr Harsh Vardhan, addressing a large gathering at Town Hall in ChandniChowk.
The system will be an integral part of India’s first Air Quality Early Warning System operational in Delhi and will strengthen the existing air quality network of SAFAR, Central Pollution Control Board and Delhi Pollution Control Committee.
SAFAR will accelerate public awareness and preparedness of air pollution and weather extremes. It will also lead to better understanding of linkages among emissions, weather, pollution and climate. It will monitor all weather parameters like temperature, rainfall, humidity, wind speed and wind direction.
In addition to regular air quality parameters like PM2.5, PM10, Sulfur Dioxide, Ozone, Nitrogen Oxides, Carbon Monoxide, the system will also monitor the existence of Benzene, Toluene and Xylene.
Besides health, SAFAR system would benefit cost savings to several other sectors like agriculture, aviation, infrastructure, disaster management skill, tourism and many others, which directly or indirectly get affected by air quality and weather. (Source: PIB)
