Nature is declining globally at rates unprecedented in human history and its impact will see extinction of one million of the eight million estimated number of animal and plant species, many of them within decades, unless their habitats are restored, said the UN-backed inter-governmental body in a report released in Paris on Monday.Blaming "human activities' for such threat, the body comprising 130 member countries including India, noted how humans have already severely altered 75% of land surface, 40% of marine environment and 50% of inland waterways, causing damage to the natural world through massive urbanisation, deforestation and agricultural intensification.
The report identified changes in land and sea use as the biggest culprit, followed by direct exploitation of organisms; climate change; pollution and invasive alien species (from one habitat to another habitat). More than 2,500 conflicts over fossil fuels, water, food and land, currently occurring worldwide, are attributed to pressure on natural resources.
Though the report has not pin-pointed any country-specific damage, it assessed various findings which spoke in details about such damage in biodiversity hotspots even in India such as its Himalayan region, Indus Basin, Ganges-Brahmaputra Delta and Western Ghats among others. Its details are expected to be published later this year.
Often described as the "IPCC for biodiversity", the body - Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) - however expressed hope to save the nature through sustainable practices.
"The report also tells us that it is not too late to make a difference, but only if we start now at every level from local to global," said IPBES chair Robert Watson.
Based on the systematic review of about 15,000 scientific and government sources, the report also draws (for the first time ever at this scale) on indigenous and local knowledge and even flags roles of indigenous people and local communities in protecting biodiversity.
Ringing alarm bells on how human activities are degrading resources fast, it noted that the plastic pollution alone has increased tenfold since 1980; 300 to 400 million tons of heavy metals, solvents, toxic sludge and other wastes from industrial facilities are dumped annually into the world's waters while fertilisers entering coastal ecosystems have produced more than 400 ocean "dead zones", totalling more than 2,45,000 sq km - a combined area greater than that of the UK.
Compiled by 145 expert authors from 50 countries over the past three years, the report assesses changes over the past five decades, providing a comprehensive picture of the relationship between economic development pathways and their impact on nature. (Source: The Economic Times)
It noted that availability of native species in most of the land-based habitats has declined by 20%, mostly since 1900. Similarly, more than 40% of amphibian species, almost 33% of reef-forming corals and more than a third of all marine mammals are threatened.
"At least 680 vertebrate species had been driven to extinction since the 16th century and more than 9% of all domesticated breeds of mammals used for food and agriculture had become extinct by 2016, with at least 1,000 more breeds still threatened," said the report.

IMPRESS scheme has been launched to promote Social Science Research in the country.
The Government has approved “Revitalising Infrastructure and Systems in Education by 2022”, as per which the scope of institutions to be funded through Higher Education Financing Agency (HEFA) has been enlarged to encompass School Education and Medical Education institutions, apart from Higher Education. The total authorized equity capital of HEFA has been raised to Rs.10,000 crore, with the facility to leverage additional resources from the market, based on requirement.
A total Government equity of Rs. 6,000 Crore, has been approved. All funds for educational infrastructure in centrally funded educational institutions will henceforth be in the form of ten year loans through HEFA to the institution, the interest liability of which would be borne by the Government.The principal repayment would be undertaken by the institutions in part or full depending on their age profile and financial capability. For new institutions and those which have limited internal fund generating capacity, the entire principal and interest repayment would be undertaken by the Government. There is an additional window of financing for school and medical education institutions where the sponsoring Department would undertake to repay the principal and interest to HEFA. So far, HEFA has approved projects of Rs. 24430 Crore with total loan amount of Rs. 12307 Crore.
The Government of India, in August 2018, had sanctioned the scheme “Impactful Policy Research in Social Sciences (IMPRESS)” at a total cost of Rs. 414 Cr for implementation up to 31.03.2021. Under the Scheme, 1500 research projects will be awarded for 2 years to support the social science research in the higher educational institutions and to enable research to guide policy making.
• The Indian Council of Social Science and Research (ICSSR) will be the project implementing agency.
• The broad objectives of the scheme are:
i. To identify and fund research proposals in social sciences with maximum impact on the governance and society.
ii. To focus research on (11) broad thematic areas such as : State and Democracy, Urban transformation, Media, Culture and Society, Employment, Skills and Rural transformation , Governance, Innovation and Public Policy, Growth, Macro-trade and Economic Policy, Agriculture and Rural Development, Health and Environment, Science and Education, Social Media and Technology, Politics, Law and Economics. The sub- theme areas will be decided on the basis of Expert Groups’ advice before notifying the scheme and calling for applications.
iii. To ensure selection of projects through a transparent, competitive process on online mode.
iv. To provide opportunity for social science researchers in any institution in the country, including all Universities (Central and State), private institutions with 12(B) status conferred by UGC.
v. ICSSR funded/ recognized research institutes will also be eligible to submit research proposals on the given themes and sub-themes.
• The following will be the modalities for implementation:-
a. There will be (4) calls for proposals- October, 2018, February 2019, September 2019 and February 2020. The process of evaluation of the proposals and selection will be completed within 90 days from the date of call for proposals.
b. The experts for evaluation of proposals will be persons of eminence and selected using objective criteria.
c. There will be a regular monitoring of the progress of projects using the online portal, in which the progress can be directly updated by the Project Coordinator.
d. There will be a third party evaluation of the projects in March 2021.

The Unit 1 of the plant, run by the Nuclear Power Corporation of India Limited, has the best record of continuous operation among Pressurised Heavy Water Reactors (PHWR) and second among all nuclear power stations across the globe. The announcement was made by state-owned Bharat Heavy Electricals LImited which provided the hardware of steam turbine generator for the utility unit.
BHEL, in a statement on Tuesday, said that the unit had been functional since May 13, 2016, and crossed the record of 894 days held by Pickering Nuclear Generating Station (PNGS) in Canada. The unit 1 is an indigenous PHWR and is also fuelled by domestic fuel. Earlier in June, the same unit had set a new record of operating for 766 days continuously, beating Unit 5 of Rajasthan Atomic Power Station (2014). Another 28 units have surpassed the mark of running continuously for one year.
The Kaiga plant had started commercial operations in November 2000, after being commissioned in 1989 and currently supplies power not only to the state but also to neighbouring states of Telangana, Andhra Pradesh, Tamil Nadu, Kerala, and the Union Territory of Puducherry. In all, the plant set up 56 km away from Karwar, currently has four functional units generating 220 MW of power. 33% of the power generated is reserved for Karnataka.
However, the expansion of the plant adding two more units has been opposed by a section of locals and environmentalists owing to environmental and immediate health concerns.
In a study, the Tata Memorial Centre found that in the years 2010 to 2013, the number of cancer patients shot up by 300% in the vicinity of the plant. A compilation of data of 30 plants showed that while there were only 70-80 cancer patients in Karwar prior to 2010, the numbers increased to 316 during 2010-2013. The study was commissioned after the Nuclear Power Corporation of India and the state government gave in to the demands of a public pressure group to conduct population-based cancer registries.(Source:defencenews.in)

Indians are the most positive about their children taking up a career in teachingIndians are the most positive about their children taking up a career in teaching, a new global study has revealed.
The UK-based Varkey Foundation's Global Teacher Status Index (GTSI) 2018' was released on Thursday and is described as the most comprehensive study of how society views teachers across 35 countries around the world.
It revealed that over half (54 per cent) of Indian people polled said they encourage their children to become teachers more than in any other country surveyed, including China (50 per cent).
By comparison, under a quarter of British people (23 per cent) would encourage their child to become a teacher, while only 6 per cent would encourage their child to become a teacher in Russia, the lowest of any country surveyed.
Overall, India ranks eighth among the 35 countries surveyed in the 'Global Teacher Status Index 2018', in which China is the highest-ranked country and Brazil the lowest.
The index reveals, for the very first time, that there is a direct link between teacher status and pupil performance as measured by the Organisation for Economic Cooperation and Development's Programme for International Student Assessment (PISA) scores.
"When we conducted the 'Global Teacher Status Index' five years ago we were alarmed by the weight of evidence pointing to the low status of teachers around the world. It was this that inspired us to create the Global Teacher Prize, which shines a light on the extraordinary work that teachers do around the world," said Indian-origin entrepreneur and philanthropist Sunny Varkey, Founder of the Varkey Foundation.
The survey is based on in-depth opinion polling and analysis by Professor Peter Dolton and the National Institute of Economic and Social Research of over 35,000 adults aged 16-64 and over 5,500 additional serving teachers across 35 countries. The 2018 index expands upon the first GTSI, which surveyed 21 countries back in 2013 and inspired the Varkey Foundation's annual USD 1-million Global Teacher Prize.
The survey also found that over three-quarters (77 per cent) of Indian respondents think that pupils respect their teachers the third-highest of any country surveyed after Uganda (79 per cent) and China (81 per cent).
By contrast, only 9 per cent of people in Brazil think pupils respect their teachers, lower than any other country polled.
Indians believe strongly in their country's education system rating it 7.11 out of 10 the fourth-highest of any country polled, with only Finland (8), Switzerland (7.2), and Singapore (7.1) higher. By contrast, Egyptians rated their country's education system lower than any other surveyed at 3.8.
When asked to rank 14 professions in order of respect (including headteachers, primary and secondary teachers, doctors, nurses, social workers, and librarians), Indian respondents ranked headteachers the fourth-highest of all the countries surveyed after Malaysia, Indonesia, and China.
Indians ranked secondary school teachers the seventh-highest of all the countries surveyed, with China ranking them the highest.
The latest index found that teacher status was rising globally and of the 35 countries polled, Asian nations of India, China, Malaysia, Taiwan, Indonesia and Korea rank higher in terms of teacher status than every European country and every Western nation including the US, New Zealand and Canada.

Trump accuses Moscow of violating Cold War-era INF treaty by deploying Novator missile
U.S. President Donald Trump confirmed that the U.S. would pull out of the Intermediate-range Nuclear Forces (INF) Treaty with Russia, a crucial Cold War-era treaty banning the development, testing and possession of short and medium range ground-launched nuclear missiles with a range of 500-5,000 km. The treaty, signed in 1987, was central to ending the arms race between the two superpowers, and protected America’s NATO allies in Europe from Soviet missile attacks.
John Bolton, Mr Trump’s National Security Advisor, is in Moscow on a visit and is expected to convey the decision to the Russians. At issue is Russia’s alleged development and deployment of the Novator 9M729 missile, also known as the SSC-8, that could strike Europe at short notice, an allegation that Russia has repeatedly denied. “Russia has violated the agreement. They’ve been violating it for many years... so we’re going to terminate the agreement. We’re going to pull out,” Mr. Trump told reporters.
Accusations of Russia violating the treaty pre-date the Trump presidency, and go back to 2008. “I don’t know why President Obama didn’t negotiate or pull out. And we’re not going to let them violate a nuclear agreement and go out and do weapons and we’re not allowed to,” said Mr. Trump.
The U.S. administration, under former President Barack Obama, raised the issue of Russia testing a ground-launched cruise missile with Russian President Vladimir Putin in 2014. The Russians denied the allegations and raised counter-allegations of the U.S. installing missile defence systems in Europe.
While the two countries failed to find a resolution using the dispute resolution mechanism in the treaty, the U.S. continued to remain party to the treaty under pressure from its European allies. Mr. Bolton, known to be a hawk, has been the driving force behind the U.S.’s decision to withdraw from the INF, The New York Times had reported on Friday, prior to Mr. Trump announcing the withdrawal. U.S. Defense Secretary James Mattis had told NATO Ministers earlier in October that the U.S. would withdraw from the INF if Russia did not roll-back its Novator missiles
A withdrawal will allow the U.S. new weapon options in the Pacific in its efforts to counter China’s growing influence. There are also concerns that the treaty’s end could mark the beginning of a new arms race between the U.S. and Russia.
Russia’s warning:
The Russian government on Sunday warned the U.S. against such a withdrawal. “If the Americans continue to act as crudely and bluntly... and unilaterally withdraw from all sorts of agreement and mechanisms from the Iran deal to the International Postal treaty, then we’ll be reduced to taking action in response, including of a military nature. But we don’t want to go that far,” said Russia’s Deputy Foreign Minister Sergei Ryabkov.
Reactions across Europe were varied. The German Foreign Minister, Heiko Maas, called Mr Trump’s decision “regrettable” and the U.K. Defence Secretary, Gavin Williamson, said Britain would remain “absolutely resolute” in standing by the U.S. in its position against Russia.(Source: The Hindu)

Green fund approves $1 billion to assist poor countries to tackle climate change
A U.N.-backed fund has approved more than $1 billion for 19 new projects to help developing countries tackle climate change, officials said Sunday.
During a four-day meeting in Bahrain that ended late Saturday, officials overseeing the Green Climate Fund also agreed to start seeking fresh money next year as its initial capital of about $6.6 billion will soon be used up.
The South Korea-based fund, considered a key vehicle for climate-related development programs, was originally meant to receive over $10 billion from rich countries by 2018. But U.S. President Donald Trump's decision to withhold $2 billion of the $3 billion pledged by his predecessor, Barack Obama, has contributed to a shortfall in its projected assets.
Funding approved at the meeting in Manama includes projects linked to geothermal energy in Indonesia, greener cities in Europe and the Middle East, and protection for coastal communities in India.
But delegates sparred over a request from host country Bahrain to receive funding to protect its freshwater resources. Environmentalists had pointed out that the Gulf nation could pay for the project itself using money it has made off its vast reserves of oil and gas. The project was eventually approved, but with only $2.1 million of the $9.8 million requested by Bahrain.
Decision on a funding bid by China was postponed after concerns from Japan and the United States about the possibility that the money could be used to subsidize research into new technology.
Debates within the fund have sometimes split Western countries and large emerging economies such as China, Egypt and Saudi Arabia. The fund's last director, Howard Bamsey, resigned in July after what officials described as a "very difficult and disappointing" meeting.
The latest meeting took place weeks before a summit in Katowice, Poland, on the future of the 2015 Paris climate accord. Funding for developing countries to mitigate and adapt to global warming will be at the heart of the discussion of that meeting, too.

Recommends adoption of the UNCITRAL Model Law of Cross Border Insolvency, 1997
The Insolvency Law Committee (ILC) constituted by the Ministry of Corporate Affairs to recommend amendments to Insolvency and Bankruptcy Code of India, 2016, has submitted its 2nd Report to the Government, which deals with cross border insolvency. The Report was handed over today to Shri Arun Jaitley, Minister of Finance and Corporate Affairs by Corporate Affairs Secretary, Shri Injeti Srinivas.
The ILC has recommended the adoption of the UNCITRAL Model Law of Cross Border Insolvency, 1997, as it provides for a comprehensive framework to deal with cross border insolvency issues. The Committee has also recommended a few carve outs to ensure that there is no inconsistency between the domestic insolvency framework and the proposed Cross Border Insolvency Framework.
The UNCITRAL Model Law has been adopted in as many as 44 countries and, therefore, forms part of international best practices in dealing with cross border insolvency issues. The advantages of the model law are the precedence given to domestic proceedings and protection of public interest. The other advantages include greater confidence generation among foreign investors, adequate flexibility for seamless integration with the domestic Insolvency Law and a robust mechanism for international cooperation.
The model law deals with four major principles of cross-border insolvency, namely direct access to foreign insolvency professionals and foreign creditors to participate in or commence domestic insolvency proceedings against a defaulting debtor; recognition of foreign proceedings & provision of remedies; cooperation between domestic and foreign courts & domestic and foreign insolvency practioners; and coordination between two or more concurrent insolvency proceedings in different countries. The main proceeding is determined by the concept of centre of main interest (“COMI”).
The necessity of having Cross Border Insolvency Framework under the Insolvency and Bankruptcy Code arises from the fact that many Indian companies have a global footprint and many foreign companies have presence in multiple countries including India. Although the proposed Framework for Cross Border Insolvency will enable us to deal with Indian companies having foreign assets and vice versa, it still does not provide for a framework for dealing with enterprise groups, which is still work in progress with UNCITRAL and other international bodies. The inclusion of the Cross Border Insolvency Chapter in the Insolvency and Bankruptcy Code of India, 2016, will be a major step forward and will bring Indian Insolvency Law on a par with that of matured jurisdictions.(Source:pib)

Why Russia's S-400 Is No Joke (And Why No Air Force Wants to Fight Against It)
The S-400 is one of the most controversial missiles in the world currently. The United States has imposed economic sanctions on countries simply for buying the system, but many of the world’s powers are interested in it, with India signing deals in September 2018 and China in April 2018. But what exactly makes the S-400 such a hot ticket item in the world today? How did it evolve from the earlier S-300?
The S-300 began development in the 1960s as a follow-up to a multitude of prior surface-to-air missile (SAM) systems. The primary missile it planned to replace is the S-75 (SA-2) missile system, which was famously used against the U-2 spy plane and deployed in Cuba and Vietnam. The missile underwent testing in the 1970s and entered service in 1978.
The primary improvement of the S-300 compared to earlier systems would be the ability to be multichannel—to utilize multiple guidance beams to guide missiles to different targets simultaneously. The earlier S-25 system was also multichannel, but it was extremely heavy and only deployed in stationary mounts. The American SAM-D (which would become the MIM-104 Patriot) was the first American land-based SAM with multichannel technology; it entered service three years later in 1981.
The main customer for the new missile was the Soviet PVO or air defense forces. They adopted the first version of the S-300, the S-300PT. All “P” missiles were meant to be to be for the PVO. The S-300PT involved a towable TEL (Transporter, Erector, Launcher) and towable radar that relied on heavy trucks to reposition. The set also included a fire control system. This was good enough for relatively stationary PVO duties but was not an ideal solution.
The Soviet military looked at SAM usage in Vietnam and the Middle East and determined quicker repositioning was the key to maximizing the effectiveness of SAMs. The S-300PT took more than an hour to set up and become operational due to the towed nature of the launchers and radar. This was seen as an area that needed improvement. The original S-300PT utilized the 5V55 with a range of around 75 kilometers.
As a result, the S-300 came into the form that it is now known for: mounted on the heavy MAZ-7910 truck (though variants have been mounted on newer trucks as well in articulated platforms). The TEL, radar and fire control system were all mounted on these trucks. Additional support equipment, such as that to rectify differences between the radar and launcher height were mounted on lighter trucks. The complete system, now known as S-300PS, entered service in 1982. The slightly modified version for export is known as the S-300PMU. The PS utilized the longer 5V55R missile with a range of around 90 kilometers.
While the S-300P in both forms was under development, the S-300F for the Navy and S-300V for the Army were also in development. The S-300V was developed specifically to counter tactical ballistic missiles like the Lance and Pershing in addition to air threats.
One key feature of the S-300V system is that it has two TEL variants, a TEL with four shorter ranged (75 kilometers) 9M83 missiles and a TEL with two longer ranged (100 kilometers) 9M82 missiles. The TEL, radar, and command post sets for the S-300V are mounted on a tracked chassis (the same as the 2S7 artillery piece) for better off road mobility in contrast to the S-300PS. The S-300V was accepted into service in 1985.
Further development happened with both the V and P variants of the S-300. The S-300PM series of missiles was borne out of the desire to integrate the V’s functionality of intercepting ballistic missiles into the P series of missiles. Export versions of the S-300PM are called the S-300PMU, and one can track the more recent evolution of the S-300 in the listed capabilities of these missiles, leading up to the S-400.
Indeed, early versions of the S-400 were called S-300PMU-3, indicating a third modernization of the road-mobile version of the S-300 for air defense. When the system was first showcased at MAKS 2007, it was noted that most vehicles were externally similar to the S-300PMU-2 system.
However, advances in missile and radar technology make the ~2x advance “versus prior missile systems” likely possible in the S-400. The new radars used in the S-400 make it likely very capable versus almost all air targets.
Another key aspect of the S-400 is the ability to use four different types of missiles with different weights and capabilities, allowing the system by itself to form a large portion of a layered air defense. This makes the S-400 a more flexible system. It also can utilize missiles employed by earlier S-300 variants.
The new missiles for the S-400 predictably extend the range even further, out to 240 kilometers versus aerial targets, an incremental upgrade from the S-300PMU-1 which could go out to 150 kilometers, and the S-300PMU-2 which could go out to 200 kilometers. Newer missiles like the 40N6 can even boost the range out to 400 kilometers for the S-400.
What does this mean about the S-400? At its heart, it’s still a relatively road-mobile system designed for air-defense forces. While it represents a significant capability leap (especially compared to fielding first-gen S-300PT/PS systems) and is significantly more flexible than earlier variants of the S-300, the evolution of the S-300 into a more flexible, capable system was already going with the various sub-variants of the S-300PMU.
In contrast, the Russian Army has continued developing the S-300V into the S-300V4 and S-300VM (Antey 2500 for export), which incorporates more modern missile and radar technology to give it the increased (200 kilometers) range of the later S-300PMUs. It also adds a new TEL which has a small missile guidance radar built into the vehicle, possibly reducing the number of vehicles on the field
While the capabilities of the S-400 may appear to be a significant leap, they got there through the slow evolution of earlier S-300 missiles. Many of the advanced features, such as ballistic missile interception, interchangeable, modular missiles and multichannel engagement have been present in the system for a long time, and the S-400 just builds upon the existing strengths of the S-300 to make it an even more deadly threat.(Source:defencenews.in)

India to host global meet on maternal, child health in December: UNICEF
India would be the global host for a meet of stakeholders from nearly 100 countries on issues related to maternal and child health, the UNICEF has said.
The Partnership for Maternal, Newborn and Child Health forum will emphasise the importance of people-centred accountability bringing forward the voices and lived realities of women, children and adolescents through innovative programming and creative projects. The forum will be hosted by the Ministry of Health and Family Welfare in collaboration with the Partnership for Maternal, Newborn and Child Health (PMNCH) this December.
The UNICEF said on Saturday that Prime Minister Narendra Modi and former Chile President Michelle Bachelet and chair of PMNCH will deliver the keynote addresses.
Gagan Gupta, the Chief of Health at the UNICEF, told PTI that India has made significant progress in improving maternal health and reducing child mortality.
“India has performed better than rest of world in this field and the number of under-five children dying has fallen by 30 per cent since 2012, from 1.4 million to 9,89,000,” he said.
According to a new report by the United Nations Inter-agency Group for Child Mortality Estimation, under-five mortality rate in India was recorded below one million in 2017 for the first time in five years.
Mr. Gupta said the forum to be held on December 12 and 13 at Vigyan Bhawan will see participation from heads of State, ministers, popular champions, and 1,200 partners from nearly 100 countries.
“India will get an opportunity to present its success story in improving its maternal and child health at a world stage,” he said. Moreover, the forum would also bring various stakeholders on a common stage to share their ideas, he said.
This is the second time India is hosting the forum ― the first was in 2010.

India stands by Indus Treaty commitment, rejects Pakistan reports
In the last meeting of Indus Waters Commission held in August, 2018 in Lahore, an understanding was reached on schedule of tours on both the sides.
However, the said tours had to be rescheduled after the declaration of elections of local bodies and panchayats in Jammu and Kashmir. Sources told India Today that the Indian side iterated its position that the agreed tours will be held after the completion of these elections.
Meanwhile, sources in Pakistan told India Today that Pakistan commissioner for Indus Waters Syed Mehr Ali Shah had telephoned his Indian counterpart PK Saxena on this account. Shah reminded him of talks held in Lahore two months ago where both sides had spoken about Pakistani experts inspecting the projects.
Shah had written to his Indian counterpart in this regard too. In the letter, he emphasised Pakistan's right to inspect water projects being built on the river in accordance with the Indus Waters Treaty. Commissioner Saxena had responded to the letter writing to Shah emphasising on India's commitment to the Treaty.
Pakistani team was expected to visit India this month to inspect the water projects. India postponed the planned visit on account of local body and panchayat elections being held in the state of Jammu and Kashmir.
Visit of the Pakistani delegation would require security which cannot be spared till the election process is complete.

ROSTEC begins upgrade of Indian Navy Aircraft Carrier INS Vikramaditya
As part of the project, Rostec subsidiary Technodinamika is carrying out installation supervision of marine hydraulic systems on the Indian Navy vessel.
The upgrade will help support and strengthen the development of military-technical cooperation between India and Russia.
The project also includes the planned commissioning and sea trials of the aircraft carrier.
“With a displacement of 44,500t, INS Vikramaditya can travel at a speed of more than 30k and is capable of carrying out operations up to a range of more than 7,000nm.”
Technodinamika chief executive officer Igor Nasenkov said: “Installation supervision of marine hydraulic systems at Vikramaditya is an important step in the upgrade of what is currently the most powerful aircraft carrier of the Indian Navy.
“The Vikramaditya project is extremely promising taking into account the long-term development program of the Indian aircraft fleet, under which by 2027 it will acquire two more ships.”
Designed as an upgraded model of the Russian Navy’s Kiev-class Admiral Gorshkov aircraft carrier, INS Vikramaditya will help replace the Indian Navy’s Centaur-class aircraft carrier INS Viraat.
The vessel is equipped with GS-1MF and GS-3 marine hydraulic systems that are used for refuelling, cleaning, and pressurisation of the hydraulic systems of aircraft and helicopters that form part of the carrier’s air-capable wing.
The 284m-long vessel was commissioned into service with the Indian Navy on 16 November 2013.
With a displacement of 44,500t, INS Vikramaditya can travel at a speed of more than 30k and is capable of carrying out operations up to a range of more than 7,000nm.
With a total of 22 decks, the carrier can accommodate the MiG-29K, Kamov 31, Kamov 28, Seaking, ALH and Chetak aircraft.(Source: Indiandefensenews.in)

UIDAI extends deadline to deploy Virtual ID system to 1 July.
Once the Virtual ID system feature is fully implemented by user agencies it will allow Aadhaar holders to quote their VID number without actually disclosing Aadhaar number for authentication or verification purposes.
The Unique Identification Authority of India (UIDAI) has extended by one month to 1 July the deadline for service providers and agencies like banks and telecom companies to fully deploy Virtual ID system and accept these IDs in lieu of Aadhaar number.
The Virtual ID (VID) feature is aimed at giving users the option of not sharing their Aadhaar number at the time of authentication. UIDAI—which had earlier said it will be compulsory for all agencies that undertake authentication to accept VID from their users from 1 June 2018—has decided to give one more month after the user agencies said they needed more time to switch to the new system.
“We are ready but the agencies wanted some more time to switch to the VID system. We have, therefore, given one more month till 1 July,” UIDAI CEO Ajay Bhushan Pandey said. The extension was given considering the “difficulty and amount of internal work” involved for the agencies including telcos, banks, state governments, among others, he added.
In January this year, to address privacy concerns, UIDAI announced plans to introduce VID feature which an Aadhaar-card holder can generate from its website and produce for various authentication purposes, instead of sharing the actual 12-digit biometric ID.
In April, Aadhaar-issuing body UIDAI followed this up with the launch of beta version of VID feature allowing users to generate VID and use it to update address in Aadhaar online. It had then said soon the service providers will start accepting VID in place of Aadhaar number. An official familiar with the VID rollout process said even now when an individual downloads eAadhaar, the Virtual ID comes with it.
Once the new feature is fully implemented by user agencies it will allow Aadhaar holders to quote their VID number without actually disclosing Aadhaar number for authentication or verification purposes.
The VID, which is a random 16-digit number mapped to a person’s Aadhaar number, together with biometrics of the user would give any authorised agency like a mobile company, limited details such as name, address and photograph, which are enough for any verification.
A user can generate as many VIDs as he or she wants, and the older ID gets automatically cancelled once a fresh one is generated. The move is aimed at strengthening the privacy and security of Aadhaar data and comes amid heightened concerns around the collection and storage of personal and demographic data of individuals. It will also reduce the collection of Aadhaar numbers by various agencies.
As per a UIDAI circular issued earlier this year, agencies that undertake authentication would not be allowed to generate VID on behalf of Aadhaar holder. Agencies that do not migrate to the new system by the stipulated deadline could face financial disincentives. (Source: Livemint)

8 out of 10 people are concerned about their Aadhaar data security and feel that the government should intervene for online data protection, a Velocity MR survey showed.
Following the Facebook data scandal perpetrated by Cambridge Analytica, 80% Indians are concerned about their Aadhaar data privacy, a study by market research and analysis company Velocity MR.
The Velocity MR study, in which 5,800 respondents participated, shows 8 out of 10 people are concerned about their Aadhaar data security and feel that the government should intervene for online data protection.
“Every netizen is leaving a trail of digital footprints with everything that they click online. From personal information, to financial data, to biometric details, all this data is accessible in some form or the other on various foreign servers that one cannot fathom,” Velocity MR CEO Jasal Shah said.
“With the new European Union General Data Protection Regulation (GDPR) regime coming into play, it is a wake-up call for internet companies to tighten their security policies with immediate effect,” he added.
Europe has introduced the GDPR regime that all tech companies have to adhere to. The Facebook data scandal has created awareness like never before on issues around data privacy, user rights and consent policies, nudging tech companies to review and strengthen their data protection rules.
According to Unique Identification Authority of India (UIDAI) chairperson J. Satyanarayana, more than 121 crore Indians have been enrolled for Aadhaar and it has been used for over 19 billion authentications so far.
The Velocity MR study, which covered Delhi, Kolkata, Mumbai, Hyderabad, Bangalore, Chennai, Ahmedabad and Pune, also noted that 4 in every 10 respondents said their opinion about Facebook has gone down in recent months.
One in three respondents said that they would share lesser on Facebook, even though they will continue to be on Facebook, the study said.
Moreover, even though people believe that social media sites are not completely safe for financial transactions, they have not completely stopped using it either. The higher age group of 46-60 years is more willing to continue using Facebook as before, the study noted. (Source: Livemint)

Union defence minister Nirmala Sitharaman on Tuesday said that the Centre is planning to lay optical fiber cable in all the border areas to mitigate connectivity problems being faced by both defence personnel and the civilian population.
The minister, who was speaking of the achievements of the four-year-old Narendra Modigovernment, responding to media questions said, "We will soon start work on extension of optical fibre cable in the border areas. The Union cabinet had discussed the issue and sanctioned the additional fund only ten days before."
"Soon all the border areas along the Indo-China border will be connected with OFCwhich will greatly improve the mobile and telephone connectivity besides improvement in radio frequency," she said.
Sitharaman, during her recent visit to Kibithoo, the last border village in Anjaw district of Arunachal Pradesh, was told that the people of the area cannot access All India Radio due to poor frequency but only Chinese radio frequency and had poor mobile network.
Replying to another question on empowerment of women in border areas by recruiting them in defence forces, the minister said that women in the country are working as fighter plane pilots and the government was trying to recruit them in other areas too.
"Those women who have not got permanent commission has approached the court for their rights and the matter is now sub-judice. However, I am considering how to give permanent commission to women in defence forces, she added.
When asked about the government stand on media reports about mining activities by China near Arunachal territory, Sitharaman said, "I have to get the details of it. I too saw the report in media but I cannot comment based on that at this point of time. (Source: The Times of India)

India has lost the highest number of its peacekeepers in various UN peacekeeping operations in the last 70 years, with 163 military, police and civilian personnel from the country laying down their lives in the line of duty.
According to the UN, of the 3,737 peacekeepers who have died since 1948, 163 have been from India, the highest total from any troop contributing country.
India is currently the third largest contributor of military and police personnel to UN peacekeeping, with 6,693 now deployed in Abyei, Cyprus, Congo, Haiti, Lebanon, the Middle East, South Sudan and Western Sahara.
However, the UN owes India USD 92 million for troops, formed police units and contingent-owned equipment as at April 30, 2018.
The UN commemorated the International Day of United Nations Peacekeepers yesterday, paying tribute to the service and sacrifice of peacekeepers around the world.
Currently, more than 96,000 uniformed personnel from 124 troop and police-contributing countries serve under the blue flag, alongside more than 15,000 international and national civilian staff and nearly 1,600 United Nations Volunteers.
This year marks the 70th anniversary of the establishment of United Nations peacekeeping, the flagship enterprise of the Organization described by Secretary-General Antonio Guterres as "a proven investment in global peace, security and prosperity".
"We express our gratitude to the more than one million men and women who have served under the UN flag, saving countless lives. We honour the more than 3,700 Blue Helmets who have paid the ultimate price. And we pay tribute to the 14 peacekeeping missions working around the clock to protect people and advance the cause of peace," Guterres said in Mali to mark the International Day of UN Peacekeepers.
The north-west African country is the most dangerous place in the world to be a UN 'blue helmet' and last year 21 troops serving with the UN Stabilisation Mission in Mali (MINUSMA) lost their lives, together with seven civilians.
Upon his return from Mali, the Secretary-General will preside over the observance of the day on June 1.
He will lay a wreath to honour those who lost their lives while in the service of peace and will also officiate at a ceremony to posthumously present the Dag Hammarskjold Medal to 132 military, police and civilian personnel from 37 countries who lost their lives in peacekeeping operations during 2017.
No peacekeeper hailing from India was killed while serving in any UN peacekeeping mission in 2017.
In 2016, two Indian peacekeepers - Rifleman Brijesh Thapa who served with the UN Organization Stabilisation Mission in the Democratic Republic of the Congo (MONUSCO) and Private Ravi Kumar who was deployed with the UN Interim Force in Lebanon (UNIFIL) - died in the line of duty and posthumously received the Dag Hammarskjold Medal.
At a time of increasingly complex conflicts and rising peacekeeper fatalities, the Secretary-General said, "as we recognise a legacy of service and sacrifice around the world, I am also committed to taking Action for Peacekeeping -- action to make our operations more effective and safer in today's challenging environments".
Under-Secretary-General for Peacekeeping Operations Jean-Pierre Lacroix said the service and sacrifice of UN peacekeepers inspired "us to work harder to support a sustainable peace in some of the world's most complex and challenging places".
Under-Secretary-General for Field Support Atul Khare said the international community owed a "debt of gratitude" to the brave men and women who risk their lives every day in service to others.
"We grieve with the families and nations of our fallen colleagues. But beyond gratitude, we owe our peacekeepers all the support we can muster to ensure they are well equipped, well trained and well prepared to complete their missions successfully," Khare said.
The General Assembly established the International Day of United Nations Peacekeepers in 2002 to pay tribute to all men and women serving in peacekeeping, and to honour the memory of those who have lost their lives in the cause of peace.
The Assembly designated May 29 as the Day because it was the date in 1948 when the first United Nations peacekeeping mission -- the United Nations Truce Supervision Organization -- began operations in the Middle East. (Source: The Times of India)

The Election Commission on Monday clarified that national political parties are public authorities under the Right To Information Act as declared by the Central Information Commission, PTI reported. This came a day after the poll panel had said that political parties are out of the RTI Act’s ambit.
In a statement, the poll authority clarified that it adheres by the Central Information Commission’s order of June 3, 2013, declaring national parties as public authorities for the purposes of RTI Act. The information about contributions received by these parties and their annual audited accounts are put in public domain.
An RTI query had sought details on the donations collected by the Bharatiya Janata Party, the Congress, the Bahujan Samaj Party, the Nationalist Congress Party, the Communist Party of India and the Communist Party of India (Marxist) through electoral bonds. The applicant, Vihar Dhurve, also wanted to know the donations collected by the Samajwadi Party, which is not a national party.
When the central public information officer refused to reveal the information, the applicant filed an appeal with KF Wilfred, the First Appellate Authority of the election panel.
“Requisite information is not available in the commission,” the order of the appellate authority said. “This is related to political parties and they are out of purview of the RTI. They may submit information of donation or amount collected through electoral bonds in their contribution report for the financial year 2017-’18 in the ECI, for which the due date is September 30, 2018.”
The Central Information Commission is the only institution that can declare a body a public authority accountable under the Right to Information Act.

Members of the Indian Navy Sailing Vessel (INSV) Tarini team were presented with the Nari Shakti Puraskar 2017 by union minister for women and child development Maneka Gandhi. The six-member all-women team comprising of Lt Commander Vartika Joshi,Lt Commander Pratibha Jamwal, Lt Commander Swathi Patarpalli ,Lt Aishwarya Bodapatti, Lt SH Vijaya Devi and Lt Payal Gupta received the award.
President Ram Nath Kovind had conferred the Nari Shakti Puraskars on International Women's Day in Rashtrapati Bhavan. As the INSV Tarini team was sailing then, the award could not be presented to the team.
The crew of the INSV 'Tarini' is a part of the Indian Navy's unique project 'Navika Sagar Parikrama', an all-women team circumnavigating the globe, promoting ocean sailing activities in the Navy and depicting government of India's commitment towards women empowerment. Each crew member has minimum of 20,000 nautical miles sailing experience. The project aims to demonstrate the thrust of Nari Shakti on the world platform .The voyage also showcased the Make in India initiative by sailing on-board the indigenously built INSV Tarini.
The six-member all-women team, led by Lieutenant Commander Vartika Joshi circumnavigated and managed the whole operation in this first ever global journey. The voyage which lasted for 254 days, with 199 days at sea covered 21,600 nautical miles, had 5 port calls in Fremantle, Australia; Lyttelton, New Zealand; Port Stanley, Falklands; Cape Town, South Africa and finally at Mauritius before returning home to Goa. All six members of the crew were trained for over three years under Captain DilipDonde, who is also the first Indian to successfully carry out solo-circumnavigation of the globe between 2009 and 2010. The team, led by researchers from Northumbria University in the UK, has mapped for the first time three vast, subglacial valleys in West Antarctica.
Researchers have discovered mountain ranges and three huge, deep subglacial valleys hidden beneath the Antarctica ice.
The findings, published in the journal Geophysical Research Letters, are the first to emerge from extensive ice penetrating radar data collected in Antarctica as part of the European Space Agency PolarGAP project.
Although there are extensive satellite data that help image the surface of the Earth and its deep interior, there was a gap around the South Pole area, which is not covered by satellites due the inclination of their orbits.
The PolarGAP project was therefore designed to fill in the gap in the satellite data coverage of the South Pole and in particular acquire the missing gravity data. Airborne radar data were also collected to enable mapping of the bedrock topography hidden beneath the ice sheet. The data reveals the topography which controls how quickly ice flows between the East and West Antarctic ice sheets.
The team, led by researchers from Northumbria University in the UK, has mapped for the first time three vast, subglacial valleys in West Antarctica. These valleys could be important in future as they help to channel the flow of ice from the centre of the continent towards the coast. If climate change causes the ice sheet to thin, these troughs could increase the speed at which ice flows from the centre of Antarctica to the sea, raising global sea levels.
The largest valley, known as the Foundation Trough, is more than 350 kilometres long and 35 kilometres wide. Its length is equivalent to the distance from London to Manchester, while its width amounts to more than one and a half times the length of New York’s Manhattan Island.
The two other troughs are equally vast. The Patuxent Trough is more than 300 kilometres long and over 15 kilometres wide, while the Offset Rift Basin is 150 kilometres long and 30 kilometres wide. “As there were gaps in satellite data around the South Pole, no one knew exactly what was there, so we are delighted to be able to release the very first findings to emerge from the PolarGAP project,” Kate Winter, a research fellow at Northumbria University.
“We now understand that the mountainous region is preventing ice from East Antarctica flowing through West Antarctica to the coast. In addition we have also discovered three subglacial valleys in West Antarctica which could be important in the future,” Winter said.
“If the ice sheet thins or retreats, these topographically-controlled corridors could facilitate enhanced flow of ice further inland, and could lead to the West Antarctic ice divide moving,” she said. “This would, in turn, increase the speed and rate at which ice flows out from the centre of Antarctica to its edges, leading to an increase in global sea levels,” she added.
“By mapping these deep troughs and mountain ranges we have therefore added a key piece of the puzzle to help understand how the East Antarctic Ice Sheet may have responded to past change and how it may do so in the future,” Fausto Ferraccioli, principal investigator of the European Space Agency PolarGAP project. “Our new aerogeophysical data will also enable new research into the geological processes that created the mountains and basins before the Antarctic ice sheet itself was born,” said Ferraccioli.

The trial of a satellite-based early warning system about approaching trains at unmanned level crossings has been completed by the Indian Railways, a top official of Indian Space Research Organisation (Isro) said.
Speaking to TOI, Ahmedabad-based Space Applications Centre (SAC) director Tapan Misra said, “The one-year phase-1 trial of the satellite-based early warning system is over. Its performance has been satisfactory.”
Under a pilot project, the railways had last year installed Isro-developed integrated circuit (IC) chips on some train engines. The Indian Regional Navigation Satellite System (or NaVIC) was used to caution road users at unmanned crossings about approaching trains through hooters installed at these crossings. Explaining its functions, Misra said, “A hooter gets activated as soon as it gets signal from the IC chip installed on a train when its engine is at a distance of 500 metres to 4 km from the crossing. The hooter, linked to the navigation system, thus warns road users about the approaching train. It becomes louder as the train approaches the crossing and goes silent after the train has passed.”
On its efficiency, Misra said, “The satellite-based technology was tested under different terrains and tough climatic conditions, including heavy rains and harsh summer, throughout the year. Its smooth functioning shows it is an all-weather system.”
TOI first reported about the pilot project in November 2017 as how the railways had installed IC chips on five train engines on different routes. The test has been going on since June 2017 to check if the system is reliable. The SAC director said, “After developing the IC chip and the hooter technology, we transferred the technology to four companies for limited production of the hardware for the test. The companies and Isro worked in close coordination with the railways for the pilot project.”
Research Designs & Standards Organisation (RDSO), R&D wing of the railways, has submitted its report to the Railway Board after the trial concluded. RDSO, in its report, said though the Isro technology has worked satisfactorily, it wants certain modifications before the system is implemented. Moreover, the railways has to sort out various logistical and safety issues of vandalism and theft of the system at crossings before it goes for the rollout.
The push for using the space technology for the railway safety system came after PM Narendra Modi, during a national meet on September 7, 2015, asked all central ministries and state governments to make the most of the Isro technology to provide good governance.
Safety at unmanned level crossings is a cause for concern for the railways as these crossings witness maximum accidents. The national transporter had explored various options to address the safety issue before going for the Isro system. There are about 5,792 unmanned railway crossings till date, which account for around 40% of accidents involving the railways.
