Launch of NCDC model for cooperatives as Modern banking unit will bring about financial inclusion of farmers in remote villages.

There is no minimum and maximum limit of financial assistance under this model devised by National Cooperative Development Corporation (NCDC).

Union Minister of Agriculture and Farmers’ Welfare Shri Radha Mohan Singh has said that National Council for Cooperative Training (NCCT) besides being responsible for training, awareness and evaluation programmes of employees working in the cooperative sector also facilitates the same for other stakeholders in the cooperative sector in the country. The main objective of the NCCT is to facilitate the human resource development in the cooperatives in the country. The Minister was addressing 2nd Governing Council meeting of National Council for Cooperative Training (NCCT) and launch of National Cooperative Development Corporation (NCDC’s) model for cooperatives as Modern banking Unit today.

He said that VAMNICOM (Vaikunth Mehta National Institute of Cooperative Management) at the national level and five regional cooperative management institutes in Bengaluru, Chandigarh,
Gandhinagar, Kalyani and Patna at the regional level and 14 cooperative management institutes in various parts of the country meet training requirements of senior and middle employees working in cooperative departments and organizations. The council has trained 46203 participants in 1340 programs by its various training units till December 2018.
Shri Singh added that the government is giving special emphasis on the rapid socio-economic development of the North Eastern States and Sikkim. NCCT is playing a vital role in the development of human resources in co-operatives in the North Eastern States. The training requirements of North Eastern Region are being met by the cooperative training institutes in Guwahati, Imphal and Regional cooperative Institute in Kalyani.
The Minister also launched the National Cooperative Development Corporation (NCDC)’s model for Cooperatives as Modern Banking Units with an aim to strengthen cooperative banks at various levels and bring about financial inclusion of farmers in the remote villages of the country.He said that Modi government’s objective behind the Primary Agricultural Credit Co-operative Societies (PACS) computerization project is to provide a robust IT platform leading to automation of all activities of the PACS. For this, NCDC has taken a comprehensive step for strengthening of cooperative as Modern Banking Units.
The model includes upgradation and new setup of IT and related infrastructure such as Data Centre, Enterprise Network and Security, Core Banking Solutions (CBS), ATMs, POS, e-Lobby, etc. It also includes assistance to cooperatives in capacity development through its dedicated Laxmanrao Inamdar National Academy for Co-operative Research & Development. A team of top officials and engineers of the Indian Space Research Organisation (ISRO), now stationed in the Guiana Space Centre, South America, is going over the last steps before it sees off the heaviest Indian communication satellite, GSAT-11, to its space orbit. The liftoff is slated for the wee hours of Wednesday, December 5, India time, but from half way across the globe.
The 5,854-kg satellite, almost double the biggest one built or launched by ISRO to date, will ride up on European launch vehicle Ariane 5 ECA, numbered VA246, between 2.07 a.m. and 3.23 a.m. IST, according to the schedule of Arianespace, which is providing the launch services. It will be sunset at nearby Kourou in French Guiana, located 5 degrees North of the Equator, with a launch window between 5.37 p.m. and 6.53 p.m. local time.
ISRO Chairman K. Sivan, besides the project director and scores of engineers, who have been taking care of the satellite for the last 30-odd days, are in Kourou for the big day, it is learnt.
GSAT-11 is part of ISRO’s new family of high-throughput communication satellite (HTS) fleet that will drive the country's Internet broadband from space to untouched areas; the broadband domain is now ruled by underground fibre and covers partial and convenient locations.
High-speed data
Already up in space are two HTSs — GSAT-29 (November 14) and GSAT-19 (June 2017) — while one more is due to join them in the near future. They are all to provide high-speed Internet data services at the rate of 100 Gbps (Gigabits per second) to Indian users. ISRO has earlier said this speed would be far better than what is available in the country now.
The HTSs will also be the backbone of pan-India digital or easy Internet-based programmes and services — such as Digital India, BharathNet for rural e-governance, and commercial and public sector VSAT Net service providers.
According to ISRO, GSAT-11’s multiple spot beam coverage — 32 in Ku band and eight in Ka bands — will deliver an improved service of 16 gbps over the Indian region and nearby islands. It said, “GSAT-11 will play a vital role in providing broadband services across the country. It will also provide a platform to demonstrate new generation applications.”
New date
GSAT-11 was earlier planned for launch on May 26 this year. A few days before it, ISRO,brought it back from Kourou to the Bengaluru satellite centre for additional checks. The spacecraft was sent back in October for the rescheduled launch.
Its co-passenger is South Korea’s GEO-KOMPSAT-2A, a meteorology satellite.(Source: The Hindu)

China’s 1st private rocket fails after launch.

The first attempt by a private Chinese company to send a rocket into space has failed.

Beijing-based Landscape said late Saturday that the first and second stage of its ZQ-1 rocket worked normally but something went wrong with the final of the three-stage rocket.
It was the first three-stage rocket built by a private company in China.
Video posted by a Chinese news site shows the 19-metre (62-foot-) tall red-and-white rocket lifting off Saturday against clear blue skies.
Landscape said that “cowling separation was normal but something abnormal happened after the second stage.” The statement posted on its social media account did not elaborate.

UN to launch project on creating India's intangible heritage inventory.

A total of 13 intangible cultural heritage elements from India have been inscribed till date on the UNESCO's Representative List of the Intangible Cultural Heritage of Humanity.

Concerned over the “disappearance” of many intangible legacies of India over time, the UN will soon launch a project on creating an “inventory” of art forms, craftsmanship and other intangible cultural heritage of the country.
UN resident coordinator in India Yuri Afanasiev said the “Wiki-styled project” involving multiple stakeholders is planned to be executed, among other means, through “crowd-sourcing”.
“India is endowed with not just with wealth of iconic monuments and landmarks and built heritage, but also home to countless intangible cultural heritage, like folk music, art forms, textile design, craftsmanship,” he said.
But, a number of these intangible cultural heritage are “disappearing” on a daily basis and it “pains me”, the UN official said.
“We at UN India, are working on a project that will seek to create an inventory of intangible cultural heritage. We will take help of crowd-sourcing as well,” Afanasiev told PTI.
On October 24, the United Nations had dedicated its iconic campus here to India’s cultural heritage as its office in New Delhi marked the UN Day with a dazzling display of the country’s tangible and intangible cultural heritage.
A total of 13 intangible cultural heritage elements from India have been inscribed till date on the UNESCO’s Representative List of the Intangible Cultural Heritage of Humanity.
These include the Kumbh Mela, Novruz, Tradition of Vedic chanting, Ramlila, Kutiyattam, Sanskrit theatre; Ramman, religious festival and ritual theatre of the Garhwal Himalayas; Kalbelia folk songs and dances of Rajasthan; and Chhau dance.
“A simple tradition of producing handcrafted sarees in a small town, a folk song in a village in a corner of the country, a recipe crafted by someone’s mother or grandmother, which may be disappearing because the next generation has migrated to other, big cities,” he said.
“And, this project, tentatively dubbed – A snapshot inventory of intangible cultural heritage – seeks to capture them in a capsule of sorts, for the posterity. So, it could be documenting the sounds, sights, techniques, styles, though photographs or other audio-visual medium,” Afanasiev said.
He said the project duration will span about a year.
He also said the UN, besides engaging with its own agencies like the UNESCO and the UNDP, will also collaborate with several ministries, such as the ministry of culture and ministry of textiles.
On UN Day, Afanasiev had hailed India’s cultural diversity, saying, “I personally have a love affair with India, its rich taste, colours, sounds, smells and food.”
The UN House has been revived as the site for the safeguarding of the history of the seven-decade-long India-UN partnership and of India’s great contributions to the UN, he said.
“We are equally proud to dedicate this compound to India’s cultural heritage, and the vibrant plural developmental traditions of the country that will provide the right environment for thinking about the SDGs (Sustainable Development Goals),” Afanasiev said.
UN House is an iconic landmark, one of the buildings designed by noted American architect Joseph Allen Stein in Lodhi Estate area, the others being India International Centre and India Habitat Centre.
Srishti Kaur, 20, a winner of a national beauty pageant in teen category in 2017, was among the invitees at the UN Day.
She said she runs a clothing line in Noida that promotes khadi and cotton. “We as youth must take pride in our cultural heritage and promote it,” Kaur said.

In addition to the third launch pad at Sriharikota, the space agency is also scouting for a new location near Gujarat for the Small Satellite Launch Vehicles.

The Indian Space Research Organisation (ISRO) is setting up a third launch pad at Sriharikota to undertake the Gaganyaan manned space flight programme, an ISRO official said on Friday. In addition, ISRO is scouting for a location on the western sea coast near Gujarat to set up another launch pad for Small Satellite Launch Vehicles (SSLV).

Third launch pad
“We have two launch pads currently, which are already full. A third launch pad is being set up for the human space flight. It will be ready in time for the mission,” a senior ISRO official said.
In the Independence Day address this year from the Red Fort, Prime Minister Narendra Modi had announced that an Indian will go to space by 2022.
Following this, ISRO has announced an ambitious roadmap to put a three-man Indian crew in a low earth orbit for 5-7 days by the 75th Independence Day.
ISRO Chairman Dr. Sivan had stated earlier that ISRO has begun work on the manned mission in 2004, and that many of the critical technologies required for human spaceflight have already been validated through various tests — Space Capsule Recovery Experiment, Crew Module Atmospheric Re-Entry Experiment and Pad Abort Test.
ISRO will use its GSLV Mk-III launch vehicle, which can carry the heavier payload of the Gaganyaan, and this will take off from the new launch pad.
In addition to the third launch pad at Sriharikota, ISRO is also scouting for a new location near Gujarat for the SSLV.
ISRO is developing the SSLV to offer affordable launch options for smaller satellites through Antrix, the space agency’s commercial arm. ISRO currently piggybacks smaller satellites on the PSLV and GSLV along with bigger satellites.
The SSLV is expected to reduce the launch time as well as cost less to launch small satellites, which are much in demand.
“We have evaluated several locations. The first two SSLV launches will take place from Sriharikota. After that they will move to the new location,” the official said. (Source: The Hindu)

India, Singapore launch next round of free trade agreement review.

India and Singapore Saturday launched the next round of review for their existing free trade agreement with a view to further boost bilateral trade and investments between the countries, the commerce ministry said. The free trade agreement, officially dubbed as the Comprehensive Economic Cooperation Agreement (CECA), came into force in 2005. In a FTA review, two trading partners normally discuss ways to further relax norms and rules to promote trade and investments.

The review round was launched by Commerce and Industry Minister Suresh Prabhu and Minister of Trade Relations of Singapore S Iswaran.
"The launch of the review signals further deepening of business, economic and trade collaboration between the two countries," the ministry said in a statement.
Singapore is the second largest trading partner of India within ASEAN and India is the largest trading partner of Singapore in South Asia, with a bilateral trade of USD 17.7 billion in 2017-18.
Prabhu, who was in Singapore, also participated in the 15th ASEAN Economic Ministers-India Consultations.
In the meeting, India reaffirmed the need for review of ASEAN-India Trade in Goods Agreement.
During his bilateral meeting with Hiroshige Seko, Japan's Minister of Economy, Trade and Industry, Prabhu sought greater Japanese investments in automobiles, cargo aircraft and manufacturing sectors.

ISRO clears GSAT-11 for launch.

The ISRO has cleared for launch GSAT-11, the satellite which was recalled from Kourou in French Guinea for thorough checks, after losing contact with its another satellite that was launched from Sriharikota in Andhra Pradesh.in March this year, an official said.

The 5,700-kg GSAT-11 satellite was slated for launch on May 26 from Kourou, a site in South America which India uses to launch its heavy-weight satellite.
In a setback to the ISRO, the space agency lost contact with GSAT-6A after it was launched in March this year.
This also led to the ISRO recalling GSAT-11 for conducting thorough checks.
"After a thorough check and additional tests, it was found fit for launch," the official said.
The space agency is now waiting for a slot from Arianespace, the company which will launch the satellite, the official added. (Source: The Times of India)

An 11th- hour technical glitch prompted SpaceX to postpone its planned launch on Monday of a new NASA space telescope designed to detect worlds beyond our solar system.

SpaceX halted the countdown a little more than two hours before its Falcon 9 rocket had been scheduled to carry the Transit Exoplanet Survey Satellite, or TESS, into orbit from the Cape Canaveral Air Force Station in Florida.
Space Exploration Technologies, as billionaire entrepreneur Elon Musk's private launch service is formally known, said on Twitter that the blast-off was scrubbed due to unspecified problems in the rocket's guidance control system.
The launch was rescheduled for 6:51 p.m. EDT (22:51 GMT) on Wednesday.
Search for exoplanets
The two-year, $337 million TESS mission is designed to build on the work of its predecessor, the Kepler space telescope, which has discovered the bulk of some 3,700 exoplanets documented during the past 20 years and is running out of fuel. NASA expects to pinpoint thousands more previously unknown worlds, perhaps hundreds of them Earth-sized or ”super-Earth”-sized — no larger than twice as big as our home planet.
Those are believed the most likely to feature rocky surfaces or oceans, and are thus considered the best candidates for life to evolve. Scientists said they hope TESS will ultimately help catalog at least 100 more rocky exoplanets for further study in what has become one of astronomy's newest fields of exploration.
Transit photometry
Roughly the size of a refrigerator with solar-panel wings and equipped with four special cameras, TESS will take about 60 days to reach a highly elliptical, first-of-a-kind orbit looping it between Earth and the moon every two and a half weeks. Like Kepler, TESS will use a detection method called transit photometry, which looks for periodic, repetitive dips in the visible light from stars caused by planets passing, or transiting, in front of them.
But TESS will scan a broader swath of the heavens to focus on 200,000 pre-selected stars that are relatively nearby — some of them just dozens of light years away — and thus among the brightest as seen from Earth. That makes them better suited for sensitive follow-up analysis of exoplanet candidates TESS locates.
TESS will concentrate on stars called red dwarfs, smaller, cooler and longer-lived than our sun. Red dwarfs also have a high propensity for Earth-sized, presumably rocky planets, making them potentially fertile ground for further scrutiny. (Source: The Hindu)

NASA’s next exoplanet-hunting telescope is preparing for launch. The Transiting Exoplanet Survey Satellite (TESS), is scheduled to blast off aboard a Falcon 9 rocket on 16 April

TESS is take up the mantle of the Kepler Space Telescope, which is expected to run out of fuel by the end of this year. Kepler has found more than 5000 exoplanet candidates so far, and confirmed about half of them. TESS will be able to search 350 times more area of the sky than Kepler can, and is expected to find about 20,000 exoplanets in its first two years alone.
It will take about two months after launch to manouevre the satellite into its orbit – about half as far from Earth as the moon – and test its cameras. “After that, there’ll just be a flood of information,” says the mission’s principal investigator, George Ricker at the Massachusetts Institute of Technology.
Eyes on the sky
TESS will use the same transit method Kepler used to find planets. This involves watching a star for dips in its light as a planet passes between the star and the telescope. How often the dips repeat indicates how fast the planet circles its host star, and the amount of light that’s blocked tells us the size of the distant world.
Rather than looking at distant stars in a small area of sky, like Kepler did, TESS will look at closer stars over 85 per cent of the sky. It is optimised to observe smaller, cooler stars that emit mostly red light.
“90 per cent of the stars in the Milky Way emit in those red wavelengths, and then seem to have more planets than stars like the sun, especially smaller Earth-sized planets,” says Ricker. “Nature’s really saying, ‘look here, look here’ and that’s exactly what we’re going to do.”
Because those stars are so nearby and rich with planets, they will be ideal targets for the James Webb Space Telescope (JWST), due to launch in 2020. JWST will examine exoplanet atmospheres for signatures of life, which is only possible when their stars are relatively close.

Isro will on Thursday launch a navigation satellite IRNSS-1I, the 8th such satellite to be a part of NavIC navigation satellite constellation, from Sriharikota.

The Indian Space Research Organisation (Isro) will on Thursday launch a navigation satellite, the eighth such satellite to be a part of a constellation, from Sriharikota, the space agency said on Tuesday.
PSLV-C41/IRNSS-1I Mission is scheduled to be launched on Thursday morning at 04:04am. IRNSS-1I is expected to replace IRNSS-1A, the first of the seven navigation satellites, that was rendered ineffective after its three rubidium atomic clocks failed. The seven satellites are part of the NavIC navigation satellite constellation.
The launch will be Isro’s second attempt at sending a replacement satellite. The previous mission of a PSLV carrying IRNSS-1H in August last year failed after the heat shield covering the satellite failed to separate.
“India’s Polar Satellite Launch Vehicle, in its forty-third flight (PSLV-C41) in XL configuration will launch IRNSS-1I Satellite from First Launch Pad (FLP) of SDSC (Satish Dhawan Space Centre), Sriharikota,” the Isro said.
The IRNSS-1I mission will take place two weeks after the space agency launched GSAT-6A on board GSLV Mk-II. Though the rocket placed GSAT-6A in orbit, Isro lost communication with the satellite. (Source: Livemint)

Indian Space Research Organisation’s Chandrayaan-2 mission, which was "originally scheduled for the April 23" will now be launched in the "first week of October".Explaining the reason for postponing the lunar mission, Isro chairman Dr K Sivantold TOI, "Our panel of eminent space scientists comprising former Isro chairmen, top space experts and IIT professors has praised our preparations for the Chandrayaan-2 mission. However, keeping in mind the complexities involved in the mission as for the first time Isro is experimenting with a orbiter, a rover and a lander, the panel recommended postponing the launch till we complete all tests and are confident of a perfect mission."
Dr Sivan said, "The original targeted date for the launch was kept on April 23. However, as the ongoing tests for the lunar mission will take 20 more days, the April 23rd date could not be met. Therefore the panel decided to defer the launch. Unlike, other satellite launches where Isro could easily defer the launch by a day or two to get a perfect mission, Isro can’t do the same in this mission. This is because the ideal date for the moon launch comes only once in a month. If we skip that date of the month, we have to plan the launch next month. After skipping the April date, if Isro launches the mission in the months from May to September, we won’t be able to utilise the full lunar day (14 Earth days) for experiments on the moon because of eclipses and other reasons. Therefore, Isro will launch the mission in the first week of October."
The Rs 800-crore Chandrayaan-2 mission is a totally indigenous mission. Once the GSLV-F10 put the spacecraft in the 170 km x 20,000 km elliptical orbit, the orbiter would be manoeuvred towards the 100-km lunar orbit by firing thrusters and then the lander housing the rover will separate from the orbiter. After a controlled descent, the lander will soft-land near the south pole of the lunar surface and deploy the rover.
During the 14 Earth days, the six-wheeled rover will have the power to move around 100-200 metre. The instruments, including a high-intensity camera, on the rover will observe the lunar surface and take images of the moon. It will send back data to the Earth via the orbiter within 15 minutes that will be useful for analysis of the lunar soil. Payloads of the 3,290kg Chandrayaan-2 spacecraft will collect scientific information on lunar topography, mineralogy, elemental abundance, lunar exosphere and signatures of hydroxyl and water-ice.
Soft-landing on the lunar surface is the most challenging part of the mission. Till now, only the US, Russia and China have been able to soft-land spacecraft on the lunar surface.
Gsat-6A launch on March 29: With the Chandrayaan-2 mission launch deferred, Isro is currently focusing on the launch of its communication satellite Gsat-6A by GSLV-F08 rocket on March 29. Gsat-6A, with a life span of 10 years, is a high-powered S-band communication satellite weighing 2,140 kg that will provide a platform for developing technologies that will be useful for satellite-based mobile communication.(Source: The Times of India).

Isro's Vikram Sarabhai Space Centre has developed the technology to produce space grade Li-ion cell and demonstrated its performance under various testing conditions.

The Indian Space Research Organisation (Isro) has entered into a technology transfer agreement (TTA) with Bharat Heavy Electricals Limited (BHEL) under which it will pass on the technology for the manufacture of space grade Li-Ion cells.
The TTA was signed at Isro Headquarters in Bengaluru on March 22 in the presence of Isro Chairman K Sivan and BHEL Chairman & Managing Director Atul Sobti.Isro uses Li-Ion batteries as a power source for satellite to launch vehicle applications due to their high energy density, reliability and long cycle life.
Isro’s Vikram Sarabhai Space Centre (VSSC) in Thiruvananthapuram has successfully developed the technology to produce space grade Li-ion cell and demonstrated the performance of the cell under various testing conditions, establishing its cycle life characteristics in an accelerated mode. These cells are currently being used for various satellite and launch vehicle applications.This Li-ion cell technology transfer will enable BHEL to produce space grade Li-Ion cells to help meet the country’s space programme requirements.
This technology can also be adopted to cater to the Li-Ion cell requirement for other national needs.
GSAT-6A launch on March 29
Isro is gearing up to launch the GSAT-6A, a high-power S-band communication satellite on March 29.The satellite, with a life span of around 10 years, will be put into orbit by Indian rocket Geosynchronous Satellite Launch Vehicle (GSLV-F08), said Isro.
The rocket is expected to take off from the second launch pad at Sriharikota rocket port in Andhra Pradesh at 4.56 p.m on March 29.Isro said the GSAT-6A satellite was similar to GSAT-6.
The satellite would provide a platform for developing technologies like demonstration of 6m S-Band Unfurlable Antenna, handheld ground terminals and network management techniques. These are useful in satellite-based mobile communication applications.GSAT-6A would be followed by the launch of navigation satellite next financial year.In the Union Budget for 2018-19, the Department of Space has been tasked with preparing three earth observation spacecraft ready for launch; four Polar Satellite Launch Vehicle (PSLV) flights, besides one GSLV MkII and Mk III each.
