Why Russia’s Best Nuclear Submarines are Sailing for India.

History:

A somewhat unusual arrangement, India’s willingness to lease—rather than procure or import outright— submarine technology from Russia has clear precedent in recent history. In 1986, the Soviet Union became the first state to lease a nuclear submarine.

In an attempt to cultivate the Sino-Soviet defence relationship, the Kremlin inked a deal with New Delhi for the 10-year lease of a Charlie-class nuclear cruise missile submarine. The transfer was accompanied by a myriad of Soviet-imposed restrictions: the K-43 submarine, which entered service in the Indian Navy as the INS Chakra, was subject to frequent Soviet inspections and maintenance sessions, could not be loaded with certain types of weapons, and was severely restricted for purposes of offensive wartime operations. Further still, the contract stipulated that parts of the INS Chakra were to be manned entirely by Soviet crews; Indian servicemen were reportedly denied access to the reactor. Partially due to these restrictions, New Delhi opted to terminate the lease agreement. The INS Chakra was returned to the Soviet Union in 1990 and decommissioned one year later.

The K-43 contract disintegrated, in no small part, because the Soviets’ onerous terms ignored the reasons why India was interested in renting the K-43 in the first place. Namely, the INS Chakra was meant to provide the Indian Navy with the crucial experience of maintaining and operating a nuclear submarine as if it were their own. Secondly, the Indian Navy-- which has long planned on making the leap into domestically produced nuclear attack submarine production-- sought access to Soviet nuclear reactor designs. With the former greatly curtailed and the latter denied outright, New Delhi lost all interest.

A Partnership Rebooted:

The Putin administration, in 2008, negotiated the lease of another nuclear attack submarine, this time the K-152 from the Akula-class. Under the $900 million lease agreement, Indian engineers and sailors travelled to Russia to receive training on how to operate and service the submarine. The K-152, commissioned as the INS Chakra-II, was partly meant to check Chinese expansion in the Indian Ocean. Despite significant operational differences between the submarines (one is an attack sub, and the other a ballistic missile submarine), the Indian navy used Chakra-II to prepare its submarine crews for the introduction of its nuclear-powered Arihant-class submarine line in 2016. New Delhi was apparently much more interested in renting a submarine from Russia’s new Yasen cruise missile submarine line, but there were none available-- other than the older Severodvinsk, all of the new Yasen-M submarines remain in various stages of testing and construction.

With the Chakra II lease set to expire in several years, India has rented yet another Akula-class vessel. Dubbed the Chakra III, the Akula submarine will be transferred to India by 2025 as part of a $3 billion contract. According to an Indian official, the deal includes the refurbishment of the submarine with Indian sensors and communications components. From what little has been publicly revealed, it appears that this latest contract imposes few restrictions on what the Indian navy is allowed to do with the Chakra-III.

Though its primary purpose is likely as a testbed to facilitate India’s plans to indigenously produce six nuclear attack submarines, it remains to be seen if the Chakra-III will become embroiled in the ongoing Sino-Indian tensions in the Indian Ocean and the South China Sea. US imposes sanctions on Turkey over Russia weapons.

The US has issued sanctions against its fellow Nato ally Turkey over its deployment of a Russian-made missile defence system acquired last year.

The US says Russia's S-400 surface-to-air missile system is incompatible with Nato technology and a threat to the Euro-Atlantic alliance.

The sanctions announced by the state department on Monday target Turkey's weapons procurement sector.

The move was swiftly condemned by officials in Turkey and Russia.

The US had already kicked Turkey out of its F-35 fighter jet programme over the purchase of the Russian-made missile system.

What is the US objecting to?

"The United States made clear to Turkey at the highest levels and on numerous occasions that its purchase of the S-400 system would endanger the security of US military technology and personnel and provide substantial funds to Russia's defense sector, as well as Russian access to the Turkish armed forces and defense industry," US Secretary of State Mike Pompeo said in a statement.

"Turkey nevertheless decided to move ahead with the procurement and testing of the S-400, despite the availability of alternative, Nato-interoperable systems to meet its defense requirements," he continued.

"I urge Turkey to resolve the S-400 problem immediately in co-ordination with the United States," he said. "Turkey is a valued ally and an important regional security partner for the United States, and we seek to continue our decades-long history of productive defense-sector co-operation by removing the obstacle of Turkey's S-400 possession as soon as possible."

The sanctions target Turkey's Defence Industries Directorate president Ismail Demir, and three other employees.

They include a ban on US export licences, as well a freeze on any assets that are in US jurisdictions.

What does Turkey say?

Turkey's foreign ministry urged the US "to reconsider this unfair decision as announced today", adding that Turkey "stands ready to address this issue through dialogue and diplomacy in conformity with the spirit of alliance".

The ministry warned that US sanctions "will inevitably negatively impact our relations, and (Turkey) will retaliate in a manner and time it sees appropriate".

Ankara argues that the Russian system was purchased after the US refused to sell US-made Patriot missiles. Turkish officials point to the fact that Greece - another Nato ally - has their own S-300, although that was not purchased directly from Russia.

Russia's Foreign Minister Sergei Lavrov also condemned the US decision as "another manifestation of an arrogant attitude towards international law.

"A manifestation of illegitimate, unilateral coercive measures that the United States has been using for many years, already decades, left and right," Mr Lavrov continued.

How important is Turkey?

Turkey has the second-largest army in Nato, a 30-member military alliance.

It is one of the US's key allies, and is located in a strategic position, sharing borders with Syria, Iraq and Iran.

It has also played an important role in the Syria conflict, providing arms and military support to some rebel groups.

However, it has seen relations deteriorate with some Nato members and the EU, who have accused Mr Erdogan of adopting an increasingly authoritarian style following a failed coup in 2016.

Prime Minister Narendra Modi on Thursday said India will walk shoulder-to-shoulder with Russia in its development of the Far East region and announced a USD 1 billion line of credit for the development of the resource-rich region.

Addressing the plenary session of the 5th Eastern Economic Forum here, prime minister Modi said the friendship between India and Russia was not restricted to governmental interactions in capital cities but is about people and close business relations.
Modi, in the presence of Russian President Vladimir Putin, also unveiled the “Act Far East” policy to boost India’s engagement with Russia’s Far East region.
“For the development of the Far East, India will give a line of credit worth USD 1 billion. My govt has actively engaged in East Asia as part of its ‘Act East’ policy. This will also give a new dimension to our economic diplomacy,” he said.
Modi, who arrived in Russia on a two-day visit on Wednesday, is the first Indian prime minister to visit the Russian Far East Region.
He arrived here to participate in the 20th India-Russia annual summit with President Putin and the fifth meeting of the Eastern Economic Forum (EEF).
The forum focuses on the development of business and investment opportunities in the Russian Far East Region and presents enormous potential for developing close and mutually beneficial cooperation between India and Russia in the region.

India, Russia to ink $3 billion nuclear submarine deal this week.

India is set to sign a $3-billion deal with Russia this week to lease another nuclear attack submarine that will be customised and fitted with indigenous communications systems and sensors.

The deal for the Akula class submarine — dubbed Chakra III after the first two similar vessels India obtained from Russia — will be the biggest signed with Moscow since the $5.5-billion contract for the S-400 air defence system was finalised last year.
Sources told ET that the intergovernmental agreement for the submarine lease is likely to be inked on March 7 and that the vessel will be ready by 2025 after an extensive building programme on mothballed hulls at a Russian shipyard.
CHAKRA II LEASE MAY BE EXTENDED:
The Chakra III will be in service for at least 10 years and will replace the Chakra II that was obtained under similar conditions in 2012. It is believed that the lease of the Chakra II, which is to expire in 2022, could be extended for a fiveyear period till the new vessel gets built and tested.
Operating a nuclear attack submarine or SSN — it’s powered by a nuclear reactor but armed with conventional weapons — gives India significant strike capability in the region. These vessels can remain underwater for months, making them almost impossible to detect and are a big deterrence for enemy vessels in the region.
While the mothballed nuclear submarine had been shipped to the Russian port town of Severodvinsk in 2014, sources said that it will be akin to a new vessel once ready, given the extent of work required to make it operational.
The work requires a complete build-up and activation of the nuclear reactor that powers it and the fitment of a large number of unspecified Indian original systems for communication and domain area awareness.
Indian personnel involved in the project are likely to get significant expertise on working on such submarines that will come in handy for the indigenous nuclear attack submarine programme that has been approved. Design work on a new class of Indian SSNs has commenced but there is no clarity about when it will be completed. The build process started at a domestic shipyard.
Talks on the Chakra III lease have been on since 2013 but were given a boost in 2015 when both sides initiated technical and price discussions to specify what will go into the inter-governmental agreement.
This will be the third Russian nuclear submarine to be operated by India, starting from 1988 when the original INS Chakra was taken on a three-year lease. The second was inducted in 2012 after a prolonged refit that saw a time delay. The Akula submarines are considered to be next only to newer US nuclear submarines when it comes to stealth and attack capabilities. (Source:defencnenews.in)

Russia has suspended the Cold War-era Intermediate-range Nuclear Forces Treaty, President Vladimir Putin said on Saturday, after the United States announced it would withdraw from the arms control pact, accusing Moscow of violations.
Moscow's relations with the West are strained over issues including Russia's annexation of Crimea from Ukraine, allegations of meddling in the US presidential election and being behind a nerve agent attack in Britain.

The United States announced on Friday it will withdraw from the INF treaty in six months unless Moscow ends what it says are violations of the 1987 pact.
It would reconsider its withdrawal if Russia came into compliance with the agreement, which bans both nations from stationing short- and intermediate-range land-based missiles in Europe. Russia denies violating the treaty.
On Saturday, Washington said it had formally notified Russia and other treaty parties of the United States' intent and suspended its obligations under the INF.
"The American partners have declared that they suspend their participation in the deal, we suspend it as well," Putin said during a televised meeting with foreign and defence ministers.
Putin said Russia will start work on creating new missiles, including hypersonic ones, and told ministers not to initiate disarmament talks with Washington, accusing the United States of being slow to respond to such moves.
"We have repeatedly, during a number of years, and constantly raised a question about substantiative talks on the disarmament issue," Putin said. "We see that in the past few years the partners have not supported our initiatives."
The row over the treaty has drawn a strong reaction from Europe and China.
European nations fear the treaty's collapse could lead to a new arms race with possibly a new generation of US nuclear missiles stationed on the continent.
China urged the United States on Saturday to resolve its differences with Russia through dialogue.
During the meeting with Putin, Russian Foreign Minister Sergei Lavrov accused the United States of violating the INF and other arms deals, including the non-proliferation treaty.
Putin said Russia would not deploy its weapons in Europe and other regions unless the United States did so.
The U.S. State Department said in a statement on Saturday that the United States could not be restricted by the treaty while Russia violated it.
"The United States has concluded that extraordinary events related to the subject matter of the Treaty arising from Russia's continued noncompliance have jeopardized the United States' supreme interests," the statement said.

India, Russia to Finalize Logistic Support Agreement Soon.

The proposal for a logistic support agreement was made by Russia in July this year. As the defense ties between the two countries are deep and intense, it took less than five months for them to complete the draft agreement in comparison to the 2016 agreement with the US that almost a decade to be finalized.

India and Russia are set to finalize the modalities of the much anticipated logistic support agreement during the meeting of the India-Russia Intergovernmental Commission on Military and Military-Technical cooperation on Friday. Russian Defence Minister Sergei Shoigu is scheduled to arrive in New Delhi on November 12 to take part in a plenary session of the Indian-Russian Intergovernmental Commission on Military and Military-Technical cooperation. He is being accompanied by Dmitriy Shugaev, Director, Federal Service for Military-Technical Cooperation (FSMTC) of the Russian Federation.
"Russia had proposed such military logistics agreement with India in July this year. We have completed all the consultation. The two sides are expected to work on the modalities of it during the meeting," an official who did wish to be named told Sputnik.
During the 19th annual bilateral summit in October this year, the two countries had agreed to enhance military to military co-operation and to create a new division within the India-Russia Intergovernmental Commission on Military-Technical cooperation represented by a three-star officer of the Integrated Defence Staff.
"Both sides expressed satisfaction at the significant progress made on the ongoing projects of military-technical cooperation and recognized the positive shift towards joint research and joint production of military-technical equipment between the two countries," the joint statement issued after the bilateral annual summit read.
India and Russia have already signed a number of multi-billion defense deals since the annual summit in October this year. Besides the conclusion of $5.43 billion S-400 contract, the two countries also recently signed a $1.5 billion deal for four frigates equipped with BrahMos supersonic cruise missiles. India has also chosen Russia's Igla-S for the $1.5 billion contract for the supply of 5185 Very-Short-Range Air Defense system to the Indian Army.
Last week, Sputnik reported about India's intention to lease the third Akula class submarine for the Indian Navy at $3.3 billion which will come up for discussion during the meeting this week.
The two sides will also review the progress on the government-to-government agreement under which the Kalashnikov AK-series rifles will be produced at India's state-owned Ordnance Factory Board (OFB) at Trichy and the Rifle Factory at Icapore.(defencenews.in)

Russia Launches First Soyuz Rocket Since Failed Space Launch.

The satellite reached its orbit at the set time, according to the ministry.

Russia on Thursday successfully launched a Soyuz rocket for the first time since the failure of a similar rocket aborted a manned take-off to the International Space Station (ISS) on October 11.
"On Thursday at 03:15 (0015 GMT) a Soyuz-2.1B rocket was successfully launched carrying a satellite for the Russian military," the Russian defence ministry said in a statement.

The satellite reached its orbit at the set time, according to the ministry.
"This is the first launch of a rocket from the Soyuz family since the October 11 accident," Russia's space agency chief Dmitry Rogozin wrote on Twitter.
It was the third launch of a Soyuz rocket from Russia's northern Plesetsk launch pad this year, the military said.
The satellite launch had originally been planned for October 19 but was postponed after the accident that saw two astronauts make an emergency landing minutes after blast-off from Russia's Baikonur cosmodrome.
The failed launch involved an older Soyuz-FG rocket, which is "in principle the same rocket" as used in Thursday's launch but has less engine power in the third stage, space expert Konstantin Kreidenko told AFP.
Russia will switch to the Soyuz-2.1 series for launches to the ISS by 2020, replacing the Soyuz-FG, which has been in use for 20 years, Kreidenko said.
Russia's Roscosmos space agency has set up a commission to investigate the failed launch to the ISS and is set to announce its findings on October 30.
Russia has in the meanwhile suspended all Soyuz launches but this does not apply to launches by the military such as Thursday's satellite launch.

From Russia’s S-400 To Israel’s Barak-8 Missiles: How India Is Fortifying Its Defence.

Israel Aerospace Industries (IAI) on Wednesday announced that it has been awarded an additional $777-million mega contract for supply of Barak-8 missile defence system – known in India as LRSAM – for seven ships of the Indian Navy. The contract was entered with state-owned company Bharat Electronics Limited (BEL), which serves as the main contractor in the project.

Barak-8 is a long-range surface to air missile jointly developed by India’s DRDO and Israel Aerospace Industries (which subcontracted the work to Israel’s Elta Systems and Rafael Advanced Defence Systems; the latter has a JV with Indian private firm Kalyani). It is a safe carry and launch missile for ships and can be launched vertically.
Barak-8 could be crucial to the Indian Navy as China has been increasing its presence in and around the Indian Ocean. But Indian forces are no stranger to Barak-8. In 2017, India and Israel had signed a $2 billion deal for the land version of the missile system, called MRSAM, for the Indian Army and LRSAM for the Navy.
IAI then said it was the largest single contract between India and Israel. The LRSAM was to be installed on INS Vikrant and Kolkata-class destroyers of the Navy.
Israel is emerging as one of the India’s biggest suppliers of weapons, alongside the United nations and long-term partner Russia.
The Barak-8 deal follows the pact with Russia for five S-400 missile shields, which can protect India from hostile jets, bombers, drones and missiles. India is expected to deploy them along the borders with Pakistan, China, giving the army a boost in its defense against Chinese missiles.
The S-400 System can engage up to 36 targets at a time and simultaneously launch 72 missiles.

US to pull out of Intermediate-Range Nuclear Forces treaty with Russia

Trump accuses Moscow of violating Cold War-era INF treaty by deploying Novator missile

U.S. President Donald Trump confirmed that the U.S. would pull out of the Intermediate-range Nuclear Forces (INF) Treaty with Russia, a crucial Cold War-era treaty banning the development, testing and possession of short and medium range ground-launched nuclear missiles with a range of 500-5,000 km. The treaty, signed in 1987, was central to ending the arms race between the two superpowers, and protected America’s NATO allies in Europe from Soviet missile attacks.
John Bolton, Mr Trump’s National Security Advisor, is in Moscow on a visit and is expected to convey the decision to the Russians. At issue is Russia’s alleged development and deployment of the Novator 9M729 missile, also known as the SSC-8, that could strike Europe at short notice, an allegation that Russia has repeatedly denied. “Russia has violated the agreement. They’ve been violating it for many years... so we’re going to terminate the agreement. We’re going to pull out,” Mr. Trump told reporters.
Accusations of Russia violating the treaty pre-date the Trump presidency, and go back to 2008. “I don’t know why President Obama didn’t negotiate or pull out. And we’re not going to let them violate a nuclear agreement and go out and do weapons and we’re not allowed to,” said Mr. Trump.
The U.S. administration, under former President Barack Obama, raised the issue of Russia testing a ground-launched cruise missile with Russian President Vladimir Putin in 2014. The Russians denied the allegations and raised counter-allegations of the U.S. installing missile defence systems in Europe.
While the two countries failed to find a resolution using the dispute resolution mechanism in the treaty, the U.S. continued to remain party to the treaty under pressure from its European allies. Mr. Bolton, known to be a hawk, has been the driving force behind the U.S.’s decision to withdraw from the INF, The New York Times had reported on Friday, prior to Mr. Trump announcing the withdrawal. U.S. Defense Secretary James Mattis had told NATO Ministers earlier in October that the U.S. would withdraw from the INF if Russia did not roll-back its Novator missiles
A withdrawal will allow the U.S. new weapon options in the Pacific in its efforts to counter China’s growing influence. There are also concerns that the treaty’s end could mark the beginning of a new arms race between the U.S. and Russia.
Russia’s warning:
The Russian government on Sunday warned the U.S. against such a withdrawal. “If the Americans continue to act as crudely and bluntly... and unilaterally withdraw from all sorts of agreement and mechanisms from the Iran deal to the International Postal treaty, then we’ll be reduced to taking action in response, including of a military nature. But we don’t want to go that far,” said Russia’s Deputy Foreign Minister Sergei Ryabkov.

Why Russia's S-400 Is No Joke (And Why No Air Force Wants to Fight Against It)

The S-300 began development in the 1960s as a follow-up to a multitude of prior surface-to-air missile (SAM) systems. The primary missile it planned to replace is the S-75 (SA-2) missile system, which was famously used against the U-2 spy plane and deployed in Cuba and Vietnam. The missile underwent testing in the 1970s and entered service in 1978.

The S-400 is one of the most controversial missiles in the world currently. The United States has imposed economic sanctions on countries simply for buying the system, but many of the world’s powers are interested in it, with India signing deals in September 2018 and China in April 2018. But what exactly makes the S-400 such a hot ticket item in the world today? How did it evolve from the earlier S-300?
The S-300 began development in the 1960s as a follow-up to a multitude of prior surface-to-air missile (SAM) systems. The primary missile it planned to replace is the S-75 (SA-2) missile system, which was famously used against the U-2 spy plane and deployed in Cuba and Vietnam. The missile underwent testing in the 1970s and entered service in 1978.
The primary improvement of the S-300 compared to earlier systems would be the ability to be multichannel—to utilize multiple guidance beams to guide missiles to different targets simultaneously. The earlier S-25 system was also multichannel, but it was extremely heavy and only deployed in stationary mounts. The American SAM-D (which would become the MIM-104 Patriot) was the first American land-based SAM with multichannel technology; it entered service three years later in 1981.
The main customer for the new missile was the Soviet PVO or air defense forces. They adopted the first version of the S-300, the S-300PT. All “P” missiles were meant to be to be for the PVO. The S-300PT involved a towable TEL (Transporter, Erector, Launcher) and towable radar that relied on heavy trucks to reposition. The set also included a fire control system. This was good enough for relatively stationary PVO duties but was not an ideal solution.
The Soviet military looked at SAM usage in Vietnam and the Middle East and determined quicker repositioning was the key to maximizing the effectiveness of SAMs. The S-300PT took more than an hour to set up and become operational due to the towed nature of the launchers and radar. This was seen as an area that needed improvement. The original S-300PT utilized the 5V55 with a range of around 75 kilometers.
As a result, the S-300 came into the form that it is now known for: mounted on the heavy MAZ-7910 truck (though variants have been mounted on newer trucks as well in articulated platforms). The TEL, radar and fire control system were all mounted on these trucks. Additional support equipment, such as that to rectify differences between the radar and launcher height were mounted on lighter trucks. The complete system, now known as S-300PS, entered service in 1982. The slightly modified version for export is known as the S-300PMU. The PS utilized the longer 5V55R missile with a range of around 90 kilometers.
While the S-300P in both forms was under development, the S-300F for the Navy and S-300V for the Army were also in development. The S-300V was developed specifically to counter tactical ballistic missiles like the Lance and Pershing in addition to air threats.
One key feature of the S-300V system is that it has two TEL variants, a TEL with four shorter ranged (75 kilometers) 9M83 missiles and a TEL with two longer ranged (100 kilometers) 9M82 missiles. The TEL, radar, and command post sets for the S-300V are mounted on a tracked chassis (the same as the 2S7 artillery piece) for better off road mobility in contrast to the S-300PS. The S-300V was accepted into service in 1985.
Further development happened with both the V and P variants of the S-300. The S-300PM series of missiles was borne out of the desire to integrate the V’s functionality of intercepting ballistic missiles into the P series of missiles. Export versions of the S-300PM are called the S-300PMU, and one can track the more recent evolution of the S-300 in the listed capabilities of these missiles, leading up to the S-400.
Indeed, early versions of the S-400 were called S-300PMU-3, indicating a third modernization of the road-mobile version of the S-300 for air defense. When the system was first showcased at MAKS 2007, it was noted that most vehicles were externally similar to the S-300PMU-2 system.
However, advances in missile and radar technology make the ~2x advance “versus prior missile systems” likely possible in the S-400. The new radars used in the S-400 make it likely very capable versus almost all air targets.
Another key aspect of the S-400 is the ability to use four different types of missiles with different weights and capabilities, allowing the system by itself to form a large portion of a layered air defense. This makes the S-400 a more flexible system. It also can utilize missiles employed by earlier S-300 variants.
The new missiles for the S-400 predictably extend the range even further, out to 240 kilometers versus aerial targets, an incremental upgrade from the S-300PMU-1 which could go out to 150 kilometers, and the S-300PMU-2 which could go out to 200 kilometers. Newer missiles like the 40N6 can even boost the range out to 400 kilometers for the S-400.
What does this mean about the S-400? At its heart, it’s still a relatively road-mobile system designed for air-defense forces. While it represents a significant capability leap (especially compared to fielding first-gen S-300PT/PS systems) and is significantly more flexible than earlier variants of the S-300, the evolution of the S-300 into a more flexible, capable system was already going with the various sub-variants of the S-300PMU.
In contrast, the Russian Army has continued developing the S-300V into the S-300V4 and S-300VM (Antey 2500 for export), which incorporates more modern missile and radar technology to give it the increased (200 kilometers) range of the later S-300PMUs. It also adds a new TEL which has a small missile guidance radar built into the vehicle, possibly reducing the number of vehicles on the field
While the capabilities of the S-400 may appear to be a significant leap, they got there through the slow evolution of earlier S-300 missiles. Many of the advanced features, such as ballistic missile interception, interchangeable, modular missiles and multichannel engagement have been present in the system for a long time, and the S-400 just builds upon the existing strengths of the S-300 to make it an even more deadly threat.(Source:defencenews.in)

The deal was signed in New Delhi after talks between Russian President Vladimir Putin and Prime Minister Narendra Modi.
India and Russia have been discussing the purchase since 2015.
The missile system integrates a multifunction radar, autonomous detection and targeting systems, anti-aircraft missile systems, launchers, and command and a control centre. It can provide a multilayered defence given that is capable of firing three types of missiles.
The S-400 can engage many types of aerial targets such as aircraft, ballistic and cruise missiles, unmanned aerial vehicles — within the range of 400 kilometres and up to an altitude of up to 30 kilometres. It is expected to be deployed along the nearly 4,000-km-long India-China border.

What is S-400, and why does India need it? How did the deal run afoul of Washington, and what has changed since to allow its signing?.

To begin with, what is the S-400 air defence missile system?
A missile defence system is intended to act as a shield against incoming ballistic missiles. The Russian-built S-400 Triumf — identified by NATO as the SA-21 Growler — is the world’s most dangerous operationally deployed modern long-range surface-to-air missile system, and is considered much more effective than the Terminal High Altitude Area Defence system developed by the US. The S-400 is a mobile system that integrates a multifunction radar, autonomous detection and targeting systems, anti-aircraft missile systems, launchers, and a command and control centre. It can be deployed within five minutes, and is capable of firing three types of missiles to create a layered defence. It can engage all types of aerial targets including aircraft, unmanned aerial vehicles, and ballistic and cruise missiles within a range of 400 km, at an altitude up to 30 km. It can simultaneously track 100 airborne targets, including super fighters such as the US-built F-35, and engage six of them at the same time.
The S-400 was made operational in 2007, and is responsible for defending Moscow. It was deployed in Syria in 2015 to guard Russian and Syrian naval and air assets. Units have also been stationed in the Crimean peninsula.
Why does India need it?
It is important for India to have the capability to thwart missile attacks from the two likeliest quarters, Pakistan and China. Beijing signed a deal with Moscow in 2015 to buy six battalions of the S-400 system, and deliveries began in January 2018. While the Chinese acquisition has been seen as a “gamechanger” in the region, the concern for India is limited because of the system’s range. However, the S-400 can play a crucial role in case of a two-front war. In October 2015, the Defence Acquisition Council considered buying 12 units, but it was subsequently determined that five would be adequate for India’s needs. The Indian Express had reported earlier that negotiations were at an “advanced stage”, and the deal was expected to be signed before the Summit meeting between President Putin and Prime Minister Narendra Modi (October 5). Turkey and Saudi Arabia are among others negotiating for the S-400; Iraq and Qatar, too, have shown interest.
How did the US come into the picture?
In August 2017, President Donald Trump signed into law the Countering America’s Adversaries Through Sanctions Act (CAATSA), which specifically targets Russia, Iran, and North Korea. Title II of the Act seeks to punish Russia for its military intervention in Ukraine and its alleged meddling in the 2016 US Presidential elections, by taking aim at its oil and gas industry, defence and security sector, and financial institutions. Section 231 empowers the US President to impose at least five of 12 listed sanctions — enumerated in Section 235 — on persons engaged in a “significant transaction” with the Russian defence and intelligence sectors. The US State Department has notified 39 Russian entities, “significant transactions” with which could make third parties liable to sanctions. Almost all major Russian defence manufacturing and export companies/entities including Almaz-Antey Air and Space Defence Corporation JSC, the manufacturers of the S-400 system, are on the list.
So, how did India get around CAATSA?
Concerns about Russia apart, CAATSA also impacts the United States’ ties with India, and dents its image when it is trying to project India as a key partner in its Indo-Pacific strategy. Secretary of Defence James Mattis had written to members of a Senate Committee, seeking “some relief from CAATSA” for countries like India. Admiral Harry Harris, Commander of the US Pacific Command, had cited the “strategic opportunity” that India presented, and the chance “to trade in arms with India”. Over the last decade, US defence deals with India have grown from near zero to worth $15 billion, including key Indian acquisitions such as C-17 Globemaster and C-130J transport aircraft, P-8(I) maritime reconnaissance aircraft, M777 lightweight howitzers, Harpoon missiles, and Apache and Chinook helicopters. The US will likely accept India’s request for Sea Guardian drones, and American manufacturers including Lockheed Martin and Boeing are contenders for mega arms deals with India.
In July, the US communicated that it was ready to grant India (along with Indonesia and Vietnam) a waiver on the CAATSA sanctions. The waiver also conveyed the acceptance by the US that India could not be dictated on its strategic interests by a third country.
What is the state of the India-Russia defence cooperation now?
Stringent implementation of CAATSA would have impacted not just the S-400s, but also the procurement of Project 1135.6 frigates and Ka-226T helicopters, and joint ventures like Indo Russian Aviation Ltd, Multi-Role Transport Aircraft Ltd, and Brahmos Aerospace. It would have also affected purchase of spares, components, raw materials and other assistance. The bulk of India’s military equipment is of Soviet/Russian origin — including the nuclear submarine INS Chakra, the supersonic Brahmos cruise missile, MiG and Sukhoi fighters, the Il transport aircraft, the T-72 and T-90 tanks, and the Vikramaditya aircraft carrier.
In recent years, however, the relationship has appeared to cool off somewhat. Having once rested on multiple pillars from people-to-people to space, it is now one whose principal pillar is defence. Indio-Russian trade is at $10 bn, compared to Indo-US at $100 bn. Yet, India needs Russia for spare parts for its legacy defence equipment. Also, Moscow gives New Delhi technologies that the US doesn’t yet want to share, including nuclear-powered submarines. As India tries to balance its relations between an unpredictable US administration and an assertive China, it would like Russia on its side; Moscow as an ally in the UN Security Council is valuable. At the same time, Russia’s growing proximity with China, and its newfound relationship with Pakistan, makes Delhi uncomfortable.
Engagement through multilateral settings such as the SCO and the BRICS, and bilateral as well — Modi flew to Sochi for an informal summit with Putin in May this year — are signs of efforts at a robust relationship.(Source: India Today)

A highlight on the sidelines of the upcoming India-Russia bilateral summit is likely to be the gifting of three MiG-21 fighter jets to Russia. Russian President Vladimir Putin will be in New Delhi on October 4 and 5 for the annual summit with Prime Minister Narendra Modi.
“Three MiG-21s are scheduled to be handed over to Russians based on a request from their Defence Minister to our Defence Minister. They comprise one Type 75 aircraft and two Type 77 aircraft,” an official source said.
The aircraft to be gifted are in flight-worthy condition and the cost of crating and transportation will be borne by the Russians, another official said.
This will be major symbolic gesture to showcase the all-weather friendship and deep strategic partnership between India and Russia, which has been put to test in recent times due to changing geopolitical conditions.
The aircraft will get new registration numbers and may be adopted for vintage flight. However, it is not clear how the Russians intend to use them.
The MiG-21 has more of emotional value for Russia, as it has the distinction of being the most produced supersonic fighter in history. According to the website militaryfactory,com, close to 11,500 aircraft were built and operated by over 50 countries.
The MiG-21, a product of the Soviet Union, was designed by the Mikoyan-Gurevich Design Bureau in the 1950s. It made first flight in 1956 and entered service in 1959. However, Russia stopped producing the aircraft in 1985, while India continued operating the upgraded variants.
India inducted the MiG-21s in 1963 and got full technology transfer and rights to license-build the aircraft in the country. It is the first supersonic fighter aircraft of the Indian Air Force. The IAF still has about 120 MiG-21s in service which will all be phased out of service by 2021-22.(Source: The Hindu)

The Russian military has successfully conducted a test launch of a new interceptor missile for Russia’s missile defense system, the Russian Defense Ministry’s press service said on Thursday.
"At the test site of Sary-Shagan (Republic of Kazakhstan), a unit of the Air and Missile Defense of the Aerospace Forces has conducted another test launch of a new missile interceptor for Russia’s missile defense system," the ministry said in a statement, obtained by TASS.
"After a series of trials, it was confirmed that the interceptor missile’s specifications correspond to its design parameters; it successfully performed its task and hit the simulated target with the specified precision," Deputy Commander of the Air and Missile Defense of the Aerospace Forces Andrey Prikhodko was quoted as saying in the statement.
The Defense Ministry previously reported about successful trials of Russia’s new antimissile in February, April and July.
Prikhodko earlier said that its operational capabilities, including the range, accuracy and service life, "considerably surpass those of weapons operational today." The Krasnaya Zvezda newspaper of Russia’s Defense Ministry wrote that all elements of the new interceptor missile are made in Russia, and its serial production is expected to begin in the near future.

Russia on Friday tested an intercontinental ballistic missile called the RS-28 Sarmat, which the North Atlantic Treaty Organisation nicknamed “Satan 2”, CNN reported.
The missile, which was first test-fired in December 2017, was launched from the Plesetsk spaceport in northern Russia. It will replace the Soviet-built Voevoda intercontinental ballistic missile, which is approaching the end of its service life, the Sputnik news agency reported.
The RS-28 Sarmat can cross the South Pole as well as the North Pole, the shortest route between Russia and the United States, CNN reported. Russian state-run news agency TASS reported in 2016 that the missile would have a range of more than 11,000 km and its warhead would weigh 100 tonnes.
The Russian military will start producing the missile in 2020 and induct it into service by 2021, TASS reported. “The first regiment armed with this missile is to enter duty in the Uzhur-based division,” an unidentified defence official said.

Russia said today it successfully launched a hypersonic missile which President Vladimir Putin called "an ideal weapon" as he unveiled a new array of next-generation arms earlier this month.

The high-precision Kinzhal (Dagger) missile was launched from a MiG-31 supersonic interceptor jet that took off from an airfield in the South Military District in Russia's southwest, the defence ministry said.
"The launch went according to plan, the hypersonic missile hit its target," the ministry added.
The ministry released video footage showing two pilots gearing up for a flight and then running towards a jet with a large missile slung beneath its underbelly.
Set to rousing, patriotic music, the video then shows a missile detaching from the airborne plane and gliding across the dark sky, leaving a fiery trail behind.
The Kinzhal missile was one of an array of new weapons Putin unveiled in his state-of-the-nation address earlier this month, ahead of a presidential election on March 18 that he is all but guaranteed to win.
Putin said the missile flies at 10 times the speed of sound and can overcome air-defence systems.
The missile has been deployed in the Southern Military District since December 1, he added.
Deputy Prime Minister Dmitry Rogozin said on Facebook that work had also been done to modernise the "unique" MiG-31 supersonic jet that will carry the missile.
Since the start of the year, more than 250 sorties have been carried out by the aircraft to perfect the work of the missilesystems, the defence ministry said. (Source: The Economic Times).

Indian companies can now participate in construction and installation works in the "non-critical" category for the Rooppur nuclear power plant in Bangladesh, Russian atomic energy agency Rosatom said on Thursday.

The Rooppur project is the first initiative under an Indo-Russian deal to undertake atomic energy projects in third countries. This will also be the first time Indian companies will be able to participate in a nuclear power project abroad.
India is not a member of the Nuclear Suppliers Group (NSG) and hence cannot participate directly in construction of atomic power reactors.
According to Rosatom, India, Bangladesh and Russia today signed an agreement to allow Indian firms in construction and installation works in the "non-critical" category for the Rooppur nuclear power plant project in northwest Bangladesh.
The Memorandum of Understanding, signed in Moscow, sets a framework for interaction of Russian contractor, and Indian and Bangladeshi experts in the implementation of works related to the project.
The parties, in particular, will cooperate in personnel training, exchange of experience and consulting support.
Russia is constructing two nuclear reactors with a capacity of 1,200 MW each in Rooppur, which will be Bangaladesh's first nuclear power project.
"Indian companies can be involved in construction and installation works, the supply of materials and equipment of non-critical category in the interest of the project," Rosatom said in a statement.
On the Indian side, the memorandum was signed by Pankaj Saran, the Indian ambassador to Russia.
Nikolay Spassky, Rosatom's deputy director general for international relations, and S M Saiful Hoque, Bangladesh's ambassador to Moscow, signed the pact for their countries respectively.
The Russian side is building a nuclear power plant in Bangladesh on a "turnkey" basis, which means the contractor will complete the whole project and they will be liable for any problems that arise in the plant. The scope of work includes design, production and supply of equipment, construction, installation, start-up and commissioning.
"Today was a landmark event for our countries - and the industry as a whole. We are confident that this is the first step toward the formation of a new, forward-looking cooperation agenda in the region," Spassky said. (Source: Times of India)
