Water conservation: What can India learn from Israel’s expertise?.

As Israel had little water, it had to remind its people that water was a miracle.

Lately, India has begun to obsess about water. However, the sense of urgency has waned because a 19 percent deficit has eventually turned into a 1 percent surplus as far as rain is concerned. That is because India prefers to react to crises than proactively trying to avert them. When panic subsides, things invariably go back to what they were before the crises. Many have begun to forget the questions that should be asked-- how much of that rain was captured, or how much of the rain water actually went into replenishing underground reserves, or how much of the water got contaminated because of the toxins and waste it gathered on the way.
And, that is where the visit of Uri Schor, the spokesperson for the Israel Water Authority, is timely. He is in India to tell India’s water administrators that the world’s biggest water technology exhibition – held once in three years -- is to be held in Israel on November 18-21. Some of these technologies will be desperately needed in India.
He has also been trying to persuade state (and central) governments to use the tremendous knowhow his country has in this field. There is no denying that Israel has actually changed the way the world looks at water, agriculture and community dwellings.
For instance, nobody thought that the desert and that arid area that today comprise Israel would ever become inhabitable, let alone an area which would go on to export vegetables and fruits. Yet, Israel managed to show the world, and even to its own people, how it could cope with little water. This is despite the rapid increase in Israel’s population – which by itself means more water consumption – and affluence which spurred demand for more water. Even more surprisingly, the total demand for water declined.
True, agriculture enjoys the biggest share of water. But, it uses less water per tonne of output, thanks to new technologies – micro irrigation was one of them – and better water and waste management.
And, it all began because Israel has very little water (see chart on rain water). As Schor points out, Israel gets even less water than the deserts of India. He does believe that India is unbelievably fortunate to receive so much of water. Because Israel had little water, it had to remind its people that water was a miracle, a rare treasure that had to be preserved, nurtured and even created.
Schor talks of how in his country almost 50 percent of the water is manmade – through waste water treatment and recycling. Today Israel treats almost 94 percent of its waste water and recycles around 85 percent. It hopes to notch this up to 90 percent over the next five-seven years.
“Beyond $90 the costs become too high,” explains Schor. “But, today, go to Eilat, our driest of territories which gets almost no water. You will find lawns, gardens, swimming pools – all signs of decent water availability which can help build a community.”
As Schor explains, “What we do is to maximise the potential of what we get through rainfall, we try to conserve almost every bit of water we get through the rains, and we recycle all water that many countries consider waste.”
Effectively, this means that India has to first put into place rainwater collection systems. Second, it means that India also has to make sure that the water collected does not get contaminated – either because it got mixed with toxins lying on the path of its flow, or because effluents are allowed to pour into these reservoirs. These are the first steps. But, then comes the more difficult, but crucial part, of plugging leakages.

“The average leakage of water through pipes and canals is estimated at 25 percent world-wide. In India it can be as high as 40-60 percent, explains Schor. “Some leaks are in pipes that are over ground and accessible; they can be plugged easily. But there are pipes underground, under cities. So we developed technologies to identify leakages even where pipes cannot be seen. We even use satellite imagery. Then we use technologies that can repair leakages from the outside. We also developed technologies that can seal the leakages from inside pipes, even those which are underground preventing damage to roads and buildings which have been constructed over the pipes. We have measurement systems for water which is underground, and water which is supplied through taps. We have systems to reduce leakages. In Israel we have one of the lowest non-revenue water (NRW) -- less than 10 percent.”
How dependent is Israel on desalination? According to Schor, “Israel today ensures that more than 50 percent of the water that is available is man-made water. This means water that is created by us out of waste water, or through desalination. Since we do not get any rain water, we opt for desalination only to meet the gap between demand for water and the rain water plus recycled water.”
He expects his country to continue building desalination plants. Already, Israel’s technologies for desalination allow for the lowest of costs, even lower than 50 cents per cubic metre (around three paise per litre). “So if we get rain, we reduce the amount of desalinated water produced. If it does not rain, we increase our production of desal water. All our desalination processes are on a public-private partnership basis and this flexibility of production is built into the contracts.”
Thus, the focus is largely on collection, conservation and treatment and recycling of water. “Unlike some countries which offer recycled water for drinking as well (there is nothing wrong with that), we give the recycled water for agriculture and for industry. Our aim is to convert 90 percent of the waste water into recycled water, after which it gets too expensive. For human consumption, we offer a mix of fresh water from rains, ground water, and desal water.”
The other focus is to reduce water consumption. And, for this, media campaigns are of crucial significance. Schor explains that, while water pricing works, more effective is people’s understanding of how precious water is. “If people are aware about the need to conserve water, there is less resentment, and willing compliance. That is why we run campaigns which are carefully designed to achieve specific targets. In this area, we are different from product advertising, which aims at making a potential customer come in and buy the item. If the product is good, he will buy it again. The campaign is not required any more. If the product is bad, no amount of campaigning will make the product work.”
So for Israel micro (or drip) irrigation is not merely meant for farms. It is for public gardens, grass lawns, even plants grown inside the house. That explains why that country’s total water consumption has declined even as its population has grown ten-fold since 1948.

US and Israel exit Unesco, claiming bias.

The withdrawal is mainly procedural yet serves a new blow to UNESCO, co-founded by the U.S. after World War II to foster peace.

The United States and Israel officially quit the U.N.’s educational, scientific and cultural agency at the stroke of midnight, the culmination of a process triggered more than a year ago amid concerns that the organization fosters anti-Israel bias.

The withdrawal is mainly procedural yet serves a new blow to UNESCO, co-founded by the U.S. after World War II to foster peace.
The Trump administration filed its notice to withdraw in October 2017 and Israeli Prime Minister Benjamin Netanyahu followed suit.
The Paris-based organization has been denounced by its critics as a crucible for anti-Israel bias: blasted for criticizing Israel’s occupation of East Jerusalem, naming ancient Jewish sites as Palestinian heritage sites and granting full membership to Palestine in 2011.
The U.S. has demanded “fundamental reform” in the agency that is best known for its World Heritage program to protect cultural sites and traditions. UNESCO also works to improve education for girls, promote understanding of the Holocaust’s horrors, and to defend media freedom.
The withdrawals will not greatly impact UNESCO financially, since it has been dealing with a funding slash ever since 2011 when both Israel and the U.S. stopped paying dues after Palestine was voted in as a member state. Since then officials estimate that the U.S. — which accounted for around 22 percent of the total budget — has accrued $600 million in unpaid dues, which was one of the reasons for President Donald Trump’s decision to withdraw. Israel owes an estimated $10 million.
UNESCO Director General Audrey Azoulay took up her post just after Trump announced the pullout. Azoulay, who has Jewish and Moroccan heritage, has presided over the launch of a Holocaust education website and the U.N.’s first educational guidelines on fighting anti-Semitism — initiatives that might be seen as responding to U.S. and Israeli concerns.
Officials say that many of the reasons the U.S. cited for withdrawal do not apply anymore, noting that since then, all 12 texts on the Middle East passed at UNESCO have been consensual among Israel and Arab member states.
In April of this year, Israel’s ambassador to UNESCO said the mood was “like a wedding” after member nations signed off on a rare compromise resolution on “Occupied Palestine,” and UNESCO diplomats hailed a possible breakthrough on longstanding Israeli-Arab tensions.
The document was still quite critical of Israel, however, and the efforts weren’t enough to encourage the U.S. and Israel to reconsider their decision to quit.
In recent years, Israel has been infuriated by repeated resolutions that ignore and diminish its historical connection to the Holy Land and that have named ancient Jewish sites as Palestinian heritage sites.
The State Department couldn’t comment because of the U.S. government shutdown. Earlier, the department told UNESCO officials the U.S. intends to stay engaged at UNESCO as a non-member “observer state” on “non-politicized” issues, including the protection of World Heritage sites, advocating for press freedoms and promoting scientific collaboration and education.
The U.S. could potentially seek that status during UNESCO Executive Board meetings in April.
The United States has pulled out of UNESCO before. The Reagan administration did so in 1984 because it viewed the agency as mismanaged, corrupt and used to advance Soviet interests. The U.S. rejoined in 2003.(Source: Livemint)

From Russia’s S-400 To Israel’s Barak-8 Missiles: How India Is Fortifying Its Defence.

Israel Aerospace Industries (IAI) on Wednesday announced that it has been awarded an additional $777-million mega contract for supply of Barak-8 missile defence system – known in India as LRSAM – for seven ships of the Indian Navy. The contract was entered with state-owned company Bharat Electronics Limited (BEL), which serves as the main contractor in the project.

Barak-8 is a long-range surface to air missile jointly developed by India’s DRDO and Israel Aerospace Industries (which subcontracted the work to Israel’s Elta Systems and Rafael Advanced Defence Systems; the latter has a JV with Indian private firm Kalyani). It is a safe carry and launch missile for ships and can be launched vertically.
Barak-8 could be crucial to the Indian Navy as China has been increasing its presence in and around the Indian Ocean. But Indian forces are no stranger to Barak-8. In 2017, India and Israel had signed a $2 billion deal for the land version of the missile system, called MRSAM, for the Indian Army and LRSAM for the Navy.
IAI then said it was the largest single contract between India and Israel. The LRSAM was to be installed on INS Vikrant and Kolkata-class destroyers of the Navy.
Israel is emerging as one of the India’s biggest suppliers of weapons, alongside the United nations and long-term partner Russia.
The Barak-8 deal follows the pact with Russia for five S-400 missile shields, which can protect India from hostile jets, bombers, drones and missiles. India is expected to deploy them along the borders with Pakistan, China, giving the army a boost in its defense against Chinese missiles.
The S-400 System can engage up to 36 targets at a time and simultaneously launch 72 missiles.

India, Israel bilateral talks may give wing to the stuck aircraft deal

AWACS aircraft deal has been stuck for a over a year due to Israel quoting higher price than the permissible level.

India and Israel are likely to discuss the deal to supply two new Airborne Early Warning and Control Systems (AWACS) 'eyes in the sky', worth Rs 7,000 crore. The deal has been stuck for over a year now due to steep price hike.

Israel's Prime Minister Benjamin Netanyahu is visiting India on January 13, 2018.In the previous deal signed in 2003-04, India had acquired three AWACS systems in which the Russian Ilyushin-76 aircraft were equipped with Israel-made sophisticated radars at the cost of $1.1 billion (over Rs 7,035 crore) to carry out surveillance of enemy aircraft, drones and cruise missiles at ranges up to 400-500 km inside their territory.

"The price of the two new AWACS has been quoted to be over USD 1.25 billion (Rs 8,000 crore) by the vendors as they have asked for much more compared to the cost of the three planes bought earlier. It cannot be agreed to, and that is why the programme has been stalled," senior government sources told Mail Today.

"The main reason behind the steep jump in the price is the almost three-fold increase in the price of the IL-76 planes, on which the radars have to be mounted. The Israelis have also hiked their price much more than what is permitted due to inflation," official added.

The deal is now expected to be discussed during the meeting of the two Prime Ministers.On several past occasions, the issue of acquiring AWACs has been coming up at meeting of Defence Acquisition Council (DAC), which is the apex body of the Defence ministry, to acquire new weapon systems for the armed forces.

With the deal stuck, both Pakistan and China have worked closely to get an edge over India in terms of the surveillance equipment as Beijing has more than 20 of such AWACS planes, both new and old.

Pakistan acquired four AEWC surveillance aircraft four to five years ago from Sweden, and has also started taking the Chinese AWACS planes in its force.

India also decided to develop its own AWACS as the DAC has given clearance to a proposal to acquire two Airbus-330 planes and build an AWACS, which can provide 360-degree surveillance like the Israeli radar.

The project would start with two planes, which are likely to take five to six years to be completed, and once successful, the DRDO would take sanction for six more aircrafts.The trials of DRDO developed Airborne Early Warning and Control (AEWC) aircraft is nearing its completion in Bhatinda.

These are smaller in size and have 240-degree coverage. After undergoing trials, they would be used for operational flying by the services.

The Air Force needs 15 AWACS and smaller AEWC planes with radars of different capabilities.
