India, China to benefit most from climate policy, reduced emissions: Study.

Strongest potential near-term health benefits are in China and India, which face among the highest death rates from air pollution India and China, which face the highest burden of death from air pollution, will reap the biggest health benefits of a robust climate policy aimed at reducing carbon emissions, a study has found.

Researchers from the University of Vermont in the US and colleagues found that the price tag for cutting global emissions may seem expensive, until the human toll of deaths from air pollution and climate change are factored in.
The study, published in the journal Nature Communications, found that immediate, dramatic cuts in carbon emissions -- aggressive enough to meet the Paris Climate Agreement -- are economically sound if human health benefits are factored in.
"Reducing greenhouse gas emissions will also reduce deaths from air pollution in communities near the emissions reductions," said Mark Budolfson from the University of Vermont.
"These health 'co-benefits' of climate change policy are widely believed to be important, but until now have not been fully incorporated in global economic analyses of how much the world should invest in climate action," said Budolfson.
By factoring in these additional co-benefits and co-harms, the researchers identified a climate policy that would bring immediate net benefits globally, both in health and economic terms.
The strongest potential near-term health benefits are in China and India, which face among the highest death rates from air pollution, researchers said.
By adding air pollution to global climate models, Budolfson and colleagues found that economically, the optimal climate policy would be more aggressive than previously thought, and would produce immediate net benefits globally.
The health benefits alone could reach trillions of dollars in value annually, depending on air quality policies that nations adopt, to help offset climate investments, researchers said.
"We show the climate conversation doesn't need to be about the current generation investing in the further future," said Budolfson.
"By making smart investments in climate action, we can save lives now through improved air quality and health," he said.
The team's work builds on the RICE climate model, which was developed by Nobel laureate William Nordhaus.
Researchers considered the costs and benefits of air pollutant emissions, which produce aerosols.
Aerosols have never been fully incorporated into this type of modelling, and are important for two reasons.
Aerosol pollution worsens human health, but aerosols also act to cool the earth, counterbalancing some of the warming generated by greenhouse gases.
"Some developing regions have been understandably reluctant to invest their limited resources in reducing emissions," said Noah Scovronick from Emory University in the US.
"This and other studies demonstrate that many of these same regions are likely to gain most of the health co-benefits, which may add incentive for them to adopt stronger climate policies," Scovronick said.
The researchers find that the dramatic efforts needed to meet the Paris Agreement targets of limiting global temperature rise to two degrees Celsius is economically defensible.
This is because the health benefits resulting from air pollution reductions can offset the near-term costs.
Prior economic studies on this issue did not support such a strict climate target.
"The climate problem has several features that make it particularly difficult to solve," said Marc Fleurbaey of Princeton University in the US. (Source: The Business Standard)

India is set to get another 'eye in the sky' as Indian Space Research Organisation (Isro) will launch its latest radar imaging satellite (Risat-2BR1) from Sriharikota in Andhra Pradesh on May 22.

Risat-2BR1 is much more advanced than the previous Risat-series satellite. "Its launch is due on May 22. Though the new satellite looks same as the old one from outside, its configuration is different from the earlier one launched. The new satellite, therefore, has enhanced surveillance and imaging capabilities," a source in Isro told TOI. Risat's X-band synethic aperture radar (SAR) possesses day-night as well as all-weather monitoring capability. The radar can even penetrate clouds and zoom up to a resolution of 1 metre (means it can distinguish between two objects separated by 1 m distance).
"The Risat satellite can take images of a building or an object on the earth at least 2 to 3 times a day," the source said. Therefore, it can help keep an eye on the activities of jihadi terror camps in Pakistan-occupied Kashmir (PoK) and infiltrators at terror launchpads along the LoC.
The new imaging satellite will boost all-weather surveillance capabilities of Indian security forces and will help detect any potential threat around the Indian borders. As the satellite can also track hostile ships at sea, it can be used to keep a hawk-eye on Chinese naval vessels in the Indian Ocean and Pakistani warships in the Arabian Sea. The images from old Risat-series satellites were earlier used to plan the surgical strike in 2016 and the air strike on a Jaish camp in Pakistan's Balakot this year. Risat also enhanced Isro's capability for disaster management applications.
After the 26/11 terror attacks in Mumbai in 2008, Risat-2 satellite programme took priority over Risat-1 because of the advanced radar system, manufactured in Israel, and was launched in April 20, 2009 to boost surveillance capabilities of security forces. From 536km altitude, the satellite monitors Indian borders 24x7 and helps security agencies keep an eye on infiltrators.
The synethic aperture radar uses the motion of the radar antenna over a target region to provide finer spatial resolution than conventional beam-scanning radars. The distance the SAR satellite travels over a target in the time taken for the radar pulses to return to the antenna creates the large synthetic antenna aperture.
Typically, the larger the aperture, the higher the image resolution will be, regardless of whether the aperture is physical (a large antenna) or synthetic (a moving antenna) - this allows SAR to create high-resolution images with comparatively small physical antennas.(Source: Livemint)

It calls for immediate changes in the way the world eats, gets its energy and handles its waste.

A quarter of all premature deaths and diseases worldwide are due to manmade pollution and environmental damage, the United Nations said on Wednesday in a landmark report on the planet’s parlous state.
Deadly emissions, chemicals polluting drinking water, and the accelerating destruction of ecosystems crucial to the livelihoods of billions of people are driving a worldwide epidemic that hampers the global economy, it warned.
The Global Environment Outlook (GEO) — a report six years in the making compiled by 250 scientists from 70 nations — depicts a growing chasm between rich and poor countries as rampant overconsumption, pollution and food waste in the developed world leads to hunger, poverty and disease elsewhere.
As greenhouse gas emissions continue to rise amid a preponderance of droughts, floods and superstorms made worse by climbing sea levels, there is a growing political consensus that climate change poses a future risk to billions.
But the health impacts of pollution, deforestation and the mechanised food-chain are less well understood.
Nor is there any international agreement for the environment close to covering what the 2015 Paris accord does for climate.
Health emergencies
The GEO compiles a litany of pollution-related health emergencies.
It said that poor environmental conditions “cause approximately 25% of global disease and mortality” -- around 9 million deaths in 2015 alone.
Lacking access to clean drinking supplies, 1.4 million people die each year from preventable diseases such as diarrhoea and parasites linked to pathogen-riddled water and poor sanitation.

Chemicals pumped into the seas cause “potentially multi-generational” adverse health effects, and land degradation through mega-farming and deforestation occurs in areas of Earth home to 3.2 billion people.
The report says air pollution causes 6-7 million early deaths annually.
The report called for a root-and-branch detoxifying of human behaviour while insisting that the situation is not unassailable.
Food waste for instance, which accounts for 9% of global greenhouse gas emissions, could be slashed. The world currently throws away a third of all food produced. In richer nations, 56% goes to waste.
It also called for a rapid drawdown in greenhouse gas emissions and pesticide use to improve air and water quality. (Source: The Hindu)

India, US Agree To Build 6 American Nuclear Power Plants In India.

The United States and India on Wednesday agreed to strengthen security and civil nuclear cooperation, including building six U.S. nuclear power plants in India, the two countries said in a joint statement.

The agreement came after two days of talks in Washington. The United States under President Donald Trump has been looking to sell more energy products to India, the world's third-biggest buyer of oil.

The talks involved Indian Foreign Secretary Vijay Gokhale and Andrea Thompson, the US undersecretary of state for arms control and international security.
"They committed to strengthen bilateral security and civil nuclear cooperation, including the establishment of six U.S. nuclear power plants in India," the joint statement said.
It gave no further details of the nuclear plant project.
The two countries have been discussing the supply of US nuclear reactors to energy-hungry India for more than a decade, but a longstanding obstacle has been the need to bring Indian liability rules in-line with international norms, which require the costs of any accident to be channelled to the operator rather than the maker of a nuclear power station.
Pittsburgh-based Westinghouse has been negotiating to build reactors in India for years, but progress has been slow, partly because of India's nuclear liability legislation, and the project was thrown into doubt when Westinghouse filed for bankruptcy in 2017 after cost overruns on U.S. reactors.
Canada's Brookfield Asset Management bought Westinghouse from Toshiba in August 2018. Last April Westinghouse received strong support from US Energy Secretary Rick Perry for its India project, which envisaged the building of six AP1000 reactors in the state of Andhra Pradesh.
The agreement to build the reactors, announced in 2016, followed on from a US-India civil nuclear agreement signed in 2008.
India plans to triple its nuclear capacity by 2024 to wean Asia's third-largest economy off polluting fossil fuels.
Last October, India and Russia signed a pact to build six more nuclear reactors at a new site in India following summit talks between their leaders in New Delhi. (Source:defencenews.in)

Amid noisy protests over the Rafale deal and Cauvery issue, the Lok Sabha on Monday passed a bill seeking to empower the transgender community by providing them a separate identity.

he Transgender Persons (Protection of Rights) Bill, 2016, seeking to define transgenders and prohibit discrimination against them, was introduced in the Lok Sabha two years ago. It was passed with 27 amendments.
Amid din, five members, including Kakoli Ghosh Dastidar (All India Trinamool Congress) and Badaruddoza Khan (CPI-M), participated in the debate, questioning the provisions of the legislation.
The amendments moved by the government, along with some others moved by opposition members, were considered.
Dastidar said the Bill was hastily drafted and the different clauses mentioned in it were totally inconclusive.
“First we have to define what transgender means....This Bill has to be returned,” she said, adding that a properly drafted Bill had to be tabled.
In the midst of the uproar, Parliamentary Affairs Minister Narendra Singh Tomar said the government was ready was any kind of discussion.
Union Social Justice and Empowerment Minister Thawar Chand Gehlot said that the Bill was sent to standing committee and the government has accepted 27 amendments.
Khan said that the definition of the transgender mentioned in the Bill was not clear.
Earlier, seeking passage of the bill, Social Justice and Empowerment Minister Thawar Chand Gehlot said the bill was complete and there was no need for more discussion. He said the objectives of the bill includes protecting interests of transgenders, defining of the term ‘transgender’, to give them recognition and setting up of a national transgender council.
“A long discussion has taken place on this issue. It has also gone to the parliamentary standing committee. We have included several of their suggestions,” he said.
Initiating the debate on the bill, Congress member Shashi Tharoor said the bill was “flawed” and the minister should withdraw it. “Defer consideration of the Bill as it needs serious discussion. I request the minister to withdraw the Bill,” he said.
“We need to recognise transgenders’ identity” as it goes beyond male and female, Tharoor said, adding the government has “blindly” borrowed the definition of transgenders. “The Bill also fails to define discrimination against transgenders,” and there is a need to redraft certain clauses, he said.
B. Mahtab (BJD) said there was no clarity on the term “self perceived gender identity” and “how it will be enforced”. He said the definition of transgenders was not complete and that other terms such as transmen and transwomen were not defined. Mahtab added that there were several laws in the country and it was not clear how these laws including the Companies Act would be applied to transgenders.
“Adequate attention has not been given in drafting this Bill,” he maintained, adding the government itself has moved 27 amendments.
Supriya Sule (NCP) said a transgender commission at the national level was not enough. “We are asking for a welfare board for transgenders. They need equal rights,” she said, demanding a helpline number for the community. (Source: The Hindu)

The Kaiga Atomic Power Station in Uttara Kannada district of Karnataka has achieved a historic feat. The Unit 1 of the plant, run by the Nuclear Power Corporation of India Limited, has the best record of continuous operation among Pressurised Heavy Water Reactors (PHWR) and second among all nuclear power stations across the globe. The announcement was made by state-owned Bharat Heavy Electricals LImited which provided the hardware of steam turbine generator for the utility unit.
BHEL, in a statement on Tuesday, said that the unit had been functional since May 13, 2016, and crossed the record of 894 days held by Pickering Nuclear Generating Station (PNGS) in Canada. The unit 1 is an indigenous PHWR and is also fuelled by domestic fuel. Earlier in June, the same unit had set a new record of operating for 766 days continuously, beating Unit 5 of Rajasthan Atomic Power Station (2014). Another 28 units have surpassed the mark of running continuously for one year.
The Kaiga plant had started commercial operations in November 2000, after being commissioned in 1989 and currently supplies power not only to the state but also to neighbouring states of Telangana, Andhra Pradesh, Tamil Nadu, Kerala, and the Union Territory of Puducherry. In all, the plant set up 56 km away from Karwar, currently has four functional units generating 220 MW of power. 33% of the power generated is reserved for Karnataka.
However, the expansion of the plant adding two more units has been opposed by a section of locals and environmentalists owing to environmental and immediate health concerns.
In a study, the Tata Memorial Centre found that in the years 2010 to 2013, the number of cancer patients shot up by 300% in the vicinity of the plant. A compilation of data of 30 plants showed that while there were only 70-80 cancer patients in Karwar prior to 2010, the numbers increased to 316 during 2010-2013. The study was commissioned after the Nuclear Power Corporation of India and the state government gave in to the demands of a public pressure group to conduct population-based cancer registries.(Source:defencenews.in)

India would be the global host for a meet of stakeholders from nearly 100 countries on issues related to maternal and child health, the UNICEF has said.
The Partnership for Maternal, Newborn and Child Health forum will emphasise the importance of people-centred accountability bringing forward the voices and lived realities of women, children and adolescents through innovative programming and creative projects. The forum will be hosted by the Ministry of Health and Family Welfare in collaboration with the Partnership for Maternal, Newborn and Child Health (PMNCH) this December.
The UNICEF said on Saturday that Prime Minister Narendra Modi and former Chile President Michelle Bachelet and chair of PMNCH will deliver the keynote addresses.
Gagan Gupta, the Chief of Health at the UNICEF, told PTI that India has made significant progress in improving maternal health and reducing child mortality.
“India has performed better than rest of world in this field and the number of under-five children dying has fallen by 30 per cent since 2012, from 1.4 million to 9,89,000,” he said.
According to a new report by the United Nations Inter-agency Group for Child Mortality Estimation, under-five mortality rate in India was recorded below one million in 2017 for the first time in five years.
Mr. Gupta said the forum to be held on December 12 and 13 at Vigyan Bhawan will see participation from heads of State, ministers, popular champions, and 1,200 partners from nearly 100 countries.
“India will get an opportunity to present its success story in improving its maternal and child health at a world stage,” he said. Moreover, the forum would also bring various stakeholders on a common stage to share their ideas, he said.
This is the second time India is hosting the forum ― the first was in 2010.
Previous chapters of the forum have been held in Johannesburg in South Africa in 2014 and Dar es Salam in Tanzania in 2007.(Source: The Hindu)

Why it's so hard to detect the effect of global warming on monsoon rains

The devastating floods in the Indian state of Kerala are a stark reminder of the vulnerability of the world’s most densely populated regions to weather and climate phenomena. In addition to the tragic loss of several hundred lives, widespread floods driven by unusually high and persistent monsoon rains have severely impacted the region’s fragile infrastructure and displaced more than a million people. Only in recent days has the Indian government been able to understand the full extent of an estimated $3 billion worth of damage.
It is now typical that the aftermath of severe weather events is marked by questions about the role played by human-induced climate change. More precisely, scientists aim to provide a timely statement about the extent to which global warming has changed the likelihood of a certain weather-related hazard. The practice of attributing an event to climate change has become a regular activity and is being tackled with a growing number of methodologies.
Improvements in the computer models used to make climate predictions means that attribution information can often be made available immediately after, and sometimes even during, the event. For instance, reports declaring this summer’s heatwave across Northern Europe to be at least twice as likely as a result of climate change were circulated while many citizens continued to experience the scorching temperatures. Being able to communicate this information while the event is still firmly in the consciousness of the general public is potentially very powerful in changing the opinions of those resistant to climate action
Effects on rainfall:
News of the worsening situation in Kerala is an opportunity to consider why understanding the effect of climate change is more difficult for some events than for others. For example, the links between global warming and temperature extremes are reasonably well understood. It should come as little surprise that a warmer world will bring more severe summer heatwaves and more frequent mild winters. When it comes to rainfall, however, things are a bit more complicated.
Unlike temperature, rainfall varies hugely in space and time.
Even the most sophisticated climate models struggle to simulate physical processes such as convection and evaporation that drive rainfall activity. On top of that, global warming is not expected to change the frequency and intensity of rainfall extremes in the same way in all parts of the world.
On a global scale, an increase in the most severe rainfall events is anticipated given the atmosphere’s capacity to hold around 7% more water per °C rise in temperature, as described by the Clausius-Clapeyron relation. But when we get to the regional scale, this relationship becomes somewhat distorted by the response of rainfall to meteorological phenomena such as tropical cyclones, thunderstorms and, in the case of the Kerala event, monsoons.
So, how should an extreme rainfall event be defined? By the amount of rain that fell or by the weather patterns that caused it?
The choice to focus solely on the rainfall itself is particularly relevant for flooding events. Though accusations of poor decision-making and mismanagement of water resources are beginning to appear in the Kerala aftermath, the floods simply would not have occurred without a significant amount of rain. Few of those suffering lost homes and livelihoods are likely to care much about where the rain came from or the intricacies of the weather conditions that led to it.
But to understand as much as possible we must consider the individual responses of weather phenomena to a changing climate. Different approaches tackle the problem in different ways – and may produce conflicting results. Even in the absence of a significant trend in the highest rainfall totals, a climate change signature may still exist in the form of rising temperatures in the oceans where the moisture that fed the rainfall originated.
Disentangling these contributory factors takes time. In comparison to droughts and heatwaves, short-term hazards such as floods do not usually give us much chance to report concrete findings while the media and general public are still engaged in the event. In-depth studies may not publish their results for many months, sometimes even years after the event in question.
Many of these issues are not exclusive to extreme rainfall. The excellent US National Academies report on Attribution of Extreme Weather Events in the Context of Climate Change describes the shortcomings in our efforts to attribute a variety of extremes. But for rainfall in particular there is a discrepancy between what we understand about the general effect of global warming and our rather lesser ability to quantify the climate change fingerprint on specific events.
While this is a cause for concern, the opportunity for improvement should be the focus of our attempts to make attribution a more effective vehicle for communicating climate risk.(Source: The Business Standard)

As part of the project, Rostec subsidiary Technodinamika is carrying out installation supervision of marine hydraulic systems on the Indian Navy vessel.
The upgrade will help support and strengthen the development of military-technical cooperation between India and Russia.
The project also includes the planned commissioning and sea trials of the aircraft carrier.
“With a displacement of 44,500t, INS Vikramaditya can travel at a speed of more than 30k and is capable of carrying out operations up to a range of more than 7,000nm.”
Technodinamika chief executive officer Igor Nasenkov said: “Installation supervision of marine hydraulic systems at Vikramaditya is an important step in the upgrade of what is currently the most powerful aircraft carrier of the Indian Navy.
“The Vikramaditya project is extremely promising taking into account the long-term development program of the Indian aircraft fleet, under which by 2027 it will acquire two more ships.”
Designed as an upgraded model of the Russian Navy’s Kiev-class Admiral Gorshkov aircraft carrier, INS Vikramaditya will help replace the Indian Navy’s Centaur-class aircraft carrier INS Viraat.
The vessel is equipped with GS-1MF and GS-3 marine hydraulic systems that are used for refuelling, cleaning, and pressurisation of the hydraulic systems of aircraft and helicopters that form part of the carrier’s air-capable wing.
The 284m-long vessel was commissioned into service with the Indian Navy on 16 November 2013.
With a displacement of 44,500t, INS Vikramaditya can travel at a speed of more than 30k and is capable of carrying out operations up to a range of more than 7,000nm.
With a total of 22 decks, the carrier can accommodate the MiG-29K, Kamov 31, Kamov 28, Seaking, ALH and Chetak aircraft.(Source: Indiandefensenews.in)

Change in the UPSC exam pattern over the years

Till 2009, the UPSC prelims mainly focused on current affairs, history and geography. But from 2010 onwards, the focus shifted to science, polity, environment, history, etc.

Over the years, the UPSC civil services exam pattern has undergone a number of changes. From the change in the number of optional papers, the introduction of aptitude-based CSAT paper to an increase in the number of general studies paper and elimination of foreign languages from the language paper; the UPSC CSE exam papers, both prelims and mains, have been revised many times by the Commission since the 90s.

Let’s review some of the major changes in the last 8 years

Till 2009, the UPSC prelims mainly focused on current affairs, history and geography. But from 2010 onwards, the focus shifted to science, polity, environment, history, etc. The rough structure of the GS prelims paper before 2010 was:
— History: 20 questions
— Geography: 30 to 40 questions
— Science: 40 questions
A few questions on current affairs, that were usually repeated, were mainly related to sports, books and authors, science and technology, news specific personalities or places and others. The other sections mainly dealt with aptitude and polity. There was also a paper for an optional subject.
Back then, the question patterns were simple and predictable. Questions in the multiple-choice pattern could be easily prepared from various competitive exam magazines or current affairs books and called for the age-old “mugging-up”. However, the current UPSC prelims question paper has been greatly modified. At present, the question pattern follows a structure where the candidate needs to identify the correct answer from multiple tricky true/false statements related to the topic. For this, a candidate with a good understanding of relevant important issues and concepts has a higher chance of cracking the exam.
Like prelims, the question pattern for UPSC mains has also gone through several changes. There are no more direct questions from history and geography. Also, the subjective type, 2 marks questions are no longer a part of the question paper. The focus has now shifted to technology and science, environment, current affairs and public health. A number of questions also get repeated or re-articulated from the previous years’ question papers.

Let’s now review the changes in the question pattern year wise:

2011
The optional subject was replaced with CSAT.
2012
UPSC decided to keep the CSE mains syllabus a bit more generic in nature, leading to a change in the question pattern entirely. There were two additional papers for each exam. Similarly, 2012 pattern incorporated two papers on general studies along with one essay
In addition to this, the CSAT and GS marks were accounted for the preparation of merit list for the prelims exam.
2013
The number of optional subjects decreased from two to one.
The number of general studies paper increased from two to four. The previous two GS papers got divided into three, along with the introduction of a new paper, ‘Ethics, Integrity and Aptitude’ (Paper 4).
The total allotted marks for essay increased from 200 to 250.
There was an increase in the total number of questions and a decrease in the word limit.
2014
The number of essays increased to two. Unlike earlier, where there was one section with four optional choices, the change resulted in two sections with four optional choices.
The total number of permissible attempts for the exam was increased from four to six.
Also, the maximum permissible age limit for general candidates was increased from 30 years to 32 years
2015
Before 2015, both CSAT and GS results were accounted for merit. In 2015, only GS marks were considered for merit and CSAT was considered for qualifying exam.
2018
The 2018 notification of UPSC did not discuss any changes in the exam pattern. Instead, it discussed the vacancies and introduced a new section in their existing interview scheme.
UPSC vacancies have been observed to decrease year on year and this year recorded the lowest vacancies compared to the previous years. It announced 782 vacancies which are 198 less than last year and 511 jobs less than the best year-2014
The latest introduction in the interview scheme allows the UPSC authorities to share the details and results of the appearing candidates with other public and private recruiting agencies. The introduction is to aid any unsuccessful candidate to find a suitable job for themselves. However, the introduction also allows any candidate to opt out of this if they are not interested

Implication of the changes

Since the questions are now more direct and straightforward, candidates can now crack the exam with their intelligence, skills and smart learning techniques. The art of mugging up is no longer critical and the importance of analysis and smart learning has increased. For the current affairs section, candidates need to thoroughly revise the newspapers and other relevant general studies course material. Today’s UPSC preparation demands that the candidates not only be aware of the current affairs but also form an opinion on them.
Due to the reduced vacancies announced this year, there will be higher competition among aspiring candidates to land their dream job. This calls for a much more focused preparation strategy and an increased amount of practice to ace the exams

How to start preparation? Exam Tips For Civil Service Main Exam 2017


Keep in mind that the Main exam has descriptive type of questions. It tests the candidate’s ability on various levels. The time limit for the essay paper is set for 3 hrs. without a word limit. However for the optional paper, there are questions having specific word limit like 250 words in optional subjects and 250 words, 150 words and 20 words in general studies. It is necessary to attempt and answer these questions quickly and effectively and in minimum words. Candidates often get confused about whether to adopt the paragraph or the point style of answering questions. It would make sense to adopt a style reliant on the question asked. If the question requires you to discuss, analyze or critically examine, it would be better to answer the question in the paragraph format. If you are required to list the advantages or give reasons for/ against etc., it makes sense to pick the point format of answering. India holds about 4% of global freshwater and 16% of its population
India face the worst water crisis in its history, and 21 Indian cities will run out of groundwater by 2020, a new report from the NITI Aayog–a government think tank– said, highlighting the need for “urgent and improved” management of water resources.
With nearly 600 million Indians facing high-to-extreme water stress–where more than 40% of the annually available surface water is used every year–and about 200,000 people dying every year due to inadequate access to safe water, the situation is likely to worsen as the demand for water will exceed the supply by 2050, said the ‘Composite Water Management Index’ (CWMI) report , released on June 14, 2018.
While Indian cities are grappling for water supply, the Aayog has called for “immediate action” as growing scarcity will also hit India’s food security.
States need to start managing their groundwater and their agriculture water, said the (CWMI) report–India’s first comprehensive collection of nationwide water data.
CWMI is a step in the right direction, but NITI Aayog could have taken it a step ahead by comparing state water management practices against leading countries, according to experts. Attention could have been paid to the states’ performance in implementing existing laws against groundwater exploitation.
As we said, 21 Indian cities–including Delhi, Bengaluru, Chennai and Hyderabad–will run out of groundwater by 2020, affecting 100 million people; 40% of India’s population will have no access to drinking water by 2030, the report said.
Currently, many Indian states, including Andhra Pradesh, Chhattisgarh and Tamil Nadu, face water shortages, exacerbated by changing rainfall patterns, IndiaSpend reported on June 6, 2018.
The Economic Survey 2017-18 acknowledged India’s water crisis and explained the triggers, including rapid groundwater depletion, decline in average rainfall and increasing dry monsoon days, The Times Of India reported on June 21, 2018.
Groundwater in India depleted at 10-25 mm per year between 2002 and 2016. Average rainfall declined, from 1,050 mm in the kharif — summer cropping–season of 1970 to less than 1,000 mm in kharif 2015. Similarly, in the winter cropping, or rabi season, average rainfall declined, from Rs 150 mm in 1970 to about 100 mm in 2015. Dry days — days without rainfall — during the monsoons have increased, from ~40% to 45% in 2015.
If mitigation measures are not implemented, India faces a 6% loss in its gross domestic product (GDP) by 2050, the the NITI Aayog report said. With nearly 70% of water contaminated, India ranks 120th of 122 countries in a global water quality index, the report noted.
India holds about 4% of global freshwater and 16% of its population. Water intensive agricultural practices and growing water demand for industrial, energy production and domestic purposes are significantly stressing India’s limited water resource, said Samrat Basak, an expert on water-related issues from World Resource Institute (WRI), an advocacy.
Conceived as an annual exercise by the NITI Aayog, the index evaluates states on nine broad sectors and 28 indicators, including groundwater, irrigation, farm practices and drinking water.
Since water is a state subject, the decision-making related to the resource lies with states. “This index is an attempt to budge states and UTs towards efficient and optimal utilisation of water and recycling thereof with a sense of urgency,” Amitabh Kant, chief executive officer of NITI Aayog wrote in the report’s foreword.
14 of 24 states score below 50% on water management, food security imperiled
In 2015-16, 14 of the 24 states analysed scored below 50% on water management and have been classified as “low performers”. These states are concentrated across the populous agricultural belts of north and east India and the northeastern and Himalayan states.
Gujarat performed best with a score of 76%, followed by Madhya Pradesh (69%) and Andhra Pradesh (68%).
Seven states scored between 50-65%–including Karnataka, Maharashtra, Punjab, Tamil Nadu, Telangana, Himachal Pradesh and Tripura–and have been classified as “medium performers”.
“Water Index scores vary widely across states, but most states have achieved a score below 50% and could significantly improve their water resource management practices,” the report said.
India’s food security faces significant risks as low performers–such as Uttar Pradesh, Bihar, Rajasthan and Haryana– on the water index account for 20-30% of India’s agriculture output and are home to over 600 million people.
“Given the combination of rapidly declining groundwater levels and limited policy action (as indicated by the low Index score), this is also likely to be a significant food security risk for the country going forward,” said the report.
Low-performing states show improvement
Many water-scarce states have performed better in the Index, the report said. States with high and medium performances–Gujarat, Madhya Pradesh, Andhra Pradesh, Karnataka, Maharashtra and Telangana–have suffered from severe droughts in recent years.
In addition, 15 of the 24 states have improved their scores in 2016-17 compared to the previous year, data show.
On average, scores improved 1.8 percentage points between 2015-16 and 2016-17. Eight states gained 5 percentage points or more–despite the slow-moving nature of several indicators (such as irrigation potential utilised and area under rain-fed agriculture), said the report.
“Most gains have been led by improvements in restoration of surface water bodies, watershed development activities, and rural water supply provision,” the report said. Meghalaya, Sikkim and Tripura are among the top five states which showed most improvement, gaining more than 7.5 percentage points each—a sign of increasing water policy actions taken by these states, according to the report.
Similarly, Rajasthan, Jharkhand and Haryana–non-Himalayan states achieving best improvements–were also among the low performers in the overall performance index.
Groundwater management, sustainable water use key
Most states did well on the infrastructure-heavy themes of ‘major and medium irrigation’ and ‘watershed development’, and have also enacted policies in line with the recommendations on the ‘policy and governance’ theme.
However, they were lagging on the critical themes of ‘source augmentation’ (groundwater), ‘sustainable on-farm water use practices’ and ‘rural drinking water’.
On groundwater augmentation, 10 of the 24 states scored below 50%, highlighting the worsening situation–54% of India’s groundwater wells are declining–said the report.
Performance around groundwater augmentation can significantly improve with strengthening of groundwater regulations and strict implementation on the ground. Steps like improvement of monitoring network and continuous monitoring of groundwater level and groundwater quality, strict implementation of rain water harvesting and continuous operation and maintenance of the same will also help states manage their groundwater better, Basak said.
The Central Ground Water Board (CGWB)–a central authority to monitor and manage water groundwater resources of the country–has a network of 22,339 groundwater observation wells in India, which means one monitoring point in approximately 147 square kilometre — approximate area of Mysore, a city in Karnataka.
Further, 17 of the 24 states scored below 50% on managing ‘on-farm water’ effectively. This underperformance–given that agriculture accounts for 80% of all water use–poses significant water and food security risks for the country.
An expedited adoption of micro-irrigation techniques can significantly improve on-farm water use, experts believe.
India has the potential to bring nearly half of its net cultivated area – 140 million hectares–under micro irrigation. But so far, only 7.73 million hectares–drip Irrigation covers 3.37 mha and sprinkler irrigation covers 4.36 mha— as against the estimated potential of 69.5 mha has been covered under micro-irrigation, said Basak.
Research shows that sprinkler irrigation can use 30-40% less water, while drip can use about 40-60% less water compared to flood irrigation methods, he added.
Contrary views on composite water management index
Experts believe that CWMI is a step in the right direction but it could have gone a step further.
A comparative risk analysis and rating between participants (states) of very similar calibre and nature does not add much value for water risk mitigation and water security, said Basak. The need is to look at how the states are performing against some of the other better performing developing countries like China, he added.
CWMI is based on an administrative-boundary approach but water does not follow administrative boundary: instead it follows watershed/ catchment/ river basin boundary, Basak said.
“Therefore, it is critical to evaluate water risk and water management aspects at a watershed/ catchment/ river basin level. For example, look at how the water management indices of downstream states are getting impacted by the water management practices of upstream states and transboundary movement of water,” said Basak.

Mains Answer Writing TIPS by Kirthi Chekuri - AIR 14

My UPSC Journey
I’m Kirthi Chekuri. I am fortunate enough to have cleared UPSC with 14th rank in my third attempt (CSE-2015). My ranks in previous attempts were 440 in CSE-2013 and 512 in CSE-2014. I was preparing for the exam this time while undergoing the training in academy.
I would try to tell what worked and what didn’t work for me. I hope at least someone would benefit from lessons of mistakes that I’ve committed and how I rectified them. These inputs I’m putting across were the ones I gathered over the course of 4 years from many friends and seniors in services. Thanks to all of them 🙂
Essay
I am a consistently low performer in Essay. I got 100 marks in CSE-2013 and 86 marks in CSE-2014. I lost in my second attempt due to essay. The mistakes I committed in these attempts were not to practice essays, over looking the importance of essay, thinking content in essay would automatically give marks and ignorance of what to be and what not be included in essay.
This year I got 125 which is again not a great score but it didn’t pull my rank and my chances down drastically as it happened last year. I brainstormed on many essay topics(introductions/conclusions and flow of ideas)and discussed it with my friends and asked for criticisms.
  • We should clearly mention our stand in the essay initially after the introduction
  • The essay should cover as many dimensions as possible and should have one dominant idea per paragraph
  • The thought in the essay should be as simple as possible. Kids must be able to understand your essay. I used to make essays complicated which never gave good marks
  • Choose the essay topic you’re most comfortable with. Don’t select the essay based on the perception of most written or least written topic. All that matters is how well are you able to do justice to the topic you’ve chosen
  • Your essay should have justifications supporting your stand, also include some criticisms against your stand and end in a positive/hopeful way on how things can be bettered etc.
Prelims
All of us tend to overestimate our potential and tend to neglect prelims thinking Prelims marks wouldn’t count for the exam. Neglecting prelims can prove to be a very costly mistake. Many toppers in the list cleared prelims with a margin of 1-3 marks. One can understand that 1-2 questions in Prelims can make or break your dreams.
I cleared the Prelims in CSE-2013 by 4 marks. It was a close margin. I got very lucky. In CSE-2014 I cleared prelims with a comfortable margin. My reason for low performance in Prelims 2013 was minimal practice in Quant and playing safe in Paper-1. I knew 45 questions comfortably in paper-1 and I just guessed 10 more there by attempting just 55 questions. Luckily I cleared Prelims that year but after speaking to many successful people in Prelims, I realized it was a very dangerous strategy. In prelims, one should mark the questions in which one is 100% percent sure in the first round. In the second round, one should also try to attempt those questions in which one can eliminate two options. With this strategy, I comfortably cleared prelims in CSE 2014, but in this CSE 2015, I cleared prelims only by 3 marks (110)
Mains
In my first two attempts, my mains marks were marginally above the cut-off(10 marks) I cleared both the attempts only because of my interview. However this attempt, there is a drastic improvement in my mains marks. Here are the few changes I made in my Mains answer writing approach and I think they helped me enormously.
  • Diagrams: I drew a lot of diagrams. India and World Maps for geography or International Relations. Also I prepared diagrams for Geo from NCERT books which I thought I would replicate in case Geo questions come in Paper-1.
  • Side headings: In my first two attempts, my answer was just a flow of paragraphs/points or a mix of both. I realized the importance of side headings for an answer in this attempt. I included side headings in almost all the answers for paper-1,2 and 3 of GS. In paper-2 and paper-3, I used Way Forward as the last side heading for some of the answers.
  • Flow Charts: I drew flow charts in Paper-3. I got 113 marks in Paper-3 and I think flow charts have a role to play along with side headings. People who got good marks in paper-1 drew flowcharts for society questions
  • Breadth instead of Depth: Cover as many dimensions as possible in an answer rather than covering the issue in depth with quality analysis. UPSC prefers the no. of dimensions in an answer and I guess it penalizes an in-depth scholarly answer

Though I gathered some of these points here and there in my previous attempts, I didn’t internalize them in my preparation. I didn’t integrate them while preparing for a particular topic. This time whenever I read a topic or whenever I read a question from InsightsonIndia (I have been following answer writing challenges regularly), I give more importance to the above mentioned points- what are the side-headings I can give, how can I draw flow chart for this question, maximizing the dimensions etc. This way, I internalized this way of answer writing during my preparation for GS or Current Affairs, so I didn’t have to think afresh on the day of exam. Due to training myself well before hand, I didn’t take much time on the day of exam to draw diagrams, flow charts, side-headings etc.
One should try to attempt as many questions as you can in the GS. Unless you are absolutely clueless and can’t make an intelligent guess about what’s asked, you should not leave questions.
Please go through the question paper in first 2-3 minutes and select the questions you are good at(around 10) and attempt them first. Only then go for the other questions on which you’ll have little idea where you have to guess. In the last attempt, I started attempting questions from the beginning without going through the whole question paper and I realized I was left with all the well-known International Relations Questions in the last minute to which I couldn’t do enough justice. Do some test exams and if you’re not able to finish paper in time, you’ll have to improve speed through giving more and more tests and practicing with time limits.
