Indus Waters Treaty 1960 : Present Status of Development in India.

The Indus system comprises of main Indus River, Jhelum, Chenab, Ravi, Beas and Sutlej. The basin is mainly shared by India and Pakistan with a small share for China and Afghanistan.

Under the Indus Waters Treaty signed between India and Pakistan in 1960, all thewaters of three rivers, namely Ravi,Sutlej and Beas ( Eastern Rivers)averaging around 33 million acre feet ( MAF) were allocated to India for exclusive use.The waters of Western rivers - Indus, Jhelum, and Chenab averaging to around 135 MAF were allocated to Pakistan except for specified domestic , non-consumptive and agricultural use permitted to India as provided in the Treaty.

India has also been given the right to generate hydroelectricity through run of the river(RoR) projects on the Western Rivers which, subject to specific criteria for design and operation is unrestricted.

PRESENT STATUS OF DEVELOPMENT IN INDIA

To utilize the waters of the Eastern rivers which have been allocated to India for exclusive use, India has constructed Bhakra Dam on Satluj, Pong and Pandoh Dam on Beas and Thein (Ranjitsagar) on Ravi. These storage works, together with other works like Beas-Sutlej Link, Madhopur-Beas Link, Indira Gandhi Nahar Project etc has helped India utilize nearly entire share (95 %) of waters of Eastern rivers.However, about 2 MAF of water annually from Ravi is reported to be still flowing unutilized to Pakistan below Madhopur. To stop the flow of these waters that belong to India for its utilization in India, following steps have been taken:

1. Resumption of Construction of Shahpurkandi project: This project will help in utilizing the waters coming out from powerhouse of Thein dam to irrigate 37000 hectares of land in J&K and Punjab and generate 206 MW of power. The project was scheduled to be completed by September 2016. However, following a dispute between the state of J&K and Punjab, the work on the project had been suspended since 30.08.2014. Consequent upon agreement reached on 8 September 2018 between J&K and Punjab . The cost of the project is . 2715.70 Crore. Government of India vide order dated 19 December 2018 has approved the Central Assistance of Rs. 485.38 crore towards balance cost of works of irrigated component of the project. The construction work has now resumed by Govt of Punjab under monitoring of Govt of India.

2. Construction of Ujh multipurpose project: This project will create a storage of about 781 million cu m of water on river Ujh , a tributary of Ravi for irrigation and power generation in India itselfand provide a total irrigation benefits of 31,380 ha in Kathua, Hiranagar and Samba district of J&K apart from providing water for the district Kathua of J&K. The DPR of the project has beentechnically approved for the total estimated cost of Rs.5850 crore (July, 2017) . This project is a National Project and the Central Assistance of Rs. 4892.47 crore on works portion of irrigation component as well as the special grant is under consideration. The implementation of the project will be 6 years from beginning of the implementation.

3. The 2nd Ravi Beas link below Ujh:This project is being planned to tap excess water flowing down to Pakistan through river Ravi, even after construction of Thein Dam, by constructing a barrage across river Ravi for diverting water through a tunnel link to Beas basin. The project is expected to utilize about 0.58 MAF of surplus waters below Ujhdam by diverting the same to Beas basin for benefits of other co-basin states. Govt. of India declared this project as National Project .

The above three projects will help India to utilize its entire share of waters given under the Indus Waters Treaty 1960.

THE Indus Waters Treaty, signed by India and Pakistan in 1960, mandates the commissions of both countries to inspect sites and works on both sides of the Indus basin in a block of five years.

Honouring this obligation, a Pakistani delegation recently visited the Chenab river basin in Jammu and Kashmir for an inspection. Since the signing of the treaty, 118 such tours on both sides have been undertaken. The last tours of the commissions in Pakistan and India were conducted in July 2013 and September 2014, respectively. The current five-year block ends in March 2020.

During the bilateral talks on the treaty in Lahore in August last year, India, rejecting Pakistan’s objections to the construction of the Pakal Dul and Lower Kalnai hydroelectric power projects (HEPs) on the Chenab river, had invited Pakistani experts to visit the sites to address their concerns regarding the impact on the flow of water into their country.
The Pakul Dul project (1,000 MW, ultimately 1,500 MW) is located on the Marusadar river, a major right-bank tributary of the Chenab Main, in Doda district. The confluence of the Marusadar and Chenab is 225 km upstream of the Marala headworks and 76 km from the Baglihar HEP. A concrete-faced rock fill dam with a height of 167 metres is being constructed at a cost of Rs 8,110 crore. Pakul Dul will not only be the largest hydroelectric power project in Jammu and Kashmir, but will also have the first storage unit. Also, subsequent to its commissioning, Jammu and Kashmir will get 12 per cent free power after 10 years.
The Lower Kalnai HEP is located on the left-bank tributary of the Chenab, about 19 km downstream of Dulhasti HEP and 180 km upstream of the boundary between Pakistan and India. A concrete gravity dam with a height of 34 metres is proposed to be constructed with an installed capacity of 48 MW.
Pakistan has raised technical issues, alleging that the design parameters constitute a violation of the restrictions imposed as per the treaty. Pakistan has objected to the designs of the projects — freeboard, pondage, spillway and intake crest elevation.
India, however, has rejected such assertions, stating that the projects were being built in adherence to the parameters laid down in the treaty. As against 3.6 MAF (million acre ft) which India can store on the western rivers, the total storage capacity created so far is a mere 0.5 MAF. Pakal Dul is a storage project with a capacity of 88,000 acre ft, but this is within the permissible limit of storage of 0.6 MAF on the tributaries of the Chenab. The gross storage capacity of Lower Kalnai (1,508 acre ft) is so small that it has negligible downstream impact on Pakistan. Other design differences are small and not of much significance with respect to downstream impacts.
Water is becoming an existential issue for Pakistan. The country is facing a grim situation regarding its fast-depleting fresh water resources. Pakistan has been attributing its problems of water scarcity to Indian action of constructing hydel projects on the western rivers. In Pakistan’s perception, the construction of dams by India could lower the quantity of water in these rivers.
However, their water-related problems need to be attributed to Pakistan having drawn limited benefit of India’s benevolence, despite the fact that it has been receiving more than its authorised share. Projects being undertaken by India are in tune with the provisions of the treaty. In 1950, the water available per capita annually was 5,500 cubic metres when the population of the erstwhile West Pakistan was 33 million; at present, it is down to 850 cubic metres annually, while the population has increased to 210 million. The overall quantity of water flowing in the western rivers to Pakistan remains approximately the same. As per a recent report, Pakistan is receiving about 154 MAF of water annually against an authorisation of 136 MAF.
As far as India is concerned, the Kashmir dispute and the water dispute are inextricably intertwined. Pakistan’s attempts over the years to annex Kashmir can be seen in the context of attempts to ensure water security. Despite India’s generosity in the sharing of the Indus river waters, Pakistan has consistently adopted an obstructionist strategy since 1977, raising issues regarding run-of-river projects under construction on the western rivers by India.
Such an attitude has not only stressed the treaty itself, but also has had a considerable negative impact on the economic progress of Jammu and Kashmir. The state, even though being upper riparian, exploits merely one-seventh of its hydel power potential. India, at present, irrigates 0.8 million acres area against the limitation imposed on the extent of area to be irrigated (1.32 million acres) with the waters of the western rivers. The annual energy loss suffered by Jammu and Kashmir is 60,000 million units; evaluated at the rate of Rs 2 per unit, it is approximately Rs 12,000 crore. These restrictions have, therefore, imposed a loss in terms of development of industry, power and agriculture equal to around Rs 40,000 crore annually.
The World Economic Forum rates the water crisis as the biggest risk in Pakistan, with terrorist attacks third on the list. Pakistan is facing the crisis due to poor management and anticipated reduction in intake through the nine trans-border rivers from Afghanistan and in the Indus river from China. The reduction in discharge is the result of construction of hydel power projects with storage facilities by Afghanistan and China. Shortage of water in Pakistan, thus, has very little to do with the non-adherence of the provisions of the treaty by India. As such, its allegation that India is trying to usurp its share of water by constructing hydel power plants on the western rivers is not based on facts.
A recent report of the World Bank puts into perspective the massive wastage of water in Pakistan. Water worth $25 billion flows into the sea annually. As per the report, agriculture, which consumes more than 80 per cent of water, contributes less than 5 per cent of the GDP. Pakistan needs to initiate necessary action on its own to improve the water availability to overcome the crisis. (Source: defencenews.in)

NITI Aayog organized todaythe Second Phase of Urban Management Programme on ‘Water Recycling and Reuse’.in collaboration with the Singapore Cooperation Enterprise & TF Internationalat India Habitat Centre in the capital today. CEO, NITI Aayog, Amitabh Kant,Secretary, Ministry of Drinking Water and Sanitation,ParameswaranIyer, along with High Commissioner of Singapore to India Lim ThuanKuan, CEO, Singapore Cooperation Enterprise, Kong WyMun, and CE of Temasek Foundation International,Benedict Cheong were present on this occasion.
Highlighting the importance of this capacity building programme on management of water,particularly its recycling & reuse, as crucial for future urban planning and policy, Amitabh Kant said that attaining high rates of economic growth for India will directly be a function of the sustainable use of water. He mentioned that NITI’s Composite Water Management Index, launched earlier this year, is a step toward increasing awareness and promoting best practises in water management throughout the country.
Delivering the Inaugural Address, ParameswaranIyer hailed the workshop as timely and spoke of the need for effective cooperation between the centre and state in water management. He emphasised need for all stakeholders to take ownership of water as a natural resource to ensure sustainable use of water. He emphasised the need to take steps to address solid and liquid waste management in 4000 Census Towns and peri-urban areas.
In order to develop recycled water as part of sustainable and diverse water portfolio, NITI Aayog has enteredinto a Memorandum of Understanding (MoU) with Singapore Cooperation Enterprise - Temasek Foundation International to launch the Second Phase of Urban Management Programme on ‘Water Recycling and Reuse’.
Eight States/UTs -Uttar Pradesh, Tamil Nadu, Punjab, Chhattisgarh, Karnataka, Meghalaya, Puducherry and West Bengalwere selected for the capacity building workshops through a Challenge Method. The participants of the workshops included the senior officials from Municipal and parastatal bodies of these eight States/UTs.
The programme launch was also attended by senior officials from the Central and State Governments, and representatives from the academia and think-tanks. The programme launch also showcased the best practices in the urban water sector in India besides discussing the challenges.
The capacity building programme featured experience sharing by consultants from Singapore, who were associated in the successful transformation of the urban waterscape over the last four decades. The broader capacity building engagement with SCE also includes a series of interactive workshops, advisory sessions and an expository visit to Singapore.
Background:
India is experiencing rapid urbanisation. The urban population has gone up from 29 crore in 2001 to 37.7 crore in 2011. Due to rapid urbanisation, water demand in urban areas is increasing rapidly.The water situation in metropolitan cities is particularly exacerbating, where the people in such cities face acute water shortage. Changing climate and its impact on temporal and spatial variability of rainfall, is a further deterrent to timely and sufficient availability of water resources.
In this backdrop, concerted efforts have been made by the Government of India to implement rainwater harnessing schemes for groundwater improvement, however, there is an urgent need for water portfolio diversification through introducing alternate sustainable water sources.
The recycle and reuse of water presents itself as a potential solution for ensuring assured water supply in the Cities, on a sustainable basis. Recycling and reuse has been widely practised in Singapore, where every drop of water is recycled for reuse. Such an approach not only reduces pressure on other water sources, but also offers a sustainable solution for water resources management.
While the AMRUT scheme drives the cities to undertake water supplies on a business model, yet the water source augmentation remains a challenge for ensuring assured water supply through the future. Nearly 30% of urban water supply and 70% of rural water supply in the country comes from groundwater, which is depleting day by day. (Source:pib)

The number of polluted stretches of the country's rivers has increased to 351 from 302 two years ago, and the number of critically polluted stretches — where water quality indicators are the poorest — has gone up to 45 from 34, according to an assessment by the Central Pollution Control Board (CPCB).
While the ₹20,000 crore clean-up of the Ganga may be the most visible of the government’s efforts to tackle pollution, the CPCB says several of the river’s stretches — in Bihar and Uttar Pradesh — are actually far less polluted than many rivers in Maharashtra, Assam and Gujarat. These three States account for 117 of the 351 polluted river stretches.
Based on the recommendations of the National Green Tribunal, the CPCB last month apprised the States of the extent of pollution in their rivers.
Mithi among the worst
The most significant stretches of pollution highlighted by the CPCB assessment (which is yet to be published) include the Mithi river — from Powai to Dharavi — with a BOD (Biochemical Oxygen Demand) of 250 mg/l; the Godavari — from Someshwar to Rahed — with a BOD of 5.0-80 mg/l; the Sabarmati — Kheroj to Vautha — with a BOD of 4.0-147 mg/l; and the Hindon — Saharanpur to Ghaziabad — with a BOD of 48-120 mg/l.
In its compilation of polluted stretches in Uttar Pradesh, the Ganga, with a BOD range of 3.5-8.8 mg/l is indicated as a ‘priority 4’ river.
“The cultural significance of the Ganga is such that there’s been greater focus on it but many more rivers are far more polluted,” said an officer in the Union Water Resources Ministry, who didn’t want to be identified.
Graded scale
The CPCB, since the 1990s, has a programme to monitor the quality of rivers primarily by measuring BOD, which is a proxy for organic pollution — the higher it is, the worse the river. The health of a river and the efficacy of water treatment measures by the States and municipal bodies are classified depending on BOD, with a BOD greater than or equal to 30 mg/l termed ‘priority 1,’ while that between 3.1-6 mg/l is ‘priority 5.’
The CPCB considers a BOD less than 3 mg/l an indicator of a healthy river.
In its 2015 report, the CPCB identified 302 polluted stretches on 275 rivers, spanning 28 States and six Union Territories.
A person involved in the monitoring exercise, told that the increase in numbers reflected higher pollution levels as well as an increase in water quality monitoring stations.
“We have used about 500 more monitoring stations in our 2016-2017 assessment than for the previous exercise (2008-2012). A priority 1 river may show high pollution but it also means more resources for clean up, whereas a priority 4 can mean achieving a clear river with relatively fewer resources,” he said.
Based on its 2008-2012 evaluation, the CPCB published a report in 2015 and asked the States to prepare plans for improving these polluted stretches. Though the information from the 2016-2017 assessment doesn’t indicate improvements, the bulk of the increase in polluted stretches were in priority 4 (6-10 mg/l) and priority 5 river stretches.

An Independent Survey to be Conducted in all Districts from 1st to 31st August.

The Ministry of Drinking Water and Sanitation launches the Swachh SurvekshanGrameen 2018 (SSG 2018) in the capital today. An independent survey agency will conduct the survey in all districts from 1st to 31stAugust 2018, and the results will be announced in the form of a ranking of all districts and states on the basis of quantitative and qualitative sanitation (Swachhata) parameters. The top performing states and districts are expected to be awarded on 2nd October 2018.

Speaking at the launch, Secretary, Ministry of Drinking Water and Sanitation, Shri Parameswaran Iyer, said that the objective of SSG 2018 is to undertake a ranking of states and districts on the basis of their performance attained on key quantitative and qualitative SBM-G parameters. In the process, through a countrywide communication campaign, rural communities will be engaged in the improvement of the sanitation and cleanliness of their surrounding areas, he added.
The Secretary further outlined the structure and process of the survey. As part of Swachh Survekshan Grameen 6,980 villages in 698 districts across India will be covered. Total 34,000 public places namely schools, anganwadis, public health centres, haat/bazaars/religious places in these villages will be visited for survey. Citizens’ feedback will be collected from over 50 lakh citizens on SBM related issues through direct interaction as well as online feedback.
During the process, 65% weightage has been assigned to the findings and outcome from the survey and 35% to the service level parameters to be obtained from the IMIS of the MDWS. The weights to different elements of the SSG would be as below:
• Direct Observation of sanitation in public places: 30%
• Citizen’s Feedback on sanitation parameters: 35%
• Service Level Progress on sanitation progress in the country as per SBMG- MIS: 35%
The audio-visual communication campaign, featuring prominent celebrities including Swachh Bharat ambassadors including Shri Amitabh Bachchan and Shri Sachin Tendulkar, was also launched at the event. Also, the SSG 2018 logo and the SSG 2018 brochure detailing essential facts about the initiative was also released.
Responding to questions from the media at the launch, the Secretary also shared the progress figures of SBM(G) in rural India. Over 7.7 crore toilets have been built in rural India under the Swachh Bharat Mission (Grameen) since its launch in October 2014, with a usage of 93% as per an independent third-party survey conducted in 2017-18 across all States/UTs. Nearly 4 lakh villages, over 400 districts and 19 States and Union Territories have declared themselves free from open defecation.(Source: PIB)

India face the worst water crisis in its history, and 21 Indian cities will run out of groundwater by 2020, a new report from the NITI Aayog–a government think tank– said, highlighting the need for “urgent and improved” management of water resources.
With nearly 600 million Indians facing high-to-extreme water stress–where more than 40% of the annually available surface water is used every year–and about 200,000 people dying every year due to inadequate access to safe water, the situation is likely to worsen as the demand for water will exceed the supply by 2050, said the ‘Composite Water Management Index’ (CWMI) report , released on June 14, 2018.
While Indian cities are grappling for water supply, the Aayog has called for “immediate action” as growing scarcity will also hit India’s food security.
States need to start managing their groundwater and their agriculture water, said the (CWMI) report–India’s first comprehensive collection of nationwide water data.
CWMI is a step in the right direction, but NITI Aayog could have taken it a step ahead by comparing state water management practices against leading countries, according to experts. Attention could have been paid to the states’ performance in implementing existing laws against groundwater exploitation.
As we said, 21 Indian cities–including Delhi, Bengaluru, Chennai and Hyderabad–will run out of groundwater by 2020, affecting 100 million people; 40% of India’s population will have no access to drinking water by 2030, the report said.
Currently, many Indian states, including Andhra Pradesh, Chhattisgarh and Tamil Nadu, face water shortages, exacerbated by changing rainfall patterns, IndiaSpend reported on June 6, 2018.
The Economic Survey 2017-18 acknowledged India’s water crisis and explained the triggers, including rapid groundwater depletion, decline in average rainfall and increasing dry monsoon days, The Times Of India reported on June 21, 2018.
Groundwater in India depleted at 10-25 mm per year between 2002 and 2016. Average rainfall declined, from 1,050 mm in the kharif — summer cropping–season of 1970 to less than 1,000 mm in kharif 2015. Similarly, in the winter cropping, or rabi season, average rainfall declined, from Rs 150 mm in 1970 to about 100 mm in 2015. Dry days — days without rainfall — during the monsoons have increased, from ~40% to 45% in 2015.
If mitigation measures are not implemented, India faces a 6% loss in its gross domestic product (GDP) by 2050, the the NITI Aayog report said. With nearly 70% of water contaminated, India ranks 120th of 122 countries in a global water quality index, the report noted.
India holds about 4% of global freshwater and 16% of its population. Water intensive agricultural practices and growing water demand for industrial, energy production and domestic purposes are significantly stressing India’s limited water resource, said Samrat Basak, an expert on water-related issues from World Resource Institute (WRI), an advocacy.
Conceived as an annual exercise by the NITI Aayog, the index evaluates states on nine broad sectors and 28 indicators, including groundwater, irrigation, farm practices and drinking water.
Since water is a state subject, the decision-making related to the resource lies with states. “This index is an attempt to budge states and UTs towards efficient and optimal utilisation of water and recycling thereof with a sense of urgency,” Amitabh Kant, chief executive officer of NITI Aayog wrote in the report’s foreword.
14 of 24 states score below 50% on water management, food security imperiled
In 2015-16, 14 of the 24 states analysed scored below 50% on water management and have been classified as “low performers”. These states are concentrated across the populous agricultural belts of north and east India and the northeastern and Himalayan states.
Gujarat performed best with a score of 76%, followed by Madhya Pradesh (69%) and Andhra Pradesh (68%).
Seven states scored between 50-65%–including Karnataka, Maharashtra, Punjab, Tamil Nadu, Telangana, Himachal Pradesh and Tripura–and have been classified as “medium performers”.
“Water Index scores vary widely across states, but most states have achieved a score below 50% and could significantly improve their water resource management practices,” the report said.
India’s food security faces significant risks as low performers–such as Uttar Pradesh, Bihar, Rajasthan and Haryana– on the water index account for 20-30% of India’s agriculture output and are home to over 600 million people.
“Given the combination of rapidly declining groundwater levels and limited policy action (as indicated by the low Index score), this is also likely to be a significant food security risk for the country going forward,” said the report.
Low-performing states show improvement
Many water-scarce states have performed better in the Index, the report said. States with high and medium performances–Gujarat, Madhya Pradesh, Andhra Pradesh, Karnataka, Maharashtra and Telangana–have suffered from severe droughts in recent years.
In addition, 15 of the 24 states have improved their scores in 2016-17 compared to the previous year, data show.
On average, scores improved 1.8 percentage points between 2015-16 and 2016-17. Eight states gained 5 percentage points or more–despite the slow-moving nature of several indicators (such as irrigation potential utilised and area under rain-fed agriculture), said the report.
“Most gains have been led by improvements in restoration of surface water bodies, watershed development activities, and rural water supply provision,” the report said. Meghalaya, Sikkim and Tripura are among the top five states which showed most improvement, gaining more than 7.5 percentage points each—a sign of increasing water policy actions taken by these states, according to the report.
Similarly, Rajasthan, Jharkhand and Haryana–non-Himalayan states achieving best improvements–were also among the low performers in the overall performance index.
Groundwater management, sustainable water use key
Most states did well on the infrastructure-heavy themes of ‘major and medium irrigation’ and ‘watershed development’, and have also enacted policies in line with the recommendations on the ‘policy and governance’ theme.
However, they were lagging on the critical themes of ‘source augmentation’ (groundwater), ‘sustainable on-farm water use practices’ and ‘rural drinking water’.
On groundwater augmentation, 10 of the 24 states scored below 50%, highlighting the worsening situation–54% of India’s groundwater wells are declining–said the report.
Performance around groundwater augmentation can significantly improve with strengthening of groundwater regulations and strict implementation on the ground. Steps like improvement of monitoring network and continuous monitoring of groundwater level and groundwater quality, strict implementation of rain water harvesting and continuous operation and maintenance of the same will also help states manage their groundwater better, Basak said.
The Central Ground Water Board (CGWB)–a central authority to monitor and manage water groundwater resources of the country–has a network of 22,339 groundwater observation wells in India, which means one monitoring point in approximately 147 square kilometre — approximate area of Mysore, a city in Karnataka.
Further, 17 of the 24 states scored below 50% on managing ‘on-farm water’ effectively. This underperformance–given that agriculture accounts for 80% of all water use–poses significant water and food security risks for the country.
An expedited adoption of micro-irrigation techniques can significantly improve on-farm water use, experts believe.
India has the potential to bring nearly half of its net cultivated area – 140 million hectares–under micro irrigation. But so far, only 7.73 million hectares–drip Irrigation covers 3.37 mha and sprinkler irrigation covers 4.36 mha— as against the estimated potential of 69.5 mha has been covered under micro-irrigation, said Basak.
Research shows that sprinkler irrigation can use 30-40% less water, while drip can use about 40-60% less water compared to flood irrigation methods, he added.
Contrary views on composite water management index
Experts believe that CWMI is a step in the right direction but it could have gone a step further.
A comparative risk analysis and rating between participants (states) of very similar calibre and nature does not add much value for water risk mitigation and water security, said Basak. The need is to look at how the states are performing against some of the other better performing developing countries like China, he added.
CWMI is based on an administrative-boundary approach but water does not follow administrative boundary: instead it follows watershed/ catchment/ river basin boundary, Basak said.
“Therefore, it is critical to evaluate water risk and water management aspects at a watershed/ catchment/ river basin level. For example, look at how the water management indices of downstream states are getting impacted by the water management practices of upstream states and transboundary movement of water,” said Basak.

The Niti Aayog has asked the state to improve the access rate and the quality of drinking water in rural habitations while lauding its efforts in surface water restoration and participatory irrigation.
The report, which includes a composite water management index, said there has been no improvement in water quality - in terms of contamination by arsenic and fluoride - in 2016-17 compared to the previous financial year.
Despite the challenges in the water-scarce state, the state government is working on various public welfare water projects, Public Health Engineering and Groundwater Minister Surendra Goyal told.
We will be spending close to Rs 200 billion on projects to make surface water available to the people in rural and urban areas, he said.
The minister said 90 per cent of the country's brackish water and 50 per cent of its fluoridated water is found in Rajasthan, so providing safe water was a time-consuming challenge.
Niti Aayog has appreciated Rajasthan's efforts in restoring 80 per cent of the irrigation potential of identified water bodies, largely through community-managed ponds and tanks.
Rajasthan has also improved its score on participatory irrigation and source restoration.
The report said it has emerged as a leader in participatory irrigation with 75 per cent of irrigated areas having water users' associations involved in operating the system. (Source: The Business Standard)

The inauguration of the 330-MW Kishanganga hydel station in Bandipore and laying of the foundation of the 1,000-MW Pakul Dul project in Kishtwar express the government's intent to follow through PM's decision to review water use within the ambit of the 1960 Indus Water Treaty (IWT) with Pakistan.
The decision to maximise water use was taken after four Pakistan-backed militants attacked the Indian Army base at Uri in Jammu, killing 18 soldiers on September 18, 2016. "Blood and water cannot flow together", Modi had told a meeting of government officials on the Indus treaty 11 days later. The message to Pakistan was clear: stop backing terror attacks on India or lose the liberal water flow in excess of the treaty's provisions at present.
Soon after that decision, three hydel projects on Chenab and its tributary - Sawalkote (1,856 MW), Pakal Dul (1,000 MW) and Bursar (800 MW) - were fast-tracked. Building infrastructure on Indus, Chenab, Jhelum and their tributaries is part of the Modi government's plan to utilise India's share of water from western tributaries of the Indus.
Speeding up pending hydel projects is a key component of what India can do to use as much of Indus water as it can under the water treaty, which allows New Delhi to construct storage capacities on the western rivers up to 3.6 million acre feet (MAF) for various purpose, including domestic use.
Pakistan's water supply is dwindling because of climate change, outdated farming techniques and an exploding population. A 2011 report by the US Senate Committee on Foreign Relations said India could use these projects as a way to control Pakistan's supplies from the Indus, seen as its jugular vein. "The cumulative effect of these projects could give India the ability to store enough water to limit the supply to Pakistan at crucial moments in the growing season," the report said.
Most of the projects proposed on the Indus and its tributaries had been held up for at least a decade awaiting clearances. Sawalkote, which was cleared by a government-constituted environment committee in January 2017, was first given techno-economic approval in 1991. Shrinking reservoirs in India, Morocco, Iraq and Spain could result in water taps going completely dry in these four countries, a study based on a new early warning satellite system has warned.

According to the developers of the new satellite early warning system for the world's 500,000 dams, shrinking reservoirs in India, Morocco, Iraq and Spain could spark the next "day zero" water crisis, The Guardian reported.
The system has named countries where shrinking reservoirs could lead to the taps completely drying up, the study said.
Tensions have been apparent in India over the water allocations for two reservoirs connected by the Narmada river, it said.
Poor rains last year left the upstream Indira Sagar dam in Madhya Pradesh a third below its seasonal average.
When some of this shortfall was passed on to the downstream Sardar Sarovar reservoir, it caused an uproar because the latter is a drinking supply for 30 million people.
Last month, the Gujarat state government halted irrigation and appealed to farmers not to sow crops.
Cape Town recently grabbed global headlines by launching a countdown to the day when taps would be cut off to millions of residents as a result of a three-year drought.
Drastic conservation measures have forestalled that moment in South Africa, but dozens of other countries face similar risks from rising demand, mismanagement and climate change, says the World Resources Institute (WRI).
The US-based environmental organisation is working with Deltares, the Dutch government and other partners to build a water and security early warning system that aims to anticipate social instability, economic damage and cross-border migration.
A prototype is due to be rolled out later this year, but a snapshot, unveiled on Wednesday, highlighted four of the worst-affected dams and the potential knock-on risks.
The starkest decline is that of Morocco's second-largest reservoir Al Massira which has shrunk by 60 per cent in three years due to recurring drought, expanding irrigation and the increasing thirst of neighbouring cities such as Casablanca.
Spain has suffered a severe drought that has contributed to a 60 per cent shrinking of the surface area of the Buendia dam over the last five years.
In Iraq, the Mosul Dam has seen a more protracted decline but it is also now down 60 per cent from its peak in the 1990s as a result of low rainfall and competing demand from Turkish hydropower projects upstream on the Tigris and Euphrates.(Source: The Business Standard)

An international conference on ‘Water, Environment and Climate Change: Knowledge Sharing and Partnership’ will start in Kathmandu from Tuesday.
